Background
Solthis has received funding from the French Development Agency (AFD) for the SHAPE Project and intends to apply part of these funds for consulting services.
The project aims to reduce maternal and neonatal mortality and morbidity in Western Area Urban (WAU) and Western Area Rural (WAR) districts of Sierra Leone. Specifically, the project seeks to improve access to quality sexual and reproductive health (SRH) services and promote the rights of young people aged 10–24, particularly adolescents and young women.
To achieve this, Solthis intends to hire a consultant to provide technical assessment, engineering designs, tender documents, and construction supervision for the rehabilitation of selected health facilities.
Scope of Service
The consulting services (“the Services”) include:
- Assessment and Design Phase
- Conduct detailed technical assessments of selected health facilities.
- Prepare engineering drawings, detailed Bills of Quantities (BoQs), and technical specifications.
- Develop complete bidding documents and support Solthis in the tendering and contractor selection process in line with Solthis procurement procedures
- Develop a workplan, assessment methodology, and reporting templates.
- Construction Supervision Phase
- Provide full-time and periodic supervision of rehabilitation works.
- Ensure compliance with:
- Technical specifications and contract requirements
- Environmental and Social Management Plans (ESMP and CESMP)
- Environmental, Social, Health, and Safety (ESHS) standards
- Conduct weekly site supervision visits, material testing, site meetings, progress monitoring, and certification of works.
- Monitor the defects liability period and provide final supervision reports, including as-built drawings, completion certificates, and documentation of outstanding works.

Solthis now invites eligible Consultants to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The main shortlisting criteria are:
- The administrative information
- The financial offer
- The technical offer
The offer will present:
✓ The administrative information:
▪ Certificate of business registration
▪ Recent and updated certificates clarifying regulatory tax declarations, Tax Identification Number (TIN) and proof of tax payment for the previous year.
▪ The bank details of the bidder;
✓ The financial offer
▪ unit fees (monthly rate)
✓ The technical offer
▪ A clear understanding of the terms of reference
▪ A proposed timetable for the mission
▪ CVs and full contact details of expert(s) in appendices
▪ Relevant references or any previous work attesting to the expertise acquired and highlighting the strengths of the candidate(s).
▪ Any element deemed useful by the service provider to clarify Solthis’ choice
Selection Method
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method as set out in the SOLTHIS PROCUREMENT Manual.

Expressions of interest must be delivered in a written form to the address below (in person or courier) and dropped in the tender box at Solthis Head Office by 14:00hrs, 6th January 2026.
