  • Minimum Requirements:

At a minimum, the successful candidate’s CV must demonstrate the following: 

  • University degree in Accounting, Business Administration or a related field.  In lieu of a degree, 5 years of progressive experience with Professional Organizations in related field of logistics coordination, program coordination, is acceptable
  • A minimum of 3 years of experience coordinating travel. 
  • Knowledge of MS Office computer applications (Word, Excel, Outlook).
  • Experience working in a cross-cultural environment. 
  • Proficiency in oral and written English.
  • Sierra Leone Citizenship

Peace Corps was invited to Sierra Leone in 1962, since then hundreds of Peace Corps Volunteers has worked in the fields of Education, Health, Agriculture community development etc. The work of Peace Corps Contractor does not limit itself to the role: active support of the Peace Corps mission is paramount to the job because contractors are representatives of Peace Corps in Sierra Leone.

  • Objective of the Position

The Local Logistics and Program Training Coordinator is responsible for all aspects of Peace Corps Sierra Leone local travel, assuring that all transportation and logistics of planned travel is fulfilled.  The position includes involvement with the planning and coordination of major Peace Corps training events included but not limited to a 10-week pre-service training, 1-2 week in-service training, and other event based training developed by Peace Corps Programing and Training Unit.  The cross-collaboration of this role involves participating in planning meetings for Peace Corps major training events, including inputs to budget development, addressing program and training needs such as coordinating the ordering of supplies needed for events, planning events, storing and keeping supplies related to the events, and coordinating housing/hotel or other accommodation related to the events.  This is a multi-function position requiring a high degree of organization, coordination, and ethics.

  • Tasks & Deliverables 

 

Travel Coordinator Duties

  • Preparation of Quarterly Travel Authorizations (TAs) for local travel
  • Review and process Travel vouchers for PC staff
  • Coordinates and assigns drivers on a rotational driver schedule in collaboration with the GSM
  • Ensures vehicles are in good working order, cleaned regularly, and maintained properly in collaboration with the GSM and Peace Corps Drivers.  
  • In collaboration with the GSM, trains drivers to consistently check fluid levels, and do regular vehicle inspections
  • In collaboration with GSM, conducts ongoing driver education in areas of manual transmission, recording mileage, inspecting vehicles before use, driver safety/defensive driving, how to change a spare tire, four-wheel drive training and operating a wench
  • Ensures vehicle keys are in the key box, vehicles are locked within the Peace Corps compound daily
  • Ensures daily vehicle logs are maintained by Peace Corps drivers, collects vehicle logs weekly and inspects them to ensure compliance with Peace Corps and USG guidelines.  And in collaboration or at the discretion of the GSM, may be asked to enter information into VMIS (software)
  • Ensures all vehicles have sufficient fuel and any related fuel cards and toll gate cards have sufficient funding on them to support trips at all times
  • Dissemination of policies related to local travel such as allowable travel expenses, reimbursement procedures, travel Regulations, Per Diem rates, and others.
  • Coordinate with relevant staff to ensure that PC staff travel requirements are appropriately met.
  • Assists in all local travel related logistics management, making hotel and other travel-related reservations for official Peace Corps travelers 
  • Uses FOR Post (software) to create travel obligations and request liquidations.  De-obligates travel obligations once cleared.
  • Communicates with Peace Corps Headquarters to ensure proper obligation and payment or local travel advances and clearing travel vouchers
  • Ensure that travel requests are submitted in a timely manner so that trips can be approved in accordance with the established standard operating procedures. 
  • Educates staff and new hires on transportation guidelines, how to request a vehicle, and the key responsibilities expected, upheld and required by ALL Peace Corps Drivers and passengers

 

Program and Training Coordination Duties:

  • Takes initiative to work closely and directly with the program and training unit, including regular participation in their planning meeting, to assure the management and operations of Peace Corps core training events (such as PST, MSC, IST, etc.) and the activities associated with the events (GTOT, LTOT, COS, etc.) are coordinated across units at Peace Corps
  • Proactively provides accurate and timely information regarding training procurement needs, logistical issues, cash needs, assigns vehicles supporting events and travel needs, storage of supplies are kept, and ensures payments are processed
  • Participates in planning meetings with program and training team and collaborates with Admin/Finance team on a regular basis
  • Supports program and training needs in the form of developing work orders, receiving and storing supplies for events, coordinating with overseas contracting officers (OCO’s) on items that would require contracts (conferences, contracts, services, etc.)
  • Coordinates housing, lodging and all logistic needs for training and major Peace Corps events
  • Assists the training manager and language culture coordinator in supporting the home-stay coordinator in identifying host families and housing for trainees
  • In collaboration with the QAS, ensures that site data is entered into VIDA
  • In collaboration with the OCO’s ensures any RFQ’s are submitted, competed, and selected in accordance with policies and procedures 
  • May be used as a sub cashier or requested to courier cash and/or purchase orders from and to sub cashiers in support of training or volunteer needs during events.  Ensures petty cash replenishments/reconciliations during training events 
  • In collaboration with the DPT and Training manager, will support the preparation and management of the budgets for major events (PST, IST, MSC, GTOT, LTOT, and Response Orientation, etc.).  
  • Will assist in the receipt of timesheets and collaborates with HRS/EA and Admin/Finance staff to ensure contract payments are made timely for long-term-intermittent and short-term staff are made timely and in accordance with guidance received by DMO or DDMO (contract management)

