Jhpiego is an international, non-profit health organization affiliated with Johns Hopkins University. For 40 years and in over 155 countries, Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe for the past 40 years in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development in-service, malaria, and IPC/WASH.
MOMENTUM Country and Global Leadership (MCGL) is part of a suite of innovative awards funded by the U.S. Agency for International Development (USAID) to holistically improve maternal and child health (MCH) in partner countries around the world. The project focuses on technical and capacity development assistance to Ministries of Health and other country partners to improve health outcomes.
In Sierra Leone, Jhpiego supports the Government of Sierra Leone at the national and district level in capacity building and technical assistance to contribute towards improving maternal and newborn and child health. A significant area of focus for our work is accelerating and strengthening the technical and operational capacity of local healthcare workers to reduce maternal and newborn and child deaths and provide quality services
We are currently looking for suitable candidates to fill the following position:
Monitoring Evaluation & Learning (MEL Officer) x 3
Locations: Three Districts – Bo, Pujehun and Port Loko
Contract Duration: Eight (8) months
Job Overview:
Duties and Responsibilities
- Implement Project monitoring systems and design monitoring tools
- Developing data collections tools and databases for projects
- Routine use of DHIS2 and eCBDS to monitor project activities output and progress towards anticipated results
- Facilitate district level data review meetings
- Work with data platforms and other software applications (SPSS, EPI etc)
to enhance quality data visualization
- Conduct monthly facility data monitoring, review and collection visits for project activities along with spot checks
- Work with Maternal Newborn Technical specialists and Child Health and Nutrition technical officer to implement and support facility quality improvement projects informed by facility data.
- Support the development and facilitation of critical learning events, which will provide the opportunity to examine issues that arise during activity implementation.
- Support facilitation of knowledge building and knowledge sharing in close collaboration with the Communications and Knowledge Management Officer.
- Provide quality assurance through the development and implementation of an M&E operational framework and lead on data quality assessment
- Contribute to writing key project documents (Monthly, Quarterly, and Annual reports) for donor reporting.
- Perform other programmatic, technical, and administrative duties when assigned.

Required Qualifications, Knowledge, Skills, and Abilities:
- A bachelor’s degree in Statistics, Health or a related field
- Three years of work experience in monitoring and evaluation of health-related projects.
- Experience working with MOH information systems and personnel is an added benefit.
- Excellent analytical, oral and report- writing skills
- Be self-motivated, proactive and have a positive attitude to work requiring minimum supervision
- Required Knowledge: (functional or technical)
- Adequate experience in writing reports and developing concepts.
- Computer literacy, particularly in the use of MS Office
- Good analytical, communication and report writing skills.
- Demonstrated ability to manage project activities, set priorities, and plans for the successful implementation of programs.
- Good interpersonal skills and teamwork
- Extensive knowledge of the health programs in Sierra Leone
- Extensive knowledge of MOH core function and systems
- Excellent understanding of training systems including experience with facilitation of training
- Strong background in and knowledge of Maternal Newborn and child health, supervision and data quality improvement systems
