JHPIEGO Sierra Leone invites sealed bids from qualified and eligible suppliers and bidders to submit a tender for the supply and delivery of HIV test kits to support the diagnosis of HIV as part of the strategy to achieve epidemic control in Sierra Leone. The aim of this ITT is to enable JHPIEGO Sierra Leone to identify suppliers capable of providing and delivering high-quality test kits to support JHPIEGO Sierra Leone’s health project.

        1. This competition is being conducted under the Jhpiego Open National Tender Procedure.

        2. The Contracting Authority for this procurement is Jhpiego, Sierra Leone Office

        3. This procurement is funded by the United States Government.

  • Submission of Tenders

Tenders must be delivered in the following way:

Bids must be submitted in a sealed envelope marked Supply and Delivery of HIV Test Kits including the LOT Number (#) with the words ‘not be opened before the deadline, Friday the 17 th July, 2026, at 2:30 pm GMT by the tender committee’ to the Private Tender Box located at the Jhpiego office at 1 Sonia Drive, Hill Station (Behind City Super Market), Freetown, Sierra Leone.

Envelopes may be sent through postal or courier services or delivered by hand and will be accepted during normal working hours. Please note that the Jhpiego office will not be open during weekends or public holidays.

  • Evaluation Criteria

Tenderers will be considered for participation in the Contract subject to the following qualification process:  

Minimum mandatory requirements of the document to be included in your submission:

.  Business Profile.
• Business Registration Certificate.
• Valid Tax Clearance Certificate, as applicable in the bidder’s country of business registration.
• Valid NASSIT Clearance Certificate or equivalent (National Social Security) Clearance Certificate, as applicable in the bidder’s country of business registration.
• A valid Manufacturer’s Authorization Letter/Certificate for the supply of the specific HIV Test Kit/Product.
• Valid Certificate of Business Registration with the Pharmacy Board of Sierra Leone for the importation and sale of the specified pharmaceutical products in Sierra Leone, or an equivalent regulatory authority in the bidder’s country of business registration, as applicable.
• Valid Product Registration Certificate/License issued by the Pharmacy Board of Sierra Leone, or an equivalent regulatory authority in the bidder’s country of business registration, as applicable.
• Evidence of experience in supplying similar products, including details of referees (preferably INGOs, UN agencies, government institutions, and other international organizations). Submissions should include contact names, email addresses, telephone numbers, evidence of signed contracts, and purchase orders.
• Submission of clear product brochures, including detailed technical specifications.
• Audited Financial Statements for the last three financial years, in accordance with the requirements of the ITT.
• Financial Proposal.
• Delivery Period: Within six (6) weeks from the date of Purchase Order (PO) issuance.
• Product Shelf Life: Minimum of twelve (12) months remaining at the time of delivery.
• All items must comply with World Health Organization (WHO) standards.
• Prices shall remain valid for a period of Ninety (90) days from the date of submission.
