NATIONAL CONSULTANT – CARKAP RESOURCE MOBILIZATION STRATEGY AND OPERATIONAL PLAN DEVELOPMENT

Introduction
World Vision International Sierra Leone (WVISL) is Principal Recipient 2 for the implementation of the Global Fund Grant Cycle 7. This initiative focuses on strengthening resilient and sustainable health systems for tuberculosis (TB), HIV, and malaria, as well as enhancing community systems. As part of this effort, civil society organizations receive operational, logistical, and technical support to implement various interventions.
Under this grant arrangement, WVISL has funded the restructuring of the Consortium of Key and Affected Populations (CARKAP), an umbrella civil society organization (CSO) that coordinates the activities of CSOs participating in the Global Fund Grant Cycle 7. The restructuring of CARKAP aims to promote its self-reliance and sustainability. Among other planned activities is the development of a resource mobilization strategy and operational plan to secure additional funding.
Considering this, CARKAP is seeking a national consultant to work an international consultant for the development of the resource mobilization strategy and operational plan.
Purpose of the Assignment
The National Consultant will support the International Consultant by facilitating local stakeholder consultations, coordinating data collection, conducting contextual analysis, and ensuring the strategy reflects national realities and opportunities.
Specific Objectives
- Support organizational assessment activities.
- Coordinate stakeholder consultations and interviews.
- Conduct national donors and partnership mapping.
- Gather relevant documentation and institutional data.
- Support validation of workshops and stakeholder engagement.
- Contribute to drafting and finalizing the strategy.
Scope of Work
Stakeholder Engagement
- Identify and engage relevant stakeholders.
- Coordinate interviews and focus group discussions.
- Document stakeholder inputs.
Data Collection and Analysis
- Collect organizational and financial information.
- Analyze national funding opportunities.
- Conduct donor landscape assessment.
- Map private sector partnership opportunities.
Technical Support
- Support preparation of reports and presentations.
- Review draft documents.
- Ensure incorporation of local context and priorities.
Validation Process
- Facilitate validation of meetings.
- Facilitate stakeholder feedback.
- Support the finalization of strategy documents.

Required Qualifications
Bachelor’s Degree (master’s preferred) in Development Studies, Public Administration, Business Administration, Social Sciences, Public Health, Economics, or related fields.
Experience
- Minimum 5 years of experience in project management, fundraising, resource mobilization, or organizational development.
- Experience working with civil society organizations and donor-funded programs.
- Familiarity with Sierra Leone’s development and funding landscape.
- Experience facilitating stakeholder consultations and workshops.
Competencies
- Excellent communication and interpersonal skills.
- Strong report writing and analytical skills.
- Ability to coordinate multiple stakeholders.
- Knowledge of donor requirements and funding mechanisms.

Management and Coordination
The consultants will work collaboratively under the supervision of the Programme Manager of CARKAP. The International Consultant will provide technical leadership, while the National Consultant will provide local coordination and contextual expertise.

- Two sample reports from similar assignments completed within the past five years.