Other Duties

  • Serve as back up for GSA Facilities or GSM (if needed). 
  • Ensure complete confidentiality regarding all information related to PC staff, volunteers, and operations.
  • Provide training about travel to staff and Peace Corps Volunteers as requested.
  • Attends staff meetings, in-service trainings, and retreats when indicated. 
  • Understands and complies with Peace Corps safety and security policies and procedures. 
  • Understands and complies with Peace Corps code of ethics, privacy and confidentiality policies. 
  • Files all documents produced by the position in accordance with the Peace Corps Records Management policies. 
  • To the extent Contractor is allowed to operate a US government owned, leased, or rented vehicle (GOV) to perform their job duties, the Contractor must always operate that vehicle safely and only operate it for official business purposes as defined in 31 USC 1334. Contractor is encouraged to refrain from texting or from engaging in any behavior that distracts attention from driving safely at any time. Except in an emergency, Contractor shall not text message (i) when driving a GOV; (ii) when driving a privately-owned vehicle (POV) while on official government business; or (iii) while using electronic equipment supplied by the government while driving any vehicle (even during off-duty hours). 
  • Performs other assignments or duties as assigned. 

  • Standard Roles and Responsibilities
  1. OMH: 
  • Occasional Money Handler may be requested to courier cash and /or purchase orders to various vendors who furnish supplies and/or services to PST/IST training site, or other locations as directed by the Contracting Officer. The PSC may also be requested to courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer. 
  1.  S&S: 
  • Employees with no SPECIFIC Safety and Security Responsibilities (i.e., cashier, admin staff) – Immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and CD. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons, or articles.
  • IGF:
  • May be designated a principal or alternate cashier after consultation with OCFO/GAP, pending final approval by FSC Charleston or Bangkok. Responsibilities as a cashier include performing limited cash disbursements as directed by the DMO, proper disbursing and collecting of funds, proper accounting for funds advanced, safeguarding funds advanced, and accepting personal responsibility and financial liability for funds after successful completion of the requisite training for performing cashier duties. (See MS 760 and OFMH 13)
  • May be designated as a receiving officer if assigned by the Country Director and with the approval of the Regional Director. Responsibilities as a receiving officer include accurate review of goods or services, their accompanying invoices, and the purchase order/contract to ensure that the specifications, quality, amounts, price, timeliness, etc. of the goods are consistent with the terms and conditions of the contract/purchase order after successful completion of the requisite training to perform receiving duties. (See MS 511, the Personal Property Management Handbook and OFMH 19)
  • May be designated limited supervisory responsibilities if assigned by the Country Director and with the approval of the Regional Director. 
    • Offering regular feedback: Holds private annual and mid-year meetings with unit heads and report findings.
    • Scheduling regular 1×1 meetings: Invites direct reports to regular (weekly, monthly etc.) private 1×1 meetings wherein you offer both constructive and positive feedback.
    • Assisting in resolving issues: Uses tools (e.g. coaching, open door, modeling) to promote direct report success
    • Providing reports and activity updates to your supervisor: Shares timely updates with your supervisor about projects, personnel, issues etc.
    • Working with other supervisors to resolve conflicts between departments: Meets with other supervisors to solve problems together as needed.

  • Temporary Assignments:
  • Given that as a result of the COVID-19 pandemic there will be a lengthy period where there are likely to be limited or no Peace Corps Trainees and/or Volunteers (jointly referred to as “Volunteers”) at Peace Corps/[Country], the PSC may be temporarily assigned during the COVID-19 pandemic, as determined by the Peace Corps Director, to carry out additional duties and responsibilities in furtherance of the goals of the Peace Corps in order to enhance the ability of Peace Corps Volunteers to perform functions under the Peace Corps Act, including facilitating a safe environment in order for the successful return of Volunteers.  

 

This temporary assignment may require the PSC to provide services and/or support beyond what is listed in their current Statement of Work (SOW).  The services and/or support may take many forms, examples of which may include but are not limited to, training, providing administrative, technical, medical, and/or operational assistance, building on host country programs, etc.  This temporary assignment also may require the PSC to provide these services and/or support to individuals/organizations other than those listed in their current SOW such as host country government, partner organization(s), community member(s), staff, and/or contractors.”

  • Logistics & Level of Effort & Duty Station

Duty station is the office in Freetown. May be required to work in another town during training (typically taking place over 11 weeks in the summer, subject to revisions as needed). May also be required to travel up country as needed, including on short notice.  Performs duties during a 40-hour work week. Events may require occasional work in the evenings and on weekends and holidays. May carry a duty phone.
