Request for Proposal (RFP)
Provision of In-Patient and Out-Patient Medical Insurance Services
Background
Jhpiego Sierra Leone is a non-governmental organization committed to improving the health of individuals and communities. As part of its staff welfare program, Jhpiego seeks to engage a qualified and reputable insurance provider to deliver comprehensive medical insurance services to its staff.
Objective
The objective of this TOR is to invite qualified insurance service providers to submit bids for the provision of a medical insurance scheme for Jhpiego staff for an initial period of three (3) months, with the possibility of extension based on performance and organizational needs.
Scope of Services
The selected vendor will be required to:
- Provide comprehensive medical insurance coverage for all eligible staff and their dependents.
- Cover both inpatient and outpatient services.
- Ensure access to a network of accredited healthcare providers.
- Process claims efficiently and within agreed timelines.
- Provide regular utilization and performance reports.
- Offer customer support services for staff inquiries and complaints.
- Track records to avoid excess utilization
- Update status for medical usage
- Accessible through calls or email
Duration of Contract
The contract will be for a period of three (3) months, from 1st July 2026 to 30th September 2026, with the possibility of extension subject to satisfactory performance and funding availability.
Eligibility Criteria
Interested Service Providers must:
- Be a registered insurance company in Sierra Leone.
- Have a valid operational license.
- Demonstrate at least 3–5 years’ experience in providing medical insurance services.
- Provide evidence of financial and technical capacity.
- Have a proven track record with NGOs/INGOs or similar institutions.
Submission Requirements
Bidders are required to submit:
- Company profile
- Business registration certificates
- Valid insurance license
- Valid NASSIT clearance certificate
- Valid NRA clearance certificate
- Evidence of experience in providing similar services including signed contract
agreement and purchase order.
- List of current healthcare service providers in Freetown, and all districts in the
Northern, Southern and Eastern Province in Sierra Leone.
- Audited Financial Statement for the last three financial years.
- Financial proposal (cost breakdown per staff)
- List of healthcare providers/network facilities
- Coverage and benefits offered
Evaluation Criteria
Proposals will be evaluated based on:
- Technical capacity and experience
- Coverage and benefits offered
- Cost-effectiveness
- Quality of provider network
- Customer service and claims management process
RFP Queries and Clarification Process
Any queries regarding this RFP must be sent in writing via email no later than Thursday, 25th of June 2026, to: slprocurement@jhpiego.org. A written reply to the questions will be sent to all service providers.
Submission Information
The Proposals must be delivered by hand to the JHPIEGO National Office at #1 Sonia Drive, Off Regent Road, Hill Station, Freetown, Sierra Leone, or via email to slprocurement@jhpiego.org by 2:00 PM GMT on or before Monday, the 29th of June 2026.
