Concern currently operates in the Districts of Western Area Urban (Freetown), Western Area Rural, Tonkolili and Port Loko – as well as remotely in Kambia.

Job Purpose:The Grant and Compliance Manager is responsible for ensuring effective grant management, donor compliance, audit coordination, and information management across the Sierra Leone Programme. Working closely with the Programme Director, Operations Director, Country Finance Controller, and programme teams, the role ensures all grant documentation, both active and archived, is complete, accurate, and filed in line with organisational and donor requirements. The post holder leads donor compliance initiatives, contributes to proposal development workshops, and designs and implements capacity-building plans to strengthen staff and partner understanding of grants management processes.
Main duties & 

Responsibilities:

  • In coordination with the Programme Director, liaise with the Desk Officer and Country Finance Controller to file the contract documents for grants – both active and archived.
  • With the support of the PD lead on the re-structuring of the SharePoint file system in line with global guidelines ensuring completeness of documents for all closed grants.
  • Take an active role in proposal development workshops leading on donor compliance sessions.
  • With the support of the Operations Director and CFC, ensure teams and partners are aware of key donor compliance issues through grant start up workshops, sharing audit information, etc.
  • Design, plan and implement a capacity building plan for all relevant Concern and/or partner staff on key elements of the different components of Grant Management and Donor compliance.
  • Act as the investigations manager for any investigations which result from partner transaction checks internal whistleblowing or internal audit feedback
  • With the support of the Operations Director Coordinate development and regular update of the country asset register, including the annual asset verification exercise.
  • Ensure all grants have service level agreements in collaboration with budget holders.

Audit Facilitation

  • Working with country finance department, assist in the facilitation of donor audits – checking documents for completion before handing over to auditor(s) for review, keeping a log of documents submitted to auditors, and responding to auditor queries where relevant.
  • Provide quarterly updates to Country Management on findings/recommendations from any audit /risk/fraud investigation work.

Reporting and quality management:

  • Take responsibility for donor specific and internal grant compliance for the Sierra Leone Programme.
  • Manage the project specific reporting schedule, liaising with Programme teams to ensure timely and accurate financial and narrative reporting, in the correct formats, as per donor agreements in addition to timely submission of required reports to government line ministries.

Information Management:

  • Ensure version control of documents and filling of final reports and proposals, learning documents, survey reports and data, using the appropriate shared data space
  • Act as focal point for data entry and documents upload to Concern’s Grant Management System. Throughout the program cycle.
  • Review GMS and ensure all liquidated grants have up to date complete documents saved.

Other Technical duties

  • Actively participate in collective exercises such as preparation or updates of preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP): proposal development, Concern strategic plan and other Concern initiatives.
  • Promote and protect the reputation of Concern in external settings, ensuring the organisation’s experience and expertise is well communicated and consistently presented, and that we are seen as a professional organization.
  • Ensure the efficient and transparent use of all Concern’s resources in order to maximize the benefit to the targeted communities.
  • Promote accountability and ensure compliance with Concern’s Code of Conduct and Associated Policies (Programme Participant Protection Policy, Child Safeguarding Policy, and Anti trafficking Policy), Anti-Fraud Policy and Core Humanitarian Standards (CHS), including the compliant and response mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
  • Promote Equality, especially gender, within the organisation and across programmes, in line with Concern’s Equality Policy and, ensures targeting and project implementation is informed by How Concern Understands Extreme Poverty (HCUEP)
  • Undertake other related duties as may reasonably be assigned by the Country Management Team or by Line Manager.
  • Ensure adherence to Concern policies and procedures

Partnership and Localisation

  • Accompaniment & mentoring of partners on the relevant technical areas through on-the-job support, review of technical guidance. Provide technical to partner technical teams to enhance them improve work quality.
  • Facilitate/co-facilitate training or workshop sessions based on expertise as identified in mutual capacity strengthening plan.
  • Where relevant support with technical capacity assessments of partners.
  • Roll model and promote culture of equitable and partnerships, taking opportunities to highlight partner expertise and achievements both internally and externally and creating spaces for them to deliver capacity strengthening to Concern teams.
  • All managers are responsible for upholding and promoting Concern’s values, equality, diversity and inclusion, and role modelling a positive safeguarding ethos.
  • All managers are required to actively participate in any emergency response as and when required. 
Person specification:Essential  

  • Educated to Degree level in relevant discipline
  • At least five years of relevant experience with an NGO, UN agency or donor
  • At least two years of experience in grants management and compliance
  • Fluent in English
  • Good understanding of proposal development and project cycle management.
  • Excellent computer skills, particularly Microsoft office (high proficiency in word, PowerPoint required, skills in Excel an added advantage)
  • Experience of programme development, proposal design and/or project cycle management
  • Ability and personal resilience to work in fast paced, dynamic and pressurized environment.
  • Demonstrable facilitation skills, including ability to facilitate difficult conversations

Desirable

Specific experience with UN agencies, European donors, Irish Aid is a big advantage
