Overseas Request for Quotation (RFQ) for Landscaping Services 

RFQ Number: 636-26-002R 

Date: 16th February, 2026 

Peace Corps Sierra Leone has a need for Landscaping Services for its Office. Peace Corps is soliciting  fixed-price quotations from the vendor community for the supplies and/or services detailed below.

Quotations are due no later than 5:00PM on 6th March 2026. Late quotations will not be accepted. Site viewing – Interested contractors are invited to view site on 27th February 2026 at 10:00am.  

Written questions about this Request for Quotation (RFQ) may be sent in the same fashion to the individual  noted above in advance of the RFQ due date. No phone calls please. 

Peace Corps will evaluate all quotations received by the deadline based on the minimum requirements  and/or evaluation factor(s) shown below. Contingent on the availability of funds and continued need for  the supplies and/or services, at the end of the evaluation process, Peace Corps intends to award a firm fixed-price contract for the purchase of the required supplies and/or services to the selected vendor. 

  1. Statement of Work/Description of Requirements  

Peace Corps Sierra Leone is requesting horticultural/Landscaping service for its Freetown office.  The office is situated on the hill side of the capital city Freetown, and the size of the compound is  about three acres of land. It has four standard sized buildings, security post and two small  buildings.  

Daily horticultural/landscaping service is required during the period April 1st, 2026, through  March 31st, 2027, with possible extension as detailed below. 

The contractor is solely responsible for maintenance and landscaping at the property: 

  1. Management and Supervision: 
  • The contractor will provide all management, supervision, labor, clothing, personal  protective equipment (PPE), materials, tools, supplies, parts, pesticides, chemicals,  plants, seeds, equipment, and transportation.  
  • The Contractor shall provide all necessary gardening supplies and equipment,  including rakes, lawn mowers, hoe, pitchfork, pruning shears, fertilizers, soil, hoses,  portable sprinklers, and other similar irrigation to perform the work. 
  • Services may only be provided during work/business hours and not during  

recognized United States and Sierra Leone holidays. Work hours are from 8:00 am to  5:15 pm Monday – Thursday and from 8:00 am to 1:00 pm on Fridays. The  

Contractor must provide at least 24-hour advance notice to the contracting officer  who will consider any deviation from the hours identified above. 

  • The Contractor shall designate a representative who shall always be responsible for  on-site supervision of the Contractor’s workforce. This supervisor shall be the focal

point for the Contractor and shall be the point of contact with Peace Corps personnel.  The supervisor shall have sufficient English language skill to be able to  

communicate with members of Peace Corps staff. The supervisor shall have  supervision as his or her sole function. 

  • The Contractor shall perform `inspection visits to the work site on a regular basis  coordination with the Peace Corps contracting officer. The Contractor shall be  responsible for quality control. 
  • The Contractor shall maintain discipline at the site and shall take all reasonable  precautions to prevent any unlawful, riotous or disorderly conduct by Contractor  employees at the site. The Contractor shall preserve peace and protect persons and  property on site. 
  • The contractor shall be solely responsible for all damage caused by their work efforts  under this contract. Contractor will be responsible for replacement and labor of  replacement of damaged items due to mistreatment, and the contractor will promptly  repair, at their cost, any damage. 
  • It is the Contractor’s responsibility to ensure the safe handling, application, removal  and environmentally sound disposal of all hazardous or potentially hazardous  fertilizers, weed killers, and pest control products utilized in this requirement. 
  • Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by  words, actions, or fighting shall not be condoned. Also included is participation in  disruptive activities, which interfere with normal and efficient Government  operations. 
  • Contractor shall not allow its employees while on duty to possess, sell, consume, or  be under the influence of intoxicants, drugs or substances that produce similar  effects. 
  • Safety is the highest priority of the statement of work. The contractor shall direct all  of those under his charge to work safely. Regular safety meetings shall be held with  the vendor on-site contractor personnel, and safety concerns shall be brought to the  attention of the contracting officer. Should there be an accident at the course of  execution of this contract by the contractor, any damages caused will not be the  responsibility of the U.S government. 
  • Within 10 days after contract award, the Contracting Officer may ask the Contractor  to develop a plan for preparing the new Contractor to assume all responsibilities for  gardening services. The plan shall establish the projected period for completion of all  clearances of contractor personnel, and the projected start date for performance of all  services required under this contract. The plan shall assign priority to the selection of  all supervisors to be used under the contract. 
  • Contractor personnel may be subject to a background investigation. 
  1. Landscaping: 
  • All paved walkways, driveways, and parking lots shall be free of grass, weeds, vines,  fallen plant material, dead plant material, plant growth, fruit, leaves, debris, and  rubbish always. 
  • All security walls (interior/exterior/razor wire) shall be free of grass, weeds, vines,  fallen plant material, dead plant material, plant growth, fruit, leaves, debris, and  rubbish always. 
  • All areas with vegetation shall be free of weeds, fallen plant material, dead plant  material, debris, and rubbish always. 
  • The Contractor shall maintain trees, shrubs, hedges, bushes, vines, ground cover and  flowers. 
  • Plant and maintain flowers next to driveways, walkways, and buildings ensuring  flowers are properly shaped within 90 days of period of performance of the contract  and for the remaining period of performance after 90 days. 
  • The Contractor shall prune all shrubs, vines, bushes, ground cover, and trees to: i. Direct and encourage plant growth in directions desired

