Overview 

With a growing Energy and Climate portfolio within GIZ Sierra Leone, we are looking at hiring  motivated and experienced staff in our GIZ team. Currently, the growing portfolio consists of two large  energy commissions hosting the Energising Development Programme Sierra Leone (EnDev) and the  new Sustainable Rural Development through Renewable Energy with Special Focus on Women-Led  Enterprises (SURE). 

Although it will be coming to an end, EnDev is a global energy access programme with the objective  of increasing access to affordable modern energy services. It is a global initiative in more than 20  countries that GIZ is implementing on behalf of the German Federal Ministry for Economic  Cooperation and Development (BMZ). EnDev has been active in Sierra Leone for more than 10 years,  cooperating with government institutions and various other organisations. 

The new programme, SURE, aims to strengthen the economic participation of rural communities,  micro- and small enterprises (MSEs), and women in Sierra Leone through the expansion of renewable  energy, thereby improving local value chains. It focuses on project development, capacity building for  public and private actors, and technical advisory services for the planning, installation, maintenance,  and operation of systems. At the same time, innovative financing approaches such as result-based  financing (RBF) and Energy-as-a-Service (EaaS) are being piloted. 

Besides the above the current Energy and Climate portfolio also host other project commissions  supporting the Accelerated Partnership for Renewable Energy in Africa (APRA) through the Climate  Diplomacy Action Programme in Germany and greenhouse gas mitigation projects. This advertised  position will support all Energy and Climate activities in the portfolio, with a strong focus to SURE and  will be based in Freetown.


The position comprises the following: A. Responsibilities 

The Technical Team Leader: 

Technical supervision of 2 GIZ staff members and a couple of external consultants. Manages the activities on Institutional and Policy Development of SURE, and related projects  assigned to him/her within the Energy and Climate portfolio. 

Works closely with the team from acquisition, planning, costing, procurement, through  implementation to closure of the commissions. 

Collaborates with project stakeholders to define clear objectives and strategies for promoting  renewable energy use, incl. productive use of electricity in off-grid communities. Supports, monitors and quality checks contractors (consultants, installers, suppliers) who are  engaged to implement activities in the field.  

Support with administrative tasks where necessary, such as travel management etc. Secures timeliness, respect to GIZ rules and discipline within the Team. 

Prepares and submits progress reports to project stakeholders, including findings, challenges,  and recommendations – to be done in coordination with Head of Programme. 

Representing both SURE but also GIZ in relevant fora on a national or international level  relating to our activities in renewable energy and energy efficiency. 

Part of and actively contribute to the development of the GIZ energy and climate portfolio management team in Sierra Leone. 

  1. Specific Tasks

Implementation of SURE activities 

  • Is responsible for the overall preparation, execution, and documentation of SURE activities under  the capacity/ institutional development and policy/ regulation in collaboration with the partner  organisations involved. 
  • Ensures GIZ methods and standards are integrated in the SURE in all planning, implementation,  monitoring, and evaluation of output activities. 
  • Ensures that the SURE indicators for all outputs (in particular the ones under his or her  responsibility) are monitored and achieved. 
  • Lead implementation of all capacity/ institutional development and policy/ regulation activities  within SURE 

Co-ordination and monitoring 

  • Coordinates with other projects in Energy and Climate portfolio to ensure synergies in project  implementation where possible. 
  • Budget planning and monitoring of all activities under SURE 
  • Ensures good communication flow with the partners for all outputs.  
  • Updates information concerning the progress of activities in the SURE in line with the Energy and  Climate portfolio reporting requirements.  

Other Duties/Additional Tasks 

  • Is familiar or gets familiar with GIZ-specific planning, implementation and reporting procedures  and its changes. 
  • Is familiar or gets familiar with other Programme components and GIZ-projects and states of  implementation as well as with related experts and staff. 
  • Supports the organization and takes part in planning and review meetings of the GIZ and Energy/  Climate program. 
  • Performs other duties and tasks at the request of management.

  1. C. Required Qualifications, Competences, and Experience Qualifications Minimum University degree with a focus on engineering, energy, environmental management,  sustainability, economics or related field. 
  • At least 8 years’ professional experience in areas directly relevant to renewable energy, finance,  policy, or research. 
  • First experience with staff coordination or indirect staff management is an advantage. Prior experience and knowledge with GIZ programme activities is an added advantage. Good understanding of the institutional and policy framework in Sierra Leone including the energy  and policy landscape.  
  • Ability to process, analyse and synthesize complex technical information from different disciplines  in the areas of private sector development and energy. 
  • Familiarity with planning, implementation and reporting procedures. 
  • Good leadership skills, and ability to work effectively in a team of people with different technical  backgrounds, both national and international. 

Other knowledge/skills 

  • Strong organizational and administrative competence. 
  • Highly motivated to work in a multicultural and inter-disciplinary team.  
  • Highly motivated to work with tight timelines.  
  • Willingness to travel to project sites across the country.  
  • Excellent (English) communication and presentation skills, both orally and written. Knowledge of  German and/ or local languages is an added advantage.  
  • Computer literacy with exceptional knowledge of MS Office (especially Word, Excel, PowerPoint)  as well as online meeting and conference tools and optional experience in using energy software  design tools.
