The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing the following Project: Energising Development (EnDev) Project 

EnDev, a multi-donor partnership is funded by Germany (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ), the Netherlands, Norway, and Switzerland, has been supporting energy access initiatives in Sierra Leone since 2014. The programme aims to enhance the livelihoods of underserved communities by promoting the adoption and use of renewable energy technologies. Access to reliable electricity is a key enabler for economic development, particularly for rural poor households, which account for 80 percent of rural residents in Falaba, Koinadugu, Moyamba, Pujehun, and Kailahun districts. In many rural and remote areas of Sierra Leone, the LNOB+ families continue to face significant challenges due to the lack of electricity access. This energy gap constrains productivity, limits family living standards, and living a decent life.

Mandatory Requirements 

 

Upon submission of the bid, suppliers will be required to submit the following document: 

 

  • Company details including full company name, full address, phone and email. 
  • Copy of company registration certificate. 
  • Copy of valid NaSSIT Clearance Certificate. 
  • Copy of Valid NRA – Tax Clearance. 
  • Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the work (at least five (5) staffs). 

 

  • Reference of at least 2 similar supplies done in the past 2 years (full details of references including telephone numbers and email addresses must be submitted for further verification). 
  • Annual total turnover for each of the last two (2) years; (2023 & 2024) with an average value of not less than one million New Leones (1,000,000 New Leones). Should be proved through annual financial statement.  
  • Evidence of experience in supplying certified Solar Home System (SHS) materials and installation of cooling room solutions. 
  • Eligibility of Participants will be evaluated based on the requirement of administrative documents above and on their technical experience (see evaluation grid below for the technical experience below):  
  • Experience in supplying Solar Home System (SHS) materials and installations, minimum two (2) works in total. Project value minimum each 5.000 Euro (30%)   
  • At least one (1) Electrical engineer with at least 3 years working experience in the Renewable energy sector or equivalent qualification with a project management background and demonstrated experience in installing solar home system (20%)  
  • Evidence of ownership of installation equipment and logistics necessary to execute the works or evidence of the possibility of hiring the same. (10%)  
  • Submission of verasol certified product (30%)
  • Experience in the above listed intervention zones in Sierra Leone (10%)  

Companies with a mark below 75% will be excluded
