Comprehensive Endline Study for Integrated Community-Based Water, Hygiene, and Sanitation Project

 

  • Background

Rehabilitation and Development Agency (RADA) is a Non-Governmental, non-profit organization in Sierra Leone, officially registered with the Ministry of Development and Economic Planning (MODEP) and incorporated as a non-profit (limited liability) company under the Cap. (Section) 249 of the Companies Act of Sierra Leone. RADA was established in October 2002 with a vision to create empowered societies, where people live with dignity, regardless of gender, age, sex, or social status. RADA’s mission is to empower communities through sustainable development initiatives, focusing on Health, WaSH, Gender, and Economic Opportunities, while fostering resilience and self-reliance in vulnerable populations across Sierra Leone.

 

In January 2022, RADA received funding from German Doctors, a German non-profit organization in the health sector, to implement a WaSH pilot project in 20 communities across 4 chiefdoms in Bo District. The focus of the project was to work with communities to address their WaSH issues. The pilot project was well implemented, which gave birth to a 3-year project with funding from German Doctors and from the German Ministry of Economic Cooperation and Development (BMZ), with the same focus, and is being implemented in 60 communities, in 11 chiefdoms across 3 Districts – Bo, Pujehun, and Kailahun.

 

In the same vein, RADA-SL has received approval from GD and the BMZ to scale up the current WaSH project starting a new project phase in 2026. The new WaSH project seeks to improve community WaSH outcomes for another 60 rural, remote communities across the same three districts – Bo, Pujehun, in the South, and Kailahun in the Eastern, Sierra Leone. The new project aims to successfully establish and demonstrate a sustainable model for improving WaSH in rural, remote communities, including 60 primary schools in the 60 selected new communities across the three districts in Sierra Leone. The long-term impact will be improved realization of WaSH outcomes in rural communities, especially for adolescent girls and women. 

 

  • Purpose of the Comprehensive Endline Study

The purpose of this study is, in two parts, as follows: 

  • To determine the effectiveness, efficiency, outcome, impact, and sustainability of the current WaSH project
  • To determine whether the proposed new Integrated Community-Based Water, Hygiene, and Sanitation project starting in 2026 will be viable, sustainable, and capable of achieving the intended goals. 

 

  • Objectives

Part one: endline evaluation of the current WaSH project

  1. Measure the extent to which project objectives have been achieved.
  2. Identify strengths and weaknesses in project design and implementation.
  3. Assess the impact of the project on the target community and the sustainability.

 

Part two of the study: new WaSH project in 2026

  1. Identify to what extent the planned project approach is appropriate in order to achieve the planned project objective, taking into account the DAC criteria. 
  2. Analyze economic and financial viability. Review the environmental and social implications. 
  3. Assess beneficiary needs.
  4. Identify and analyze potential risks and mitigation measures. 

 

  • Scope of Work/Key Tasks

Part one: 

The consultant will:

  • Review project documents (proposals, reports, etc.).
  • Consult with stakeholders (beneficiaries, local authorities, project staff).
  • Conduct site visits to project locations.
  • Assess project outputs and outcomes, including endline indicators of logframe matrix.
  • Evaluation of project sustainability and community ownership.

 

Part two:

The consultant will 

  • Conduct situation and problem analysis, including beneficiaries’ needs 
  • Stakeholder mapping, including existing service providers
  • Conduct field surveys and consultations with key stakeholders
  • Perform environmental and social impact screening
  • Conduct risk analysis and sustainability assessment
  • Provide clear recommendations to improve the project design and implementation

 

  • Methodology

The consultant will propose a robust methodology including:

  • Desk review of secondary data, including project documents and RADA internal documents
  • Field data collection (qualitative and quantitative), including survey, key informant interviews, for example with stakeholders, as well as focus group discussions with stakeholders and beneficiaries
  • SWOT or PESTLE analysis of RADA
  • Cost-benefit and financial analysis

All methods should ensure gender and social inclusion considerations.

All deliverables must be submitted in both editable and PDF versions. The raw data must be made available digitally.

 

  • Timeline of Assignment

Total duration: 5 weeks

Inception meeting: 17th December, 2025

Data collection and writing: 17th December, 2025 to 13th January, 2026

Draft report: 14th January, 2026

Final report: 19th January, 2026

 

  • Required Expertise
  • A registered reputable consultancy firm or individuals with at least 5 years of experience in the field of consultancies, and with evidence of undertaking similar assignments, is required
  • The lead consultant must possess a degree and/or equivalent in social sciences, with vast experience in Monitoring and Impact Evaluation. Having a degree in project management in addition to the above will be an added advantage. 
  • Work experience in the areas of WaSH and/or environmental issues is needed. 

 

  1. Reporting and Management

The Consultant will report to the GD country representative. Regular progress updates will be expected throughout the assignment

 

  • Budget and Payment Terms

The total budget is: 13,000 EUR.

Payments will be based on deliverables and upon approval by GD:
