Interested vendors may submit their bids via one of the following methods: 

  1. Sealed envelope

Bidders can submit their proposals in three (3) separate sealed envelopes, enclosed in an outer sealed clearly labeled with the RFP reference number:

  • Envelope No. 1: Mandatory Administrative Eligibility (Pass/Fail)
  • Envelope No. 2: Technical Proposal
  • Envelope No. 3: Financial Proposal

Complete, stamped and signed offer to be delivered in sealed envelope on or before 18th March 2026- before 2:00 PM with tender number and description on it (SL5369_ Radio Jingles Production & Airtime – (Re-launch) to CRS head office located at 6 Jagiko Drive Hill Station, Freetown.

Payment Terms 

  1. Quotation should remain valid for a period of at least ninety (90) days from the submission closing date.  
  2. Payment shall be after delivery, within 30 working days of receiving correct & detailed invoice. 
  3. Payment shall be via bank transfer. 
  4. Payment shall be made upon verification and acceptance of services delivered in accordance with the contract and upon submission of a correct, itemized invoice.).

Bid Requirements  

1. The vendor should sign and stamp next to handwritten corrections or corrections made with whiteout.   

2. Offers must be complete, signed, dated, and stamped on all pages.

Mandatory Administrative Eligibility(pass/fail)

Bidder must submit the following mandatory administrative documents at the time of bid submission: 

  • Offers received before the stated deadline (Date and Time).  
  • Valid Business Registration Certificate 
  • Valid Tax clearance certificate or Renewal Evidence Packet (NRA payment receipt OR Application letter for Tax Clearance renewal stamped “Received” by NRA OR Stamped bank slip evidencing payment into an NRA account).

Failure to submit either of the above documents at bid submission will result in the bid being declared non-responsive and excluded from evaluation.

Technical Evaluation (70 points)

Bidder that passes the administrative eligibility stage will be technically evaluated following the procedure below.

Total Technical score: 70 points

Minimum Qualifying Technical Score: 49 points. 

1. Past experience (30 points)

Three (3) Certificates of completion or letter of clients for past work completed for jingle productions and airtimes.

Evidence used: certificates of completion signed by clients.

Scoring protocol: Ten (10) points by certificate/letter provided to a maximum of thirty (30) points.

2. Practical experience (20 points)

Two (2) samples of different messages related to Malaria. Digital audio files submitted via

CD or shareable link. 

Evidence used: Samples provided.

Scoring protocol: 

  • Five (5) points per sample provided to a maximum of 10 points.
  • Quality and clarity of voice will be scored at five (5) points per sample, up to a maximum of ten (10) points.

3. Methodology & Approach (20 points)

Application will be scored through:

  • Timeline of the implementation (10 points)
  • Methodology to deliver the work (10 points)

Scoring protocol: This criterion will be scored individually by each committee member to reach an average score. 

Financial Evaluation (30 points)

The lowest-priced proposal will receive the full 30 points. Other proposals will be scored proportionally based on their price relative to the lowest bid.

Financial Score = (Lowest Bid / Bidder’s Price) × 30

Overall Score

The overall score for each bidder will be the sum of the technical and financial score as such: Technical + Financial. The contract will be awarded to the bidder with the highest combined score.

Awarded Bidder

The contract will be awarded to the bidder with the highest overall score.

Pre‑Award Administrative Verification

The following documents are required prior to contract signature or issuance of a Purchase Order (or contract) and will be verified during pre-award due diligence for the successful bidder:

  • Valid NASSIT certificate.
  • Valid Copy of City council registration certificate 
  • Copy of 15% GST registration

The successful bidder will be required to submit these documents within 48 hours after notification of award. Failure to regularize pre-award administrative requirements may result in cancellation of the award and award to the next ranked bidder. Upon written request and for justified reasons, CRS may grant a one-time extension of up to 24 hours.

The successful bidder may be required to submit additional contractual documents prior to contract/purchase order signature, including but not limited to:

Consultant for Audio Message Development in six Local Languages: Krio, Mende, Koranko, Limba, Yalunka, and Fula

  1. Background

The REACH Malaria project is a global initiative funded by the U.S. Government through the Presidential Malaria Initiative and implemented by a consortium of leading international organizations, including PATH (lead agency), Catholic Relief Services (CRS), Amref Health Africa, and Université Cheikh Anta Diop (UCAD). The project supports Sierra Leone’s National Malaria Control Programme (NMCP) in accelerating progress toward malaria elimination by strengthening health systems, improving access to high-quality malaria services, and ensuring that interventions reach the most vulnerable populations.

