PSI Sierra Leone is a dynamic platform implementing cutting edge programming to improve access to vital health services. PSI Sierra Leone seeks a Digital Health Manager to lead countrylevel implementation and use of digital platforms, comprising including SPICE (Community Health Information System) and the Ministry of Health’s COMMeMR implemented with Medtronic LABS—and to ensure smooth interoperability to DHIS2. The role coordinates central and field teams, MOH/DPPI & DPHC, the CHW Hub, DHMTs, and consortium partners; supports device/MDM and connectivity for CHWs/Peer Supervisors/field officers; and embeds monthly chiefdom and quarterly district reviews into routine management.

Your contribution

The person will:

  • Coordinate the Ministry of Health – Directorate of Policy, Planning and Information / Directorate of Primary Health Care, the Community Health Workers Hub, the District Health Management Teams, and consortium partners on indicators, reporting calendars, and escalation paths; maintain a responsibility matrix and shared action log.
  • Serve as daytoday counterpart to the digital consultants on COMMeMR planning, rollout, issue triage, change requests; and align SPICE community workflows and reporting windows with DHIS2.
  • Liaise with field officers, Peer Supervisors, and CHWs to ensure correct gadget use and continuity of data capture; manage device registry, Mobile Device management (MDM) policies, data bundles, loss/repair standard operating procedures 
  • Map and continuously improve the source – SPICE/COMMeMR – Peer Supervisors and Primary Health Unit – district -DHIS2 pathway; lead enduser reconciliation of SPICE/COMMeMR vs DHIS2 before review meetings and donor deadlines.
  • Operationalize CommunityBased Surveillance alert thresholds and rapid verification and document DHMT actions and outcomes
  • Enforce data protection: RoleBased Access Control (RBAC), Personal Identification Number (PIN) policies, remote lock/wipe, minimal Personally Identifiable Information (PII); manage incidents and safeguarding referrals
  • In liaison with the M&E Manager and the technical program lead, institutionalize monthly chiefdom validations and quarterly district reviews using dashboards, ensuring publication of onepage briefs.
  • Collaborate with technical and M&E leads to implementing routine data quality assessment cycles; supportive supervision, verify improvement next cycle, coordinate inputs for semi-annual progress and quarterly financial cycles and reconciled dashboard decks for monthly/quarterly forums, and package onepage dashboard briefs

What are we looking for?

We are looking for a highly ambitious individual a passion in public health, willing and able to learn by doing in a very demanding position. In particular, we are looking for.

Qualification and Qualification

Bachelor’s in public health, Health Informatics, Information Systems, or related field; master’s preferred.

6–8+ years in digital health/HMIS/M&E in Low and MiddleIncome Countries; demonstrated use of DHIS2 dashboards (pivot/visualizer) and community HIS (e.g., SPICE/COMMeMR).

Proven coordination with MOH/DHMT, digital health partners and multipartner consortia; experience with device/MDM and field support.

Strong facilitation/training and changemanagement skills; concise briefwriting and meeting design for decisionmaking.

Commitment to inclusive practices and safeguarding; willingness to travel frequently to districts and hardtoreach areas.
