Position Overview
This position will bring the technical expertise to the clinical team in pharmacology and good practice around prescription and use of medications and consumables to ensure high quality of care for all the patients.

The Pharmacy manager will oversee and coordinate the pharmacy activities in all PIH-supported facilities, as well as work alongside the Procurement, Warehouse and Supply Chain Management (SCM) team, promoting an integrated system between the coordination site, warehouse and supply chain to the last mile distribution of medications and consumables to patients. Additionally, will collaborate closely with the Government of Sierra Leone and MoH representatives to ensure a functional partnership that supports the supply chain of medications (e.g. the National free health care program, HIV/TB/Malaria program), consumables and equipment in the health facilities aligning with the priorities of MoH and GoSL strategic plans.

This is an International position.

Essential Duties and Responsibilities: 
General Responsibilities: 

  • Collaborate with the MOH team within the DHMT in the districts where the PIH-supported facilities, the health facility leadership, as well as with representatives of National programs, including central medical stores, the national HIV and TB programs, malaria, RMNCAH, EPI and nutrition program.
  • Coordinate the mentorship and supervision of pharmacy technicians or mentors assigned to the Pharmacy of health facilities supported by Partners In Health. Work to strengthen pharmacy and healthcare delivery through ensuring that national standards are met, improved reporting systems, and facilitating PIH-SL’s ability to “fill the gap” within the national healthcare system and to ensure that PIH-SL shared objective of creating “model district” in the implementation of national healthcare programs. 
  • Works closely with the MOH pharmacists and store managers at KGH, Lakka Government Hospital and Sierra Leone Psychiatric Teaching Hospital to ensure a well-managed supply chain and drug accountability. 

Warehouse and Inventory Management

  • In conjunction with the SCM and operation leadership teams, the Pharmacy manager will participate in setting up standard operating procedures in the warehouse and stock management for PIH-SL medical supplies. He/she may become proficient in Open Boxes, such that can provide assistance in the training of pharmacy staff and support the operations of Open Boxes and PIH’s inventory management software with the SCM.
  • Working with the Clinical team, will develop the quantification of needs in medications and consumables to develop the request for the bulk order every 6 months.
  • With the Clinical and SCM teams, will analyze consumption data in all departments to develop a re-supply and ordering schedule for all medications and medical consumables, to prevent stock outs and deficiencies that may affect quality of care.
  • Provide support to the Warehouse and SCM team to ensure all medical and laboratory supplies are stored optimally and in a safe environment, including attention to the cold chain.

Pharmacy Management

  • Responsible for designing and implementing the pharmacy services process in districts where the PIH-supported facilities to ensure optimal preparation, dispensing and safe use of medications, and ensure accurate and timely distribution.
  • Serves as PIH-SL’s Pharmacy representative at national programs, such as HIV, TB, malaria, EPI, RMNCAH and malnutrition, to become a “model district” for these national programs.
  • Interface closely with Clinical and MEQ teams to ensure accurate reporting and inform about the current consumption, quantification of needs and forecasting process.
  • Accompany MOHS district pharmacy and PIH-SL staff, providing visible leadership, professional clinical supervision and mentorship.
  • Directly supervise and provide feedback to pharmacy staff of PIH-supported facilities and complete performance reviews in a timely manner.
  • Work directly with procurement and supply chain management leadership for optimal procurement and distribution of medications and consumables, avoiding stock outs, expired stock, or overstock in all PIH-supported facilities.
  • Assure compliance with MOHS guidelines and all legal and regulatory requirements for pharmacy operations, including dispensing and tracking controlled substances.

Technical support in pharmacology:

    • Provide specialist clinical pharmacy services, advice professionals and patients on available drug therapies.
    • Advice on and help resolve drug-related problems, provide information on medications and handle urgent requests.
  • Develop a strategic plan to improve prescription and safe and effective medication use in all PIH supported facilities. Training and mentorship of clinical staff to optimize the management of supplies and avoid stock outs and misuse.
  • Lead the Antimicrobial stewardship initiative in our PIH supported facilities alongside the clinical team, microbiology laboratory and clinical education program to promote the appropriate use of antimicrobials (including antibiotics) to improve patient outcomes, reduction of microbial resistance, and decrease of the spread of infections caused by multidrug-resistant organisms. 
Education and Work Experience Requirements: 
  • Pharmacy degree (Bachelor of Pharmacy) from accredited institution (preferably Pharm.D. or MPharm)
  • Valid License and registration with country of origin to practice Pharmacy
  • Experience of more than 5 years as a registered pharmacist
  • Desirable Postgraduate clinical qualification such master’s or diploma in a relevant area (e.g. clinical pharmacy, critical care, oncology) or 1-2 years post-graduate residency or a research oriented fellowship would be highly appreciated.
  • Training or experience in management (People, leadership and planning is highly valued.
  • Experience in low resources settings in the Pharmacy area of work or health care system will be prioritized.
  • Proficiency in English; knowledge of local language is an asset.
  • Proficiency in basic computing skills, including Microsoft Office, Goggle Drive and relevant Social Media
  • Excellent communication and interpersonal skills.
  • Strong commitment to providing compassionate care to patients.
  • Ability to work effectively in a multidisciplinary team and adapt to a resource-limited healthcare environment.
  • Commitment to live in Koidu majority of time and travel to Freetown frequently.
