General Description of GOAL’s Work in Sierra Leone
GOAL has been operating in Sierra Leone since the late 1980s, initially in emergency response, with a permanent presence since 1999 response, with a permanent presence in country since 1999. GOAL operates from its main office based in Freetown, with other sub operational offices in Kenema, Kambia, Bombali, and Moyamba Districts. GOAL implements programmes in 8 of Sierra Leones 16 districts: Western Area Urban, Kambia, Kenema, Bombali, Port Loko, Koinadugu, Karene, Moyamba, and hires over 165 staff across the country. Our programmes focus on the WASH and Health sectors including urban and rural WASH programmes, health system strengthening, social and behaviour change; Blue Economy and FSL; and emergency response programming.

General Description of the Programme
GOAL Sierra Leone received fund from Charity Water focus on improving access to safe and sustainable water including improve hygiene and sanitation services at project communities through the established Water Management Committees (WMCs), Facility Management Committees (FMCs), Chiefdom Pump Technicians at community level and with the District Water Directorate at district level.
Overview of the role
The Functionality Data Monitoring Officer will be based in Kenema and mainly provides on-going capacity building and support to the District Mapper at Water Directorate, community pump technicians and chiefdom pump mechanics to ensure the system is set up and is running smoothly. She/he will do analyse of the real-time data generated through the mWater application, reporting maintenance patterns analyse, track common faults, and identify the most responsive maintenance partners, ensuring the system is helping help in minimizing system downtimes, improving overall service delivery, and informing future decision-making and planning for water infrastructure support. The Functionality Data Monitoring Officer will work under the oversight of the MEAL Manager and MEAL coordinator. S/he will technically support the programme managers and field staff in cross-learning among different field project sites within the Rural-WASH operational areas.

Specific Duties and Responsibilities:
- Facilitate capacity building and setting up of reporting dashboard on Issue via mWater • Facilitate chiefdom wide survey in each of the targeted chiefdoms to create a database with all water points in the chiefdoms included.
- Manage the functionality database, with coordination of the District Mapper from the Water Directorate using real time data from the ‘Issues’ function in mWater
- Participate in training of chiefdom pump mechanics (CPMs) on installation and major pump repairs
- Participate in increasing awareness of chiefdom pump mechanics and SME in two chiefdoms • Support network of Small and Medium Enterprises (SMEs) dealing in spare parts in the selected chiefdoms, enabling prompt access to the necessary components for repairs and reduce delays on the speedy maintenance interventions.
- Support the adoption of Yearly Maintenance Plan, (MYP) to helps communities transition from a reactive repair approach to a more structured and preventive system, strengthening their capacity to manage water infrastructure independently and sustainably.
- Organizes and conducts on-site physical verification and update the database regularly using real time data from the ‘Issues’ function in mWater.
- Support relevant monthly/quarterly and donor report on functionality annex of the project • Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions.
- Create and integrate graphics in reports and information products to help visualize data in a meaningful way.
- Other duties as duly assigned.
Mandatory
- Use best practice in monitoring functionality program approach to increase and sustain the functionality of viable water points in targeted chiefdoms.
- Strong analytical skills

- Excellent computer skills including data management in Word processing, Excel and MS PowerPoint
- Good coordination and collaboration skills with local communities, Water Directorate, and other NGOs staff.
- Ability to build trust and working relationships with community structures
- Ability and willingness to undertake frequent travel to field sites in Kenema • Good interpersonal skills, with the ability to work within a team environment • Ability to identify and solve basic issues from the system that will provide critical insights into water point functionality
- Good judgement and results orientated
Requirements (Person Specification)
- University degree / diploma in social science, humanities or other related degree; Computer Science/IT/or any sector or sub-sector related monitoring experiences.
- At least 2 – 3 years equivalent level technical experience in the following:
- Supporting M&E systems through data management, data analysis, report generation • Strong attention to detail, organizational. and time management skills

- Use of best practice in functionality monitoring methods, tools, and approaches (including qualitative and participatory)
- Willingness to strengthen capacity of Community Pump Technicians, Chiefdom Pump Mechanics and work with the District Mapper (Water Directorate)
- Information analysis and reporting
Desirable
o Experience in using mWater, CommCare/ Power BI, Survey CTO, ODK, DHIS2 software applications o Experience in working on Rural WASH and Health projects.
o Understanding of Sierra Leone system and the decentralization process.
