Invitation To Tender for Consultancy Services for Specialist to provide technical capacity strengthening and advisory for mangrove conservation and restoration in five 

coastal regions for the Sierra Leone Coastal Resilience Project (SLCRP)

Save the Children Sierra Leone is seeking the service of a dynamic and versatile consultant, consulting firm, or team for the following:

Evaluation Criteria

Save the Children International (SCI) ensures a fair, transparent, and equal evaluation process for all bidders. Proposals will be assessed based on the following criteria:

  1. Essential Criteria (Pass/Fail)

These are mandatory requirements that must be met to proceed. Failure to meet any of these criteria will result in immediate exclusion from the tender process.

This includes the bidder’s submitting the following requirements (where applicable):

– Legitimate business address

– Tax registration number & certificate

– Business registration certificate

– Freetown City Council Certificate/District Council Certificate

– NASSIT, NRA Tax Clearance, TIN Registration and GST Certificate (updated)

– Copy of National ID Card, Passport or Driving License of the Lead Consultant

  1. Capability Criteria (50%)

Evaluates the bidder’s relevant experience, technical skills, methodology, approach and resources and ability to deliver on requirements

  1. Sustainability Criteria (10%)

Assesses the bidder’s environmental, social, and economic impact. This includes Environmental practices, Community engagement and Support for the local economy. 

Work experience in west Africa in a project related to climate change and/or mangroves, as well as having worked in Sierra Leone or countries with similar conditions, (especially coastal areas)

  1. Commercial Criteria / Financial Proposal (40%)

Assesses the competitiveness, clarity, and value for money of the bidder’s financial proposal.

Instructions to Bidders/Application Requirements:

Interested bidders should submit the following documents:

  • Proposed Methodology – describing in adequate detail how the bidder intends to deliver, justifying the approach described. 
  • Project Team – identifying Team Leader and supporting experts. 
  • CVs of all project Team Members (maximum 3 pages per CV). 
  • Activity Work Plan – using weekly/monthly intervals for the activities and tasks identified in the methodology 
  • Staffing Work Schedule – identifying days/weeks of input of staff identified in the technical assistance team, for the activities identified in the Activity Work Plan in the weeks/months they are estimated to occur. 
  • Evidence of similar projects undertaken within the last 5 years – where this experience is provided by sub-consultants this needs to be clearly identified as such; 
  • References – contact details of 3 referees familiar with the bidder’s experience relevant to mangrove management.
