Rehabilitation & Repurposing of School and Community Structures into EarlyChildhood Care and Education (ECCE) Centres
SALONE PIKIN 4 PLAY EN LAN OUTCOME FUND PROGRAMME (SPPL-OFP) · TONKOLILI DISTRICT
Plan International Sierra Leone (PISL) invites sealed bids from suitably qualified and experienced construction contractors to rehabilitate and repurpose existing school and community structures into safe, child-friendly ECCE centres.
SPPL-OFP (2026–2029), Sierra Leone's flagship early childhood outcomes programme, will reach over 29,000 children aged 3
to 5 in remote and underserved communities, linking funding to measurable results in school readiness and play-based learning.
SCOPE OF WORKS
Roof repairs or replacement • Wall and ceiling repairs, plastering, painting • Floor rehabilitation • Doors and windows
(installation, repair or replacement) • Accessibility improvements for children with disabilities • Fencing around play area •
Repair or new construction of water supply / sanitation facilities (where applicable) • Any other works in the Bill of Quantities

KEY BIDDING CONDITIONS
Eligibility: bidders must be resident in Tonkolili District and hold a certified Tonkolili District business registration
certificate.
Mandatory site visit: a site visit and assessment report (Annex D) must be attached for each Lot bid. Bids without it may be
rejected as non-responsive.
Separate offers: bidders may submit separate Financial Offers for one or more Lots. PISL may award one or multiple Lots
based on technical and financial capacity; each Lot receives its own contract.
Standards: works must meet the National Minimum Standards for ECCE and the instructions of PISL's Construction
Coordinator.
Quality control: material samples approved before use; non-compliant materials replaced at no extra cost to PISL.
Reporting: daily and weekly progress reports; regular inspections.
Handover: site cleared of debris and waste; six-month defects liability period after completion.
