 Position: National Consultant – Operational work place plan development

Number of Position:  Firm/ team of 2 

Assignment: National Consultants to develop the Operational Plan/work Plan for the implementation of the reviewed National HIV/AIDS Workplace Policy in 2023

Location: Sierra Leone

Duration: 20 working days

Overview/Background information

Human Rights-related barriers emerging from HIV continue to hinder access to services and employment opportunity in Sierra Leone.  Global Fund investment to fight HIV/AIDS, recognizes the related issues of HIV-associated rights violations, and employment challenges impacting affected populations. The country has made progress in implementing the workplace policy through Ministry of Employment Labour and Social Security (MELSS). However, a review of the workplace policy was carried out with partners, including ILO, National HIV/AIDS Secretariat (NAS), Sierra Leone Labour Congress (SLLC), Sierra Leone Employers Federation (SLEF), UNAIDS, Trade unions, the Ministry of Health, teachers’ union, Network of People Living with HIV/AIDS and relevant Ministries, Departments and Agencies (MDAs). The reviewed Workplace policy will cover 2023 to 2030. 

With the updated policy, a gap exists in the development of its operational plan for implementation roll out. To close this gap, the Global Fund through World Vision and NAS is requesting for the service of a national consultant to develop the operational plan.  

Objectives

To develop a comprehensive actionable Operational workplace Plan (2026-2030) for the effective implementation of the renewed National HIV/AIDS Workplace Policy in Sierra Leone. 

Specific Objectives

To conduct consultations with key stakeholders to identify priorities, gaps. and feasible activities for policy implementation. 

To outline strategic interventions, timelines, responsible entities, performance indicators, and resource needs. 

 

To ensure alignment with the reviewed policy, national HIV/AIDS strategies, ILO guidelines. 

To produce a high-quality document ready for validation, approval, and subsequent implementation. 

Scope of Work 

The consultants (working collaboratively) will undertake the flowering task: 

  • Review relevant documents, including the 2023 reviewed National HIV/AIDS Workplace Policy, previous workplace policy versions, National HIV/AIDS Strategic Plans, ILO Recommendation No. 200, UNAIDS guidelines, and related Global Fund requirements.
  •  Conduct stakeholder consultations (virtual/in-person) with MELSS. NAS, ILO. SLLC. SLEF. UNAIDS. Ministry of Health. trade unions, employers various, action i.e. Mining, Construction. Manufacturing etc. PLHIV network. and selected MDAs to gather inputs on priorities and implementation strategies. 
  • Map existing workplace HIV/AIDS initiatives, resources, and gaps in Sierra Leone.
  • Develop the Operational Plan A) Work Plan structure. including: Strategic objectives and key result areas. 
  • Detailed activities, sub-activities, timelines (phased over 3-5 years), responsible parties, and partners. 
  • Monitoring and evaluation framework (indicators, targets. data sources, reporting).
  • Budget/costing estimates and resource mobilization strategies. 
  • Risk analysis and mitigation measures.
  •  Facilitate a validation workshop with stakeholders to present the draft plan and incorporate feedback. 
  • Finalize the document incorporating all inputs.

 

 Duration

The assignment will be for a total of 20 working days per consultant to be completed within an agreed calendar period (approximately 4-6 weeks from contract start date). 

  • Composition

A team of two (2) persons: one (1) Lead Consultant (with stronger policy/strategic experience) and One Supporting Consultant with complementary expertise

  • Minimum Qualification
  • Advanced university degree in public Health. Social Sciences. Human Resources Management. 
  • At least 5 years of relevant professional experience in policy development including HIV/AIDS programming. 
  • Strong knowledge of Sierra Leone’s labour market, tripartite structures in line with ILO standards in the world of work 
  • Excellent facilitation, analytical, and report-writing skills in English. 
  • Proven ability to work collaboratively in a team and engage diverse stakeholders. 
  • Submit evidence of similar work place policy or work place strategic plan developed in Sierra Leone.  

Additional qualifications

  • A master’s degree in public health or MBA will be an added advantage 
  • Excellent knowledge of Microsoft Packages (Words, Power point, Excel, etc.) 
  • Excellent understanding of the Sierra Leone HIV and TB program implementation, including the community systems
  • Excellent understanding of the Rights to services charters including Key population program and ability to retrieve relevant information. 

Outputs and Expected Deliverables

  • Inception report (including detailed work plan and methodology) – within 3 working days of contract start date.
  •  Draft Operational Plan/Work Plan – submitted for review after consultations (by days 14 & 15). 
  • Presentation and facilitation of a validation workshop. 
  • Final Operational Plan/work Plan document (approximately 30-50 pages, including executive summary, annexes. budget, and M&E frame work) – in editable Word format and PDF, incorporating all feedback.

  • The candidate will create a two-page technical proposal outlining the steps necessary to complete the assigned task, including a detailed work plan.
  • The candidate will submit a detailed financial proposal in a separate MSW and Excel document accompanying the technical proposal for the assigned task 
  • The candidate will share reports/ operational plans/similar work  in the past, written in English
