Position: Finance Officer, ASA Sierra Leone

Position Overview 

ASA International (Sierra Leone) Ltd. is seeking a dynamic and experienced professional to fill the role of  the Finance Officer. The successful candidate will play a pivotal role in supporting finance operations that align with the company’s objectives, fostering a positive financial management, and working with the finace team. 

The Finance Officer is responsible for managing financial operations, ensuring compliance, and supports  the Finance Manager in providing management financial insights to support decision-making. 

Key Responsibilities  

Financial Management: Manager the accounts payable and receivable, manage cash flow, monitor  liquidity, and maintain accurate financial records, ledgers, and journals. 

Reporting and Analysis: Support the Finance Manager in preparing financial statements, reports,  and budgets, conduct financial analysis and forecasting to support organizational decisions. 

Regulatory Returns: Ensure accuracy, and timely submissions of all regulatory returns after review  by the finance manger of chief finance officer. Under the supervision of the Finance Manager,  responds to and resolve all Local Regulatory Reporting issues or queries raised. Provide other  reports/returns required by Bank of Sierra Leone and other Regulators and ensure timely escalation  of regulatory issues or circulars to Line Manager for action.  

Handle the preparation and settlement of withholding taxes to the National Revenue Authority and  Act as the liaison with external regulators on audit or review exercises 

Financial Control: Provide oversight for all the branch bank accounts and facilitate the performance  of bank reconciliations. This includes reconciliation, investigation and resolution of all Funds  Transfers differences between Head Office and Operational Branches. Prepare monthly  reconciliation of other assets and other liabilities GL Accounts and assist the Finance Manager in  regular review of General Ledger.  

Investigate all Receivables and Payables Accounts and ensure they are cleared as per life span.  Investigate all unusual items in Suspense & Sundry Accounts and manage accruals and prepayments including the management of postings of financial journals and payroll to ensure completeness.  Provide support to the Finance Manager to ensure financial accounting practices are in accordance  with prescribed policies. Assists Support Functions and Operations in cost report analysis including  variances analysis and forecasting. 

Fixed Assets Management: Ensure that all items under Fixed Assets are within capitalization limit  and meets Accounting Standards for capitalization according to the ASA fixed assessment policy.  Maintain Fixed Assets files and ensure all supporting documents relating to Fixed Assets acquired  or disposed are properly filed.  

Perform regular Fixed Assets verification exercise. Post monthly depreciation charges and update  the Fixed Assets Register. Co-ordinate the proper tagging of all Fixed Assets owned by the company.  Manage the movement/transfer of Fixed Assets between Locations. 

Other Responsibilities: Perform other duties as assigned by the finance ledership team, the Chief  Executive Officer and as may be required from time to time.  

This position may also include traveling to branches across the country to perform similar  responsibilities as described other.  

Qualifications and Skills 

Education: Bachelor’s degree in finance, accounting, business administration, or in related field or  finance professional certificates equivalent to the bachelor’s degress.  

Experience: Background in financial management, budgeting, financial reconcilaition, and regulatory  compliance reporting and relationship. 

Skills: Strong numerical and analytical skills, proficiency in accounting software, attention to detail,  problem-solving abilities, and effective communication skills. 

Core Competencies  

A humble, meticulous, and confident professional with a proven track record in change management.  Ability to quickly dig down the processes and data; however, also take a step back and take in the  overview of the situation.

Reporting line  

The Finance Officer shall report to the Finance Manager and indirect to the Chief Finance Officer.  Job location 

Freetown, Sierra Leone with interminent travels to branches across the country.
