CRS Sierra Leone Programs is looking for a supplier to supply the items shown in Attachment 1 at competitive price and expected deliverables.
Bid Requirements
Offers that do not meet the following will be automatically rejected regardless of price:
- Offers must be received before the stated deadline.
- Offers must include all the information requested above.
- Offers must be submitted through hard copy in sealed envelopes. Separate bidding offers must be submitted separately.
- Offers must be clean & clear. The vendor should sign and stamp next to handwritten corrections or corrections made with whiteout.

PROJECT BACKGROUND
PMI REACH Malaria (REACH) is a USG global Malaria service delivery project that serves as part of the USG foreign assistance to support the National Malaria Control Programmes for the implementation of Life-saving quality Malaria services with primary focus on unreached populations. PMI REACH Malaria in collaboration with the National Malaria Control Programme (NMCP) will identify efficiencies and standardize best practices to achieve project objectives. These efforts will significantly contribute to PMI REACH Malaria goal of reducing malaria morbidity and mortality and the acceleration toward malaria elimination.
The key objectives of the project include:
- Strengthened implementation of lifesaving and quality malaria service delivery with a focus on unreached populations.
- Strengthened and more resilient health systems from national to community level.
Purpose of the Activity
The primary purpose of this activity is to Provide technical assistance to MOH in assessing, developing, and updating country malaria and community health policies, strategies and guidelines, training and supervision materials, diagnostic quality assurance frameworks, and operational support to disseminate and operationalize these materials, including exploration of opportunities for integrated service delivery.
This will enable HCWs to effectively conduct and monitor lifesaving Malaria service delivery and supervise health care workers with the aim of detecting gaps for solutions and improving the qualityof-service delivery at facility level. SOPs and job aids are very good treatment and diagnostic reference materials for Health Care Workers’ practice as it also strengthens adherence to the newly revised protocols.
WHY?
Sierra Leone does not currently have updated SOPs and job aids in place for malaria diagnosis and treatment, as it does for tuberculosis and HIV. SOPs and job aids are critical for ensuring that health providers follow proper procedures in diagnosing and treating malaria patients especially pregnant women, lactating mothers and children under-five. Currently, there are many challenges at all levels of service delivery in this respect.

WHO?
With joint leadership from NMCP, CPHRL, DPPI, CHW Hub and other stakeholders of the Ministry of Health and key partners (NGOs and CSOs) within the Malaria space, PMI REACH Malaria will provide printing and distribution services for SOP guidelines, job aids, algorithms for both QA, diagnostics and treatments that have been adapted for Sierra Leone.
HOW?
Review and validation of the Malaria Case Management treatment guidelines, SOPs and job aids. Additionally, the malaria diagnostics SOPs and job aids are all relevant protocols that are targeted for printing and distribution after their approval.
Sierra Leone has recently revised its national malaria treatment guidelines, but these have yet to be printed and distributed to health care facilities at various levels throughout the country. There is still a significant need for SOPs for malaria diagnosis and treatment to promote adherence. PMI REACH Malaria will support the development of SOPs and job aids to promote adherence to national protocols, thereby strengthening the quality of malaria case management and care throughout the country.
This will contribute to building the capacity of Health care workers and CHWs to better fight malaria.
Logistics arrangements
- Procurement will arrange for provision of printing services or the job aids, SOP and treatment guidelines
- Fleet will support vehicles availability for movement of PMI-REACH Malaria staff for the distribution the diagnostics guidelines and treatment job aids.
- The finance team will support DSA to staff and payment of vendor once the PO has been settled.

The dates and places of the activity is 20th Dec 2025 in Freetown depending on the availability of the best service provider in Freetown.

ATTACHMENT (2) – CODE OF CONDUCT
SUPPLIER / SERVICE PROVIDER CODE OF CONDUCT
Catholic Relief Services (CRS) has committed to the principles of responsible sourcing, and we expect our suppliers and service providers to fully follow the applicable contractual obligations to include CRS terms & conditions, local and relevant/otherwise applicable laws and to adhere to internationally recognized environmental, social, and corporate governance standards. 1) SOCIAL
- Prohibit all forms of harassment, sexual harassment, exploitation and abuse, including sexual exploitation and abuse, and trafficking in persons. All sexual activity with a child, defined as person under the age of 18 years, is considered sexual abuse regardless of local age of consent.
- Have mechanisms in place to actively prevent, address, and respond to harassment, sexual harassment, exploitation and abuse, including sexual exploitation and abuse, and trafficking in persons.
- Support the protection of internationally proclaimed human rights and prohibit forced, bonded, and involuntary labor and child labor.
- Do not recruit or employ children under the age of 15 years. Do not recruit or employ children under 18 years for work that is mentally or physically dangerous or interferes with schooling.
- Treat employees with dignity and respect and supply a workplace that is safe and hygienic, complies with national laws, and is free from discrimination on the basis of race, gender, age, religion, sexuality, culture or disability.
- Provide accessible and confidential reporting mechanisms for employees and other stakeholders to report concerns or suspicions of any forms of harassment, abuse and exploitation described above and potentially unlawful practices by management or employees.
- Commit to protecting reporters or whistleblowers from retaliation.
- Uphold the freedom of association and the right to collective bargaining as set out within applicable laws.
- Ensure wages and working hours meet national legal standards.
2) GOVERNANCE
- Abide by all applicable national and international trade laws and regulations including but not limited to antitrust, trade controls, and sanction regimes.
- Consider business integrity as the basis of business relationships.
- Prohibit all types of bribery, corruption, money laundering and terrorism financing
- Forbid gifts to private or public officials that aim to influence business decisions or otherwise encourage them to act contrary to their obligations.
- Respect the privacy and confidential information of all your employees and business partners as well as protect data and intellectual property from misuse.
- Have data protection and managements standards in place that address data collection, safeguarding, sanitation and disposal. The data owner is aware of the data provision terms and conditions and supplies consent as per CRS Responsible Data Values and Principles
- Implement a proper Compliance Management policy and procedure, which facilitate compliance with applicable laws, regulations, and standards.
3) ENVIRONMENT
- Follow all applicable environmental, health and safety regulations.
- Promote the safe and environmentally sound development, manufacturing, transport, use and disposal of your products.
- Ensure by using proper management policies and procedures that product quality and safety meet the applicable requirements.
- Protect your employees’ and neighbors’ life and health, as well as the public at large against hazards inherent in your processes and products.
- Use resources efficiently, apply energy-efficient and environmentally friendly technologies and reduce waste, as well as emissions to air, water, and soil.
Because CRS is a recipient of numerous grants or contracts provided by governmental, public, and private donors, all suppliers and service providers are hereby notified that other donor-specific compliance measures may be included in the legal instrument through which goods or services are procured.
CRS reserves the right to conduct due diligence audits or assessments to ensure your compliance and will take reasonable steps to investigate or otherwise take appropriate action to address concerns. CRS reserves the right to terminate any relationship for non-adherence to the abovementioned requirements.
