REQUEST FOR QUOTATION (RFQ)
Supply and Delivery of Rain Gear (Raincoats and Boots)
- Introduction
World Vision International Sierra Leone (WVISL) is implementing Global Fund-supported programs that require appropriate protective equipment to support safe and effective program delivery, supervision, monitoring, and coordination across project locations.
In this regard, WVISL invites sealed quotations from eligible and qualified suppliers for the supply and delivery of rain gear (raincoats and plastic boots) to support field-based operations, particularly in areas with high rainfall and challenging terrain conditions.
- Scope of Supply
The successful bidder(s) will be required to supply:
- Raincoats (complete set: jacket and trousers)
- Plastic boots
The total estimated quantity required is 718 sets of rain gear.
WVISL reserves the right to increase or decrease the quantities at the time of contract award, subject to operational requirements and budget availability.
- Product Requirements
Suppliers must ensure that all items meet the following specifications:
Raincoats
- Fully waterproof and suitable for heavy rainfall conditions
- Durable and designed for field use
- Supplied as a complete set (jacket and trousers)
Plastic Boots
- Waterproof and robust
- Comfortable for prolonged outdoor use
- Slip-resistant and suitable for muddy or uneven terrain
General Requirements
- All items must be new, unused, and free from defects
- Materials and workmanship must be of high quality
- Products must comply with relevant quality and safety standards
Mandatory Requirement (Sample Submission)
- Bidders must submit physical samples of the rain gear for evaluation.
- Failure to submit samples may result in disqualification.
- Submitted samples must be identical in quality and specifications to the proposed products.
- Delivery Requirements
The successful supplier shall:
- Deliver all items to location(s) specified by WVISL
- Ensure proper packaging to prevent damage during transit
- Clearly indicate delivery lead time in the quotation
- Replace any damaged, defective, or non-conforming items at no additional cost
- Eligibility and Required Documentation
Interested bidders must submit the following:
- Certificate of Business Registration
- Company Profile
- Valid NRA Tax Clearance Certificate
- Valid NASSIT Clearance Certificate
- Evidence of relevant experience (e.g., contracts, purchase orders, completion certificates, or reference letters for similar supplies)
- Proforma Invoice / Formal Quotation
- Contact details of at least two (2) recent clients for reference checks
- Price Schedule

- Evaluation Criteria
Quotations will be evaluated based on:
- Compliance with specifications and RFQ requirements
- Quality and suitability of submitted samples
- Supplier capacity and relevant experience
- Proposed delivery lead time
- Cost competitiveness and value for money
Only bidders meeting mandatory requirements and technical compliance will proceed to financial evaluation.
- Quotation Validity
All quotations must remain valid for a minimum period of thirty (30) calendar days from the submission deadline.
- Inspection and Acceptance
WVISL reserves the right to inspect delivered goods to verify:
- Quality
- Quantity
- Compliance with specifications
Final acceptance will be subject to satisfactory inspection confirming conformity with RFQ requirements.
- Payment Terms
Payment will be made after successful delivery, inspection, and acceptance of goods, and upon submission of:
- Original invoice
- Required supporting documentation
No Advance payment will be made.
- Ethical Standards and Conflict of Interest
Bidders must disclose any actual or potential conflicts of interest.
WVISL upholds a zero-tolerance policy towards:
- Fraud
- Corruption
- Collusion
- Coercion
- Unethical business practices
Any supplier found engaging in such practices may be disqualified and subject to further action.
- Reservation of Rights
WVISL reserves the right to:
- Accept or reject any or all quotations
- Cancel or amend the procurement process at any stage without liability
- Request clarifications or additional information from bidders
- Award the contract in whole or in part to one or more suppliers
- Submission Guidelines
- Quotations must clearly indicate unit prices and total costs
- All required documents must be submitted
- Physical samples must be submitted on or before the deadline
- Late submissions may not be considered
