  • Brief Overview 

Trócaire is an Irish development agency that was established in 1973 by the Catholic Bishops of Ireland and whose work is inspired by Catholic Social teachings, with an overarching commitment to social justice. Trócaire works in 20 countries in Africa, Asia, Latin America, and the Middle East. Trócaire works in partnership with local organizations in developing countries and with the people in Ireland to tackle the root causes of poverty and injustice.

In Sierra Leone Trócaire was established in 1995 implementing programmes on governance, human rights, women’s empowerment, prevention, response to gender-based violence, sustainable livelihoods, climate change, peacebuilding, and humanitarian response. We work in partnership with several local Civil Society Organizations that directly implement projects in communities in Port Loko, Kambia, Karene, Bombali, Kono, Bo, Kenema, Western Area Rural and Urban districts. 

About the Work 

The YOUTHLEAD Project  aims to  take into account the priorities mentioned in the EU’s Roadmap for Engagement with Civil Society in Sierra Leone (Priority 2: The EU encourages an enhanced capacity of Sierra Leonean CSOs in order to become actors of development), in addition to sub-themes mentioned in the call for proposals (Direct support delivered to women’s organisations and the women’s sector around (i) accessing donor funding, (ii) influencing donor priorities, (iii) supporting the integration of gender equality priorities into the wider support provided to CSO’s). The proposed action supports SDGs 5, 10, and 16 by strengthening youth -led civil society groups, empowering local authorities, and enhancing governance. It emphasizes the political and economic engagement of young women and Persons with Disabilities (PWDs). 

 

Trócaire plays a key role in the YOUTHLEAD project by supporting civil society organisations to strengthen both their organisational and technical capacities. This enables them to not only effectively promote youth participation through improved governance and economic empowerment but also become resilient organisations to deliver on the organisational goals.  In view of the above, Trócaire, in consultation with the SEND (consortium lead) and WESOFOD, is seeking the service of a consultant to deliver trainings to EU YouthLEAD staff   and youth groups in small grant management and business development skills. The training aims to strengthen the capacity of staff and youth groups by equipping them with practical skills and knowledge in resource mobilization and small grants to successfully manage the small grants that will be issued during the course of the project, ensuring transparency, impact, and alignment with donor expectations. 

   

  • Objectives of the assignment

The training aims to strengthen the capacity of staff, and youth groups by equipping them with practical skills and knowledge to:

 

  1. a) Effectively mobilize resources, including financial, human, and material, to support the growth and sustainability of their organizations.
  2. b) Develop strategic fundraising approaches tailored to their local contexts and organizational goals.
  3. c) Prepare participants to successfully manage the small grants that will be issued during the course of the project, ensuring transparency, impact, and alignment with donor expectations.

 

key deliverables include: 

  • Develop training materials on Small Business and Resource Mobilisation   for SEND and WOSOF staff, youth groups   
  • Facilitate the 6days training in Kambia and Kenema (3days each) for 20 Project Staff, 40 youth group representatives. 
  • Provide data and report from Pre and Post Test 
  • Provide final report from the training making recommendations for subsequent engagement with the participants.  
  • Provide post training accompaniment support to the staff and youth groups through mentorship and coaching 

 

 

  • Deliverables, Methodology and Timelines

 

The consultant will adhere to the following submission timelines to ensure outputs meet technical standards.

Additional support (Coaching and mentoring) Provide targeted support to youth groups that have received grants, drawing on lessons learned from monitoring activities related to business development and sustainability after project completion.  Consultant 15
Final ReportProvide a detailed final report from the training making recommendations for sustainability and subsequent engagement with the participants on business development and small grant management. The reports should include an analysis of the Pre and Post Test. Consultant  4

  • Profile of the Consultant 

 The consultant should have the following expertise: 

  • More than 3 years’ experience in working with Youth Groups, small grant management and business development 
  • Experience in coaching and mentoring of Youth Groups on small grant management and business development 
  • Strong background in documenting learnings from the training and the engagement with NGOs project staff, and youth groups.     
  • Excellent communication and collaboration skills, dedicated to fostering a supportive and productive learning environment for NGO project staff, and youth groups
  • Experience of working with Civil Society Organisation in Sierra Leone. 
  • Experience of working with senior management – making recommendations and providing guidance for change.   
  • Availability within the required period and for the required time.    

  • Submission Guidelines

Interested consultants should submit the following documents by 4th of  September  2026 

  • A technical proposal detailing your understanding of the assignment, approach, and methodology.
  • A financial proposal, including a detailed budget quoted in Sierre Leone Leones (the budget should exclude administrative and logistical costs for the training). 
  • CV(s) of the consultant(s) highlighting relevant experience.
  • Samples of previous work done for any CSOs or relevant client. 
  • Contact details for three references.

  • Evaluation Criteria
  • Post-level: National consultant 
  • Languages required: Proficiency in English (local languages within the geographic scope of the consultancy is desirable). 
  • Proposals will be evaluated based on the following criteria:
  • Relevance and quality of experience (30%)
  • Methodology and approach (30%)
  • Financial proposal (20%)
  • Work samples (20%)

  • Safeguarding 

All consultants who work for Trócaire will be required to sign and abide by Trócaire’s Safeguarding and Data Protection principles. Any instances of breach of Trócaire’s safeguarding and data protection policy by the consultant and his or her team members will result into the immediate cancellation of the contract between Trócaire and the consultant. In addition, any pictures taken of the participants by the consultant should be only after the consent of the project participant and signing of the Consent Form.
