PROJECT NAME: NATIONAL SOCIETY DEVELOPMENT(NSD) Contract Identification Number: SLRCS/MPOX/Tender/773/5th/12/2025 Background The MPOX OUTBREAK’s first case was confirmed as a Public Health Emergency of International Concern by the World Health Organization (WHO) in August 2024. The National Public Health Agency (NPHA) and Ministry of Health (MOH) confirmed the first case of Mpox in Sierra Leone on the 10th of January, 2025. In response, the Sierra Leone Red Cross Society (SLRCS), as the most responsive emergency institution, stepped in to provide IPC AND IEC MATERIALS for distribution, pre-positioning, and visibility and profiling in the SLRCS operational branches in compliance with NPHA and MOH regulations. IEC and IPC promotion is a core preparedness action under SLRCS’ auxiliary role to the Government of Sierra Leone. Continuous visibility of health promotion materials strengthens community readiness and enhances early detection, enabling quicker responses should new cases emerge. Procurement and dissemination of these materials align with the objectives of the current response plan and ensure SLRCS meets its commitments to maintain community engagement, accountability, and visibility of ongoing health interventions. IEC and IPC communication is not only outbreak-specific. It supports long-term hygiene behavior change, improved WASH practices, and healthier lifestyles within communities. These benefits extend beyond Mpox and diarrhea, contributing to lower disease burdens overall. On that background, a variety of items are to be procured and be distributed to the needy as stated above.

Description of tender:The SLRCS, therefore, would like to engage a credible, competent, and registered supplier and service providers with up-to-date administrative documentation (business registration certificate, NRA, Nassit, and Certificates of achievements) to implement the procurement, supply, and service delivery of above requests. A bid not complying with the requirements will be regarded as not being an “Acceptable bid”, and as such will be rejected. “Acceptable bid” means any bid which, in all respects, complies with the conditions of bid and specifications, including conditions as specified in the National Procurement Policy Act 2022 and other related legislation and regulations.Requirements:All interested bidders must submit the following:
Tenderer’s obligations:. EligibilitySubmit a tender offer through hard copies in a sealed envelope to the Sierra Leone Red Cross Office, at #6 Liverpool Street, Freetown, to the Procurement office only if the tenderer satisfies the criteria stated in the tender document and that the bidder is not under any restriction to do business with SLRCS.Cost of tenderingAccept that the (SLRCS) will not compensate the tenderer for any costs incurred in the preparation and submission of a tender offer, including testing, transport costs, etc. The client is indemnified from any liability arising or accruing from expenses, damages, or losses incurred by the bidder.Confidentiality and copyright of documents:Treat as confidential all matters arising in connection with the tender. Use and copy the documents issued by the SLRCS only to prepare and submit a tender offer in response to the invitation. Tenderers are required to treat the details of all documents supplied in connection with the tender process as private and confidential.Clarification:A bidder can bid for either all, one, or more of the stated lotsA bidder attends, where necessary or required, a clarification meeting at which tenderers may familiarize themselves with aspects of the proposed work, services, or supply and raise questions.
