PSI Sierra Leone seeks a Monitoring and Evaluation (M&E) Manager focused on routine project monitoring within its Malaria, Maternal, Child, and Newborn Health (MNCH), and Global Health Security (GHS) programs. The EpiC M&E Manager will report to the PSI Sierra Leone Senior Technical Advisor, with dotted lines to the Global Senior Technical Advisors guiding the operational and technical implementation of the Malaria, Maternal, Child, and Newborn Health, and Global Health Security projects. This position is based in Freetown, Sierra Leone, and will travel extensively throughout Sierra Leone. 

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. Department of State. Currently, EpiC and its consortium members implement activities in more than 45 countries worldwide.  In Sierra Leone, EpiC currently receives Malaria, MNCH, and GHS funding to bolster health systems through community-based service delivery and strengthened data systems to facilitate data use for decision-making. 

Across the three portfolios, PSI Sierra Leone and the local consortium members have supported a wide range of national agencies within the Ministry of Health, including the: National Malaria Control Program (NMCP), Community Health Worker (CHW) Hub, Child Health Unit, Directorate of Policy, Planning, and Information (DPPI), National Public Health Agency (NPHA), among others. In the upcoming year, PSI’s government partnerships and collaborations will expand to ensure new aspects of the project’s scope of work are responding to national priorities and delivered with technical excellence. 

While the geographic scope of each workplan is different, the candidate can expect to support implementation in Freetown (Western Area Rural & Western Area Urban), Falaba, Pujehun, and Kailahun. EpiC accommodates the needs of the Government of Sierra Leone and United States Department of State, so geographic adjustments may be made according to stakeholder priorities. 

PSI Sierra Leone therefore seeks an experienced Monitoring and Evaluation expert who is independent, self-motivated, capable of managing external relationships with stakeholders as well as internal project milestones and deliverables. The right candidate will be familiar with at least one of the health areas supported by EpiC and be willing and able to learn quickly to cover the breadth of the portfolio. 

Your contribution

Job Summary:

You will be responsible for the establishment and maintenance of project-specific monitoring and evaluation tools, including dashboards, checklists, and reporting forms. You will also be responsible for contributing quality and reliable data and data visualizations to internal and external reporting. Most importantly, you will be responsible for providing sound guidance, informed by project data, to improve programming and help achieve project objectives. 

 

Detailed Job Specification:

 

Leadership & Coordination

  • Lead M&E workstreams for malaria, MNCH, and GHS projects
  • Coordinate closely with the CHW Hub, NMCP, DPPI, Child Health Unit, NPHA, and other government agencies as necessary
  • Represent the project and PSI Sierra Leone in national forums
  • May manage team members

M&E System Design & Oversight

  • Ensure the application of global best practices in the generation and use of routine data for malaria, MNCH, and GHS 
  • Develop and promote routine monitoring tools and approaches, preferably in DHIS2, for existing programs considering PSI’s Data-to-Action approach. This includes the development of logical frameworks, M&E plans, data analysis, data quality checks and data dissemination plans.
  • Work directly with district teams to support the development of robust end-to-end routine monitoring systems and to strengthen data use to improve programmatic outcomes.
  • Work with government stakeholders to ensure alignment with national health information systems and community health platforms (DHIS2, CHIS, eIDSR, comEMR, etc.)

Data Quality, Analytics, & Use

  • Lead implementation of routine data quality assessments (RDQAs), data verification, and data quality improvement plans
  • Triangulate routine HMIS, supervision, surveillance, supply chain data, etc. as necessary to obtain a complete understanding of health system and operational challenges and provide informed recommendations 
  • Promote data use at the national, district, and facility levels through dashboards, data review meetings, and trainings

Learning, Adaptation, & Knowledge Management

  • Lead operational research and assessments in collaboration with PSI global technical and research staff
  • Facilitate pause-and-reflect sessions, after action reviews, and learning workshops to complement routine monitoring data with operational and contextual factors and improve programming
  • Document and disseminate best practices and lessons learned

Reporting

  • Lead the production of bi-annual donor reports, gathering inputs from team members as necessary
  • Lead the development of monthly donor and stakeholder presentations, gathering inputs from team members as necessary
  • Ensure compliance with donor requirements for performance reporting, data protection, and ethics

 

You will work closely with the DC-based project core team and other regional team members to create and execute project M&E plans and develop and execute a wide range of activities to improve program implementation and project outcomes. 

 

What are we looking for?

The basics 

  • A Bachelor’s degree (with 5+ years of experience) or a Master’s degree (with 3+ years of experience) in public health, monitoring & evaluation, epidemiology, data analytics, or other related field 
  • Proven experience designing monitoring tools and systems, including data collection, data quality, data analysis, and data use (preferably in at least one of the areas being supported by the project, malaria, MNCH, or GHS)
  • Demonstrated knowledge of DHIS2, especially Analytics and Dashboards, experience with PowerBI is a plus
  • Demonstrated ability to work independently, highly organized, comfortable working on multiple projects simultaneously
  • Demonstrated ability to synthesize large amounts of data and convey clear messages
  • Excellent English written, verbal and inter-personal communication skills. 
  • Experience and excellence in working with large, multinational and intercultural teams.