Malaria remains one of the leading causes of illness and death in Sierra Leone, particularly among children under five and pregnant women. The National Malaria Strategic Plan aims to reduce the malaria burden and move toward elimination by 2025 through high-impact interventions, including the distribution of insecticide-treated nets (ITNs), indoor residual spraying, prompt diagnosis and treatment, and community engagement.

Effective communication is critical to achieving these objectives. Communities need clear, culturally appropriate, and behavior-focused messages to understand prevention practices, seek timely treatment, and adopt recommended behaviors. Radio remains one of the most powerful and accessible channels for health communication in Sierra Leone, reaching rural and urban populations alike. Complementary materials such as flyers and posters reinforce these messages at the community and household levels.

To amplify outreach and ensure inclusivity, the REACH project seeks a consultant to develop six culturally appropriate radio jingles in Krio, Koranko, Fullah, Mende, Yalunka, and Limba. These jingles will promote key malaria messages aligned with the National Malaria Strategic Plan and will be designed to resonate with diverse linguistic and cultural groups across the country. The jingles will serve as a cornerstone of a broader behavior change communication campaign aimed at increasing awareness, promoting preventive practices, and encouraging prompt treatment-seeking behavior

  1. Purpose of the Assignment

To script, translate, and produce high-quality audio messages for radio broadcast and community dissemination that encourage correct use of LLINs, uptake of IPTp among pregnant women, prompt care-seeking, diagnostic testing, and treatment adherence.

  1. Objectives

The consultant will:

  • Develop scripts for malaria-related messages in English and adapt them into five local languages.
  • Ensure cultural and linguistic appropriateness of all messages.
  • Record and produce a one-minute clear, broadcast-quality audio file in each language.
  • Deliver final mastered audio files suitable for radio and community playback.
  1. Scope of Work

The scope includes:

  • Scriptwriting and translation into Krio, Mende, Koranko, Yalunka, Limba, and Fula.
  • Voice talent selection and audio recording.
  • Editing and mastering audio files for radio broadcast standards.
  • Delivery of final audio files in MP3/WAV format.
  1. Deliverables
  • Scripts in English and five local languages.
  • Recorded and mastered audio messages 
  • Final audio files delivered electronically in MP3/WAV format.
  1. Timeline

The assignment must be completed within 10 days of signing the contract.

  • Relevant experience in audio production and multilingual adaptation (40%).
  • Understanding of malaria and health communication (20%).
  • Quality of proposed approach and timeline (20%).
  • Cost proposal and value for money (20%).

  • Commit to protecting reporters or whistleblowers from retaliation. 
  • Uphold the freedom of association and the right to collective bargaining as set out within applicable laws. 
  • Ensure wages and working hours meet national legal standards. 

 

2) GOVERNANCE 

  • Abide by all applicable national and international trade laws and regulations including but not limited to antitrust, trade controls, and sanction regimes. 
  • Consider business integrity as the basis of business relationships. 
  • Prohibit all types of bribery, corruption, money laundering and terrorism financing 
  • Forbid gifts to private or public officials that aim to influence business decisions or otherwise encourage them to act contrary to their obligations. 
  • Respect the privacy and confidential information of all your employees and business partners as well as protect data and intellectual property from misuse. 
  • Have data protection and managements standards in place that address data collection, safeguarding, sanitation and disposal. The data owner is aware of the data provision terms and conditions and supplies consent as per CRS Responsible Data Values and Principles 
  • Implement a proper Compliance Management policy and procedure, which facilitate compliance with applicable laws, regulations, and standards. 

 

3) ENVIRONMENT 

  • Follow all applicable environmental, health and safety regulations. 
  • Promote the safe and environmentally sound development, manufacturing, transport, use and disposal of your products. 
  • Ensure by using proper management policies and procedures that product quality and safety meet the applicable requirements. 
  • Protect your employees’ and neighbors’ life and health, as well as the public at large against hazards inherent in your processes and products. 
  • Use resources efficiently, apply energy-efficient and environmentally friendly technologies and reduce waste, as well as emissions to air, water, and soil. 

Because CRS is a recipient of numerous grants or contracts provided by governmental, public, and private donors, all suppliers and service providers are hereby notified that other donor-specific compliance measures may be included in the legal instrument through which goods or services are procured. 

CRS reserves the right to conduct due diligence audits or assessments to ensure your compliance and will take reasonable steps to investigate or otherwise take appropriate action to address concerns.
