BACKROUND The National Society Development (NSD) is a core pillar of the Red Cross and Red Crescent Movement, designed to strengthen stability, sustainability, and institutional capacity for effective and efficient service delivery to the most vulnerable. It encompasses both the National Society’s internal development efforts and the external support provided by partners to advance its transformational processes. Over the past five years, the Sierra Leone Red Cross Society (SLRCS) has undergone several reviews and significant operational changes, resulting in the development of key policies and guidelines in 2019 and 2020. These include policies on financial management, procurement and logistics, fraud and anti‑corruption, human resources, conflict of interest, gender, safeguarding and PSEA, and the code of conduct for staff and volunteers. In line with its commitment to youth empowerment, SLRCS will construct a Youth Innovation Centre in Port Loko. The facility will include training rooms, a conference hall, and accommodation comprising 20 bedrooms. It will be equipped with modern training tools and technological equipment to strengthen National Society operations and enhance effectiveness in humanitarian service delivery. The contractor is requested to complete the works described in the Bill of Quantities within 60 days for the works highlighted above from the date of signing the contract with SLRCS. Commencement of work is anticipated within 7 (seven) days upon signing the contract, which includes the mobilisation period. Contractors are expected to visit the construction sites and make necessary assessment of work at their own cost. This includes, but not limited to, the topography of land, transportation of materials, and accessibility of the site in dry and rainy seasons, and the necessity and availability of required materials.
