Job Description

 

Position Title: Governance and Programs Director (GPD)  

Reports To: Chief Executive Officer (CEO)  

 

  1. Strategic Governance & Partnerships Oversight  

Governance Framework Leadership:  

  – Design and maintain robust governance structures to ensure compliance with Sierra Leonean regulations, ethical standards, and accountability.  

  – Oversee risk management protocols, board relations, and transparent decision-making processes aligned with CHAF’s mission and Theory of Change.  

  – Champion data governance principles to ensure reliable, timely, and accessible health and financial data for decision-making.  

 

– Strategic Partnership Development:  

  – Cultivate and manage partnerships with NGOs, government agencies, donors, and community networks to amplify CHAF’s impact.  

  – Align partnerships with strategic goals, including microfinance integration, digital health innovation, and equitable service delivery.  

  – Supervise the Governance & Partnerships Lead to ensure stakeholder engagement supports CHAF’s growth and sustainability.  

 

  1. Programs & Operations Excellence  

– Program Design & Delivery:  

  – Oversee end-to-end program execution, ensuring alignment with CHAF’s mission to leverage community networks and digital technology (e.g., the Community Health Information System/CHIS).  

  – Drive data-driven programmatic decisions, incorporating Human-Centered Design (HCD) principles to address low-income households’ needs.  

  – Collaborate with the Health Impact, Research & Analytics Lead in managing district-level impact initiatives, health research, and analytics to optimize service delivery and monitor outputs (e.g., risk stratification, client-driven services).  

 

– Operational Efficiency & Capacity Building:  

  – Ensure seamless coordination across teams (QA, finance, administration) to maximize resource efficiency and program scalability.  

  – Lead capacity-building efforts, including training programs for staff and community networks, to strengthen data capture, analytics, and health/financial service delivery.  

  – Supervise the Programs & Operations Lead and indirectly manage district supervisors to ensure alignment with CHAF’s Theory of Change.  

 

  1. New Business Development & Sustainable Growth  

– Fundraising & Revenue Generation:  

  – Spearhead donor engagement, grant writing, and revenue diversification to support CHAF’s expansion and sustainability.  

  – Identify growth opportunities, including innovative financing models (e.g., microfinance linkages, performance-based incentives).  

 

– Innovative Program Design:  

  – Develop scalable program models that integrate digital technology (e.g., CHIS updates) and community-driven solutions to enhance health access and financial inclusion.  

  – Supervise the Business Development Manager (contingent on funding) to explore new markets and partnerships.  

 

  1. Cross-Functional Collaboration & Technology Integration  

– Technology-Driven Solutions:  

  – Collaborate with the Innovation/Technology Lead to enhance CHAF’s digital platforms, ensuring agility and alignment with community needs.  

  – Integrate data analytics and closed-loop communication systems to improve service delivery and early threat detection.  

 

Financial & Resource Alignment:  

  – Partner with the corporate services lead to optimize budgeting, resource allocation, and financial reporting, ensuring value for money and alignment with strategic priorities.  

 

  1. Strategic Alignment & Impact Monitoring  

– CEO Vision Execution:  

  – Act as a bridge between internal operations and external strategy, ensuring all activities align with the CEO’s vision for equitable health access and poverty reduction.  

  – Facilitate cross-departmental communication to embed CHAF’s mission into daily operations and partnerships.  

 

– Performance Evaluation & Learning:  

  – Monitor KPIs (e.g., cost per life saved, U5 mortality rates, financial inclusion metrics) to assess program impact and ROI.  

  – Lead adaptive management processes, using data to refine strategies and address gaps in health outcomes (e.g., malaria, TB, malnutrition).

– Programs & Operations Lead  

– Business Development Manager (TBR)  

 

  1. Key Success Metrics:  

– Expansion of CHAF’s digital health/financial services to underserved communities.  

– Strengthened governance frameworks and compliance.  

– Increased donor funding and sustainable revenue streams.  

 

  1. Alignment with CHAF’s Impact Goals:  

– Direct contribution to CHAF’s Theory of Change outputs, including improved financial independence, equitable health access, and reduced U5 mortality.  

– Uphold CHAF’s commitment to client-driven services and prudent health/financial behaviors through community engagement and incentivization.  

This role is pivotal in ensuring CHAF’s innovative, data-driven approach transforms low-income communities’ health and economic resilience in Sierra Leone.
