Background and purpose of the assignment. 

The Sierra Leone Red Cross Society (SLRCS) is part of the global Red Cross and Red Crescent Movement,  delivering humanitarian assistance to vulnerable communities across Sierra Leone. Its operations include  disaster response, health interventions, and resilience-building programs. 

Efficient warehouse management is critical to ensure the safe storage, accurate tracking, and timely  distribution of relief supplies. To strengthen institutional capacity, SLRCS seeks to engage a qualified  consultant to improve warehouse systems and train staff and volunteers in best practices. 

Purpose of the Assignment 

The purpose of this assignment is to enhance warehouse management systems and build the capacity  of SLRCS staff and volunteers to ensure: 

Efficient and accountable stock management 

Compliance with humanitarian and donor standards 

Improved operational readiness for emergency  

Objectives 

The specific objectives are to: 

Assess existing warehouse systems and identify gaps 

Strengthen warehouse procedures and documentation 

Train staff and volunteers on standardized warehouse practices 

Promote accountability, safety, and efficiency in warehouse operations 

Scope of Work 

4.1 Warehouse Assessment and System Strengthening 

Conduct a detailed assessment of warehouse facilities and operations 

  

SHORT TERM CONSULTANCY –TO SET UP WAREHOUSE MANAGEMENT  SYSTEM AND TRAININGS

Review stock management systems, documentation, and reporting tools 

Assess storage conditions, layout, safety, and security measures 

Develop or update Standard Operating Procedures (SOPs) 

Introduce/improve inventory control systems (FIFO, FEFO) 

Recommend improvements in warehouse layout and space utilization 

4.2 Training and Capacity Building 

Conduct a training needs assessment for warehouse personnel and volunteers Develop simplified, practical training materials and job aids 

Deliver training sessions on: 

o Receiving, inspection, and storage of goods 

o Stock control (bin cards, stock registers, reporting) 

o Dispatch and distribution procedures 

o Health, safety, and risk management 

Provide hands-on coaching and mentoring during warehouse operations 

3 Compliance and Accountability 

Ensure alignment with Red Cross/Red Crescent logistics standards 

Strengthen internal controls and accountability mechanisms 

Support preparedness for audits and donor compliance checks 

Promote transparency and proper documentation practices 

Deliverables 

The consultant will be expected to deliver: 

Inception report and detailed work plan 

Warehouse assessment report with gap analysis 

Training completion report (including participant evaluation) 

Final report with recommendations and sustainability plan 

Required Qualifications 

Bachelor’s degree in Supply Chain Management, Logistics, or Business Administration Professional certification from Chartered Institute of Logistics and Transport or APICS is an added  advantage 

Training in humanitarian standards such as those from Sphere Association is desirable Required Experience 

Minimum 5 years of professional experience in warehouse or logistics management At least 2–3 years of experience in NGO or humanitarian settings 

Proven experience in warehouse system improvement and inventory control 

Demonstrated experience in delivering training and capacity building 

Experience working with volunteers and decentralized field operations 

Required Skills and Competencies 

Strong technical knowledge of warehouse operations and inventory systems

  

SHORT TERM CONSULTANCY –TO SET UP WAREHOUSE MANAGEMENT  SYSTEM AND TRAININGS 

Internal 

Understanding of humanitarian logistics and donor compliance requirements 

Excellent facilitation and training skills 

Strong analytical, organizational, and problem-solving abilities 

Ability to work independently in resource-constrained environments 

High level of integrity, accountability, and cultural sensitivity 

Duration and Level of Effort  

Duration: TWO MONTHS 

Level of Effort: Three working days in a week 

Reporting and Coordination  

The consultant will report to the Secretary General (CEO) and will work closely with: 

Warehouse staff 

Procurement and logistics teams 

Branch and field staff

SLRC is acquiring the service of an independent consultancy. SLRCS will not be liable for any social  security, or life insurance benefits of the consultant any of its assistants. The consultancy will be  responsible for covering any accident or loss during the consultancy tasks. Any accident or loss will not  be a liability of the SLRCS.

Note: Bidding will be conducted through a national Competitive Bidding (NCB) procedure in  accordance with the Sierra Leone Red Cross Society procurement manual which is in line with National  Public Procurement Act 2016, and open to all eligible bidders defined in the Bid Document. 

  1. a) Interested eligible Bidders may obtain further information from the Procurement Unit, Sierra Leone  Red Cross Society, #6 Liverpool Street, Freetown from 10:00 am to 3:30 pm – Mondays to Fridays  inclusive except on public holidays. 
  2. b) Bids must be marked on the outer envelope “REQUEST FOR PROPOSAL –“SHORT TERM  CONSULTANCY –TO SET UP WAREHOUSE MANAGEMENT SYSTEM AND TRAININGS” and delivered to the  above office on or before: 4:00 PM 20th May, 2026
