1 GENERAL PRESENTATION
Solthis is an international solidarity NGO whose objective is to improve prevention and access to quality health care
by strengthening the health systems and services of the countries where it operates. Solthis’ action is part of a
sustainable development approach to face the long-term challenges of public health in countries with limited
resources.
Solthis is an NGO of committed health and development professionals whose specificity is:
• a scientific and empirical approach to find cost-effective solutions adapted to the realities of the field
• the mobilization of multidisciplinary experts from the North and South in order to take into account all the
dimensions of health issues: medical, social, economic, and political
2 PRESENTATION OF THE PROJECT
2.1 Background and objectives of the project
Therapeutic Solidarity and Initiatives for Health (SOLTHIS) is an international health NGO dedicated to strengthening
health systems and improving access to quality care in resource-limited settings and vulnerable populations.
Operating in Sierra Leone since 2011, SOLTHIS provides technical support at national, community, and health facility
levels, focusing on HIV, paediatric TB, Mpox and Sexual and Reproductive Health care quality.
Sexual and Reproductive Health Access and Promotion of Empowerment (SHAPE) project aims to contribute to the
reduction of maternal and neonatal morbidity and mortality in the districts of Western Area Urban and Western Area
Rural by improving access to and the quality of sexual and reproductive health (SRH) services and SRH rights for
adolescents and young people (AY), in particular young women and adolescent girls aged between 10 and 24.
Context of the call for tenders
To achieve the aims of the SHAPE project, following the challenges with unclear specifications of drugs, medical items
and equipment received during the last call for tender, Solthis Sierra Leone is inviting the public to submit bids for the
supply of drugs, medical equipment and consumables as specified in the table below. Companies who applied
previously are strongly encouraged to reapply.

3.1.2 Customer expectations
This tender document comprises three (3) lots, each lot will be evaluated and awarded separately. Bidders are
encouraged to submit offers for either a single lot, two, or all the lots. Bidders must clearly indicate the lot(s) for which
they are submitting their offer.”
Bidders are required to provide clear and complete information demonstrating their capacity to supply the requested
items.
Availability and delivery
Suppliers must confirm the availability of items in stock and indicate the earliest delivery time (in calendar days).
Preference will be given to suppliers with goods already available in-country. Suppliers must clearly specify whether
items are available locally or require importation.
Alternative specifications
In case the exact specifications described in section 3.1.1 are not available, suppliers are strongly encouraged to
propose equivalent or alternative products.
All proposed alternatives must:
• Be clearly identified as such in the offer
• Include detailed technical specifications
• Demonstrate equivalence in terms of functionality, quality, and intended use
• Be supported by relevant documentation (technical datasheets, certifications where applicable)
Final acceptance of any alternative product will be subject to internal technical validation by SOLTHIS.
Tolerance and flexibility
Minor deviations from the requested specifications (such as dimensions, packaging size, design, or brand) may be
accepted, if they do not affect the performance, safety, or intended medical use of the product.
Product quality and compliance
All products supplied must comply with applicable quality standards. Pharmaceutical products must be authorized
for use in Sierra Leone and comply with national regulatory requirements.
Supporting documentation and photos
Bidders are required to provide proof of availability in stock.
For items where it is explicitly requested in section 3.1.1 (e.g. equipment, furniture, or customized items), bidders
must send pictures of the proposed products together with their offers.
These photos must meet the following requirements:

• Photos must be real and recent images of the actual products available in stock (catalogue or internet
images are not accepted)
• The product must be clearly visible
• Packaging and labelling must be shown where applicable
• For equipment: photos must include overall view and key components/accessories
For other items, bidders are encouraged to provide supporting documentation such as technical datasheets, product
descriptions, or certifications where available.
Inspection and acceptance
Solthis reserves the right to inspect all goods upon delivery and to reject any items that do not conform to the
validated specifications or approved alternatives.
4 TERMS OF DEPOSIT
• The bid will present:
Potential bidders must submit Administrative, Technical and Financial offers in a sealed envelope with reference
“CALL FOR TENDER FOR THE SUPPLY OF DRUGS AND MEDICAL EQUIPMENT (RELAUNCHED) – SOLTHIS SL”, must be
clearly detailed with the lot number(s). No external information identifying the bidder should appear on the
envelope.
✓ Administrative documents in force for the bidder:
▪ Certificate of business registration
▪ Recent and updated certificates clarifying regulatory tax declarations, Tax Identification Number (TIN) and
proof of tax payment for the previous year.
▪ The bank details of the bidder;
Any file not presenting these administrative elements will be eliminated from the present call for tenders.
✓ A synthetic technical proposal showing:
▪ The mandate of the bidder
▪ Documents attesting that the bidder can practice in the field requested: a minimum proof of registration in
the required Trade Register and obtaining a National Identification number.
▪ The bidder’s references for similar supplies, at least three (3) copies of previous contracts.
✓ A detailed financial offer specifying in particular:
▪ Unit costs, amount before tax, overall cost after tax (fixed prices, non-reversible for the entire offer validity
period)
▪ The validity period of the financial offer should be for 2 months, minimum.
▪ Terms of payment
• Deadline for receipt of offers: before 14:00 GMT on 13th April 2026.
• Sending method: both technical and financial documents should be sent in a sealed envelope and dropped
in the tender box at Solthis office – 7 The Maze, off King Street, Wilberforce, Freetown.