iii. Immediately remove dead trees and dead limbs as they occur 

  1. Maintain a neat and attractive appearance 
  2. Ensure growth is not close to buildings, electrical cabling, and plumbing  

lines 

  • The Contractor shall remove foreign material, cuttings, grass, leaves, bark, limbs,  dead vegetation, paper, and trash from the maintained areas inside the compounds  and outside the compounds including walkways, curbs and open areas within or  

adjacent to the area to designated areas. Debris removal shall prevent unsightly  

accumulation. 

  • The Contractor is responsible for all expenses incurred in the collection and disposal  of debris. Remove debris (unwanted dead trees, grasses and leaves) from the  

compound at minimum once during the last week of every month. 

  • The Contractor shall present a plan for pest and disease control that in all outdoor  areas of the office complex, including the exterior of buildings. 
  • The Contractor shall maintain a program for controlling pests and plant diseases to maintain flowers, shrubs, vines, trees and other planted areas in a healthy and  

vigorous condition. The Contractor shall obtain approval of the contracting officer  for all pesticides. At a minimum quarterly pesticide treatment is required, and  

additionally as needed/determined. 

  1. The service required by the Peace Corps is not a Personal Service contract. Therefore,  workers under any contract that might emerge from this RFQ are not employees of Peace  Corps. Therefore; 
  • Contractor that the contract will be awarded to will be responsible for the welfare of  its personnel (this includes providing them appropriate gears and safety tools to be  able to perform the requirements of this RFQ). 
  • The personnel will not be supervised by the Peace Corps. 
  • Personnel should follow all Peace Corps rules, including adhering to safety and  security measures that will be communicated. 

The period of performance of any contract that will emerge from this RFQ will be for a base year plus four  option years as shown below. 

Base Year: April 1st, 2026, through March 31st, 2027 

Option Period 1: April 1st, 2027, through March 31st, 2028 

Option Period 2: April 1st, 2028, through March 31st, 2029 

Option Period 3: April 1st, 2029, through March 31st, 2030 

Option Period 4: April 1st, 2030, through March 31st, 2031 

  1. Place of Performance: All services under this RFQ shall be delivered at the Pece Corps Office,  34 Old Railway Line, Signal Hill, Freetown 
  2. Contract Terms and Conditions 

As an Agency of the United States Government, Peace Corps has an approved contract template that it  intends to use for the award. Peace Corps reserves the right to deny making a contract award to a vendor  should they refuse to sign the Peace Corps approved contract template.  

  1. Minimum Criteria: 

A quotation will not be considered further if it does not meet the following minimum criteria: Contractor must be willing to accept Electronic Funds Transfer. No cash transactions.

  • Staffing structure – minimum of 5 workers on site at all times, plus a supervisor. Name and contact details (address, telephone number and email) of at least three referees for  whom similar services have been provided. 
  • Quotation includes documents of existence (incorporated in Sierra Leone) and eligibility to  provide such service example includes. 

Business registration/certificate of in-corporation 

Municipality registration certificate. 

  • Attend site viewing as scheduled. 
  • Ability to provide all tools (including protective clothing) required for effective delivery of  this service. 
  • Staff welfare- evidence of NASSIT registration. 
  • Experience in the use of pesticides.  
  1. Evaluation Factors: 

Quotations that meet the minimum criteria listed above may be further evaluated based on the following  factors: 

  • Past performance 
  • Price 
  • Number of workforce personnel to be deployed at the Peace Corps 

Award may be made with or without negotiations between the Peace Corps and the selected vendor.  Award may be made to a vendor that provided the lowest priced technically acceptable quotation, or to a  vendor other than the one that provided the lowest priced quotation, should that vendor be determined to  have provided the best value quotation to the Peace Corps taking technical and cost factors into account.
