The organisation is well recognized as a key actor in both humanitarian/emergency response (civil war, Ebola virus epidemic 2014-2016, and COVID-19 pandemic) and now in a more development setting. Action Against Hunger currently plays a strong role in Health System Strengthening, working on national level policies and plans, building capacities national and district levels to deliver improved services. Climate Change Adaptation and Mitigation has also become a central element of Action Against Hunger interventions in the country. Due to Sierra Leone’s vulnerability to climate change, seen through changing rain patterns and increasing incidence of major floods and landslides, Action Against Hunger works to increase local community resilience to climate related shocks through dissemination of knowledge related to climate resilient agricultural practices and sustainable land management, and increased access to meteorological information. YOUR POSITION AND RESPONSIBILITIES Under the supervision of the Country Director, you will implement the Country Office’s logistics policy, to ensure logistical performances and provide the best support to the programs in its area (Bonthe and Western Area Districts) More precisely, your missions will be to: Mission 1: Manage the logistics activity of the area - Monitor and analyse logistics indicators in its area;
- Sizing logistics capacity to meet programme needs;
- Support Programme Managers in the evaluation of their needs.
- Support the bases in all logistics aspects
Mission 2: Implement and ensure supply chain performance - Adhere to ACF procedures at every stage of the supply chain;
- Implement ACF standards at departmental level and within the logistics bases;
- Guarantee the performance of the supply chain (procurement, transport, storage) in its area in terms of cost, quality and time;
- Advise, inform and alert requesters on the processing of their requests;
- Knowledge of the market and suppliers in its area of intervention;
- Elaborate the Procurement Plans by Project for the different programmes of the base in consultation with the Programme Manager;
- Follow the supply plan;
- Ensure deliveries to programmes and departments as well as quality control;
- Supervise stock management.
Mission 3: Implement and ensure the performance of General Services - Ensure the safety of the working and living environment;
- Implementing ACF standards in the various departments and within the logistics bases;
- Manage the execution of the construction, rehabilitation and maintenance of buildings necessary for the operation of the base and the living environment;
- Sizing and allocating logistical equipment;
- Ensure the supply of water and energy to all structures required for the operation of the bases and the living environment;
- Ensure the planning of the movements of the base’s vehicles (owned or rented);
- Communicate with base staff on planned maintenance and related malfunctions;
- Update the equipment list;
- Define and ensure compliance with the rules for the use of equipment.
Mission 4 Implementing and ensuring IT, network and telecommunications performance - Provide and ensure the proper functioning of the means of communication (voice and data) in accordance with ACF standards;
- Ensure the safety of the equipment and the users;
- Provide training and assistance to users on this equipment;
- Rationalise the costs of using the equipment;
- Coordinate with the Country Director the strategic choices of equipment allocation on the mission.
Mission 5: Contribute to safety management - Participate in the definition of the local security plan with the Country Director;
- Implement the safety rules related to logistics on the base and monitor their proper application;
- Maintain an effective network with local actors, collect and analyse information and share it with the Country Director,
- Brief and train new expatriates and national staff on the security/safety rules of the bases.
Mission 6: Implement and monitor collaboration and logistical coordination with country office partners - Analyse risks on logistical aspects and make recommendations on the selection of partners;
- Implement and monitor logistical arrangements for projects developed jointly with partners;
- Develop with the partner the logistical aspects of partnership agreements;
- Monitor compliance with ACF and partner commitments on logistical aspects;
- Participate in capacity building of partners according to identified needs.
Mission 7: Manage the capital base’s logistics team - Organise the logistics department’s work at the base;
- Delegate activities and control their proper execution;
- Manage the recruitment of staff for the logistics department;
- Contribute to the development of the training plan;
- Provide training for his staff;
- Conduct evaluation interviews;
- Provide technical support to the team if necessary.
- Provide technical support to the other bases logistics’ team if necessary
Mission 8: Reporting - Produce a complete monthly logistics report
- Follow-up of contracts
- Equipment list
- Fleet management report
- Generator management report
- ICT report
- Stock report
- Check and analyse data’s from bases
- Compile data’s from bases
Mission 9: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies - Adhere to every Action Against Hunger Policies (Safeguarding, Code of conduct, Gender policy etc.)
YOUR PROFILE - Diploma or Bachelor’s in Logistics, Business Management, Procurement or related fields
- Minimum 3 years of experience in logistics management within NGO environment
- Proven ability to plan, organize, and execute logistics operations, with a solid understanding of humanitarian principles and NGO operational frameworks
- Strong knowledge of logistics and procurement policies/systems at national and international levels
- Strong business acumen, with the capacity to anticipate operational needs, manage costs, and identify opportunities
- Excellent time management, organizational and communication skills
- Strong customer service orientation and ability to work collaboratively across teams
- Capacity to work under pressure, manage multiple priorities and meet tight deadlines
- Excellent communication, negotiation, and active listening skills
- Proficiency in Microsoft Office Suite: Word, Excel, PowerPoint and Outlook
YOUR EMPLOYMENT CONDITIONS - Starting Date: 1st March 2026
- Location: Freetown, with frequent travels to Mattru, and other field areas
- 12 months fixed term contract with possible extensions
- Basic salary: Based on Action Against Hunger’s salary scale and according to experience
- Monthly Transport Allowance: 30% of basic salary
- Monthly Housing Allowance: 25% of basic salary
- Seniority Bonus: 3% of the basic salary after 1 year of service
- Annual Leave Allowance: 30% of annual basic salary
