Country Office
A GIZ Country Office is responsible for coordinating, implementing, and monitoring administrative activities to ensure the proper functioning of GIZ’s programs and projects within the framework of GIZ’s Processes and Rules (P+R). It provides a range of services including financial management, procurement of services and goods and is responsible for all types of project audits. Additionally, the office handles various logistical processes such as vehicle registration, customs clearance, and travel arrangements. It aims to streamline operations and improve operational efficiency while ensuring compliance with relevant guidelines and standards.
We are advertising the position of “Head of Internal Services”
The Facility Manager supervises drivers, housekeepers, and receptionists by managing daily operations, ensuring safety and efficiency, planning maintenance, and handling staff management like scheduling, training, and performance reviews.
- Main responsibilities:
- Include overseeing cleaning, security, and reception services, maintaining facility records, and ensuring compliance with health and safety regulations to support a functional and safe environment.
- Develop and implement facility and fleet management strategies supporting GIZs objectives and ensuring cost-effective operations.
- Ensure compliance with all laws and regulations in Sierra Leone and GIZs regulatory framework, including health and safety standards, environmental regulations, and transportation and facilities laws.
- Collaborate with other departments, such as procurement, Finance, HR other projects to ensure seamless coordination of logistics activities.
- Key Task
Staff Supervision:
- Directly manage, train, and evaluate the performance of housekeepers, drivers, and receptionists according to the GIZ leadership principles and in accordance with HR requirements, ensuring performance reviews and personnel development of staff
- Develop and implement staff schedules to ensure consistent coverage of all support services.
- Provide ongoing feedback and conduct performance reviews for the support staff.
Facility Management:
- Ensure the upkeep and cleanliness of all facility areas through effective oversight of housekeeping services. Maintenance of the GIZ office building including electricity, IT infrastructure and water management, optimized space utilization and in close cooperation with the Security Risk Management Advisor ensure the security and safety of the workspace
- Management of the drivers and ensure maintenance of GIZ vehicle fleet, monitor fuel consumption, identify areas of cost reduction, compliance and performance management of drivers,
- Manage the company’s vehicle fleet, coordinating with drivers for maintenance and ensuring timely and safe transportation services.
- Oversee front desk operations, ensuring a professional and welcoming environment.
- Inspect facilities to identify maintenance needs and ensure they are addressed promptly.
- Coordinate and schedule maintenance and repairs with internal staff or external contractors.
- Ensure that the facility complies with health, safety, and environmental regulations.
- Conduct regular safety inspections in close cooperation with the Security Risk Manager, including fire drills and emergency procedures.
- Communicate with vendors and service providers for cleaning, landscaping, security, and other facility services.
- Review service quality and address any performance issues.
- Monitor facility budgets and track expenses related to maintenance, utilities, and services.
- Identify cost-saving opportunities while maintaining service quality.
- Manage utility usage (electricity, water) and implement strategies for energy efficiency.
- Review utility bills and investigate any discrepancies or unusual patterns.
- Supervise facility maintenance housekeeping teams and contractors, providing direction and support as needed.
- Collaborate with other departments to support their facility-related needs.
Fleet Management
- Understanding of basic vehicle mechanics ´, including the ability to identify when major repairs are needed
- Scheduling necessary driver trainings in cooperation with Security Risk Management and HR specialists.
- Schedule and oversee regular maintenance, cleaning and repairs for all vehicles in the fleet.
- Responsible for the smooth allocation of drivers for employee journeys within or outside Freetown, as well as for the delivery and collection of goods or other errands.
- Review and manage budgets for fuel, repairs, and maintenance.
- Monitor expenses and identify areas for cost savings.
- Ensure all drivers fulfil their Certificate of Professional Competence (Driver CPC) regulatory requirements.
- Communicate with drivers about schedules, routes, and vehicle needs.
- Address driver concerns and resolve any issues that arise.
- Ensure all vehicles comply with regulations of GIZ and in Sierra Leone.
- Maintain records related to licensing, inspections, and compliance documents.
- Evaluate and recommend the purchase of new vehicles based on operational needs.
- Coordinate the disposal process for vehicles that are no longer needed or are beyond their useful life.
- Implement and monitor safety policies in close coordination with Security Risk Manamgent
- Analyze incident reports to determine causes and prevent future occurrences.
- Communicate with suppliers and service providers regarding vehicle maintenance and repairs.
Maintenance & Vendor Management:
- Plan and oversee routine maintenance, repairs, and improvement projects for the building.
- Manage relationships and contracts with external vendors and contractors for services such as landscaping, security, and waste management.
- Negotiate contracts and manage relationships with service vendors.
Health & Safety:
- Ensure compliance with all health, safety, and environmental regulations.
- Conduct regular safety inspections and implement corrective actions to maintain a safe workplace.
- Manage emergency preparedness plans and processes.
Budget & Administration:
- Assist in the development and management of the facility budget.
- Maintain accurate records of maintenance, supplies, and staff-related activities.
Other duties/additional tasks
Performs other duties and tasks at the request of management
Required qualifications, competences, and experience.
Qualifications :
- BA/BSc in facility management, Logistics, supply chain management and/ or business administration and/ or related field is a plus
- Master’s degree is an added advantage
- Membership with a relevant professional body where necessary
Professional experience :
- At least 5 years of experience in facilities management or a related field
- At least 5 years of experience in a leadership role
- Proven experience supervising support staff, including drivers, housekeeping, and administrative personnel.
- Strong knowledge of building systems, maintenance procedures, and health and safety regulations.
- Excellent communication, leadership, and organizational skills
