Our Work In Sierra Leone:

Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview
For a World-Bank financed health systems strengthening project, the Pharmacist, Supply Chain Specialist will be an active member of the Supply Chain team working with the procurement, warehousing, pharmacy and laboratory mentors providing technical guidance and expertise on medical health products. The Pharmacist, Supply Chain Specialist is responsible for clinical review of requests, definition of specifications, preparation of bid documents, evaluation of offers, reception/inspection of deliverables, and quality complaint follow-ups. They must also ensure compliance with World Bank, MOHs, and PIH policies and procedures. 
Essential Duties and Responsibilities: 
Procurement 

  • Execute all medical health commodities procurement processes within the organization in alignment with the Procurement Manual and all financial and compliance rules and regulations set out PIH and the project donor; according to the field set threshold
  • Collect specifications for medical health commodities from requestors, gather and analyze quotations, place final orders, obtain approvals, and follow up with vendors; 
  • Support the establishment of project procurement processes and systems for the project, based on the Procurement Regulations and Procedures for the conduct of procurement under World Bank funded projects, and the Government of Sierra Leone Procurement Regulations for the procurement of goods, works and services under the Public Procurement Act 2016 (PPA) of Sierra Leone;  
  • Using the World Bank (WB) Standard Procurement Documents to prepare bids. These should include standardized forms used for Request for Bids (RFB), Request for Proposals (RFP) and Requests for Quotations (RFQ) Methods, and Selection arrangement under UN Agencies as well as other relevant and necessary procurement forms based on the Government of Sierra Leone Public Procurement policy and the PIH Procurement Manual. (With support from Subject Matter Specialists.)
  • Prepare reports of the Evaluation Panel meetings, and prepare the requests for “no objection”, and coordinate arrangements for the negotiation process, where necessary;
  • Assess suppliers in accordance with PIH policies. Conduct quality assurance assessments. Support the procurement team in the establishment and maintenance of a supplier database. 

Health Products Management 

  • Lead supply chain performance reviews based on logistics indicators, providing timely feedback to technical and leadership teams to improve the responsiveness of the supply chain
  • Maintain real time supply chain stock and shipment tracking tools, to enable timely decision-making and performance monitoring. 
  • Oversee the end-to-end supply chain cycle, including forecasting & supply planning, procurement, warehousing, inventory management, and last mile distribution with approved distribution cycles. 
  • Participate in sectoral coordination platforms with Ministry of Health (MOH), National Medical Supplies Agency (NMSA), and health development partners in Supply Chain Technical Working Groups in Reproductive, Maternal, Neonatal, Child Health and Nutrition. 
  • Collaborate with medical, biomedical, facilities, and other relevant departments to define operational needs, including required specifications and forecasted quantities.  
  • Review clinical data, morbidity predictions, and consumption data to calculate replenishment orders for pharmaceutical and laboratory commodities
  • Provide specialist clinical pharmacy services, advice professionals and patients on available drug therapies.
  • Advice on and help resolve drug-related problems, provide information on medications, and handle urgent requests.
  • Support supply chain colleagues with any other duties as assigned 

Warehouse and Inventory Management 

  • In conjunction with the Operations Manager, the Specialist will participate in setting up standard operating procedures in the warehouse and stock management of health supplies.
  • Provide support to the Warehouse and SCM team to ensure all medical and laboratory supplies are stored optimally and in a safe environment, including attention to the cold chain.
  • Support the logistics team with reception and inspection of orders, completing documentation, and evaluating the quality and specifications of the delivered products. 
  • Manage any quality complaints and oversee any recalls 

General 

  • Provide inputs into the routine Supply Chain Report, Annual Work Plan and Budget for submission to the Donor.

Education and Work Experience Requirements 
Qualifications and Experience:

  • Advanced University Degree (master’s Degree or equivalent) in Procurement Supply Chain, Pharmacy or related areas with a minimum of three years of relevant work experience 
  • First level University Degree (bachelor’s degree in the above stated areas), in combination with five years of qualifying experience will be given due consideration in lieu of the advanced university degree
  • Valid License and registration with country of origin to practice Pharmacy

Required skills and competencies:

  • Proven skills and competencies in project managing optimzation, strengthening of of pharmaceutical procurement and supply chain system  
  • Experience in management of people, leadership, and planning is highly valued.
  • Experience in low resources settings in the healthcare supply chain delivery system will be prioritized.
  • Proficiency in English; knowledge of local language is an asset.
  • Proficiency in basic computing skills, including Microsoft Office package and ERP systems
  • Excellent communication and interpersonal skills.
  • Ability to work effectively in a multidisciplinary team and adapt to a resource-limited healthcare environment.
  • Commitment to travel to Kailahun district particularly Jojoima Healthcare Facility on routine and ad-hoc basis
