Strategic Information Officer (SI Officer)

Jhpiego is an international, non-profit health organization affiliated with Johns Hopkins University. For 40 years and in over 155 countries, Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe for the past 40 years in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development (both Pre-service and in-service), family planning, malaria, and IPC/WASH.
The Global Reach II project is a five-year global HRSA-funded project, which started in October 2021. It employs an iterative approach based on a country’s needs, informed by clients and beneficiaries, targeting high-priority
populations and low-coverage and poor-performing areas to achieve HIV epidemic control. In Sierra Leone, Global Reach II works with the government and builds local capacity to identify and implement proven solutions where they exist and develop innovative solutions to overcome persistent barriers that affect HIV services. Global Reach II will develop the capacity of the interdisciplinary health workforce to provide quality, client-centred care, ensuring that individuals will be informed and empowered to access services, receive high-quality care, adhere to treatment, and remain in care, ultimately contributing to the achievement of HIV epidemic control in Sierra Leone.
We are currently looking for a suitable candidate to fill the following position:
Position: Strategic Information Officer (SI Officer) (1 position)
Job Location: Kambia
Reports to: Senior Program Manager/District Coordinator Kambia, with technical oversight from the Technical Advisor
Strategic Information.
Position Overview:
The SI Officer will assist in the design, implementation and supervision of monitoring and evaluation activities at the field offices. She/he will ensure that the quality of program/project monitoring and evaluation in the sites by supporting the development and implementation of appropriate mechanisms and tools to ensure quality. The candidate will produce monthly, quarterly and annual monitoring and evaluation reports based on agreed indicators that will guide decision-making and program implementation.
Duties and Responsibilities:
 Work with program teams to implement monitoring strategies and action plans to ensure continued monitoring of program achievement against targets
 Conduct routine monitoring visits to project sites, including the conduct of data quality assessments using official tools, assist in the preparation of monthly reports, and provide supportive supervision.
 Work with local partners to support the correct implementation and use of monitoring and evaluation tools, and
adherence to complete, correct and timely reporting.

 Ensure proper management of data recording and reporting tools, and ensure excellent documentation
 Support teams to implement appropriate systems and tools to conduct monitoring activities
 In collaboration with program staff and counterparts, support the implementation of M&E strategies and framework
 Ensure data collection and evaluation tools are implemented with fidelity and consistency
 Implement data quality improvement protocol, systems, and tools as required by the project
 Support the implementation of data management systems for each project with clear tools, processes and roles, and responsibilities
 Participate in the analysis of data (e.g. routine data, evaluation results, or learning activities) and regular review process against indicators and performance monitoring plan
 Contribute to program reporting and related documentation needs for assigned technical areas
 Conduct monthly Data Review Meeting with the District Health Management Team (DHMT)
 Other duties as assigned which contribute to the realization of the program deliverables.
Required Qualifications:
 A first degree in Statistics/Mathematics, Epidemiology, Public Health or related disciplines.
 Minimum of 3 years’ experience in handling biostatistics and/or monitoring and evaluation programs
 Experience in Monitoring and Evaluation of reproductive health or HIV/AIDS programs in developing countries.
 Experience working with local partners, including NGOs and CBOs, and knowledge of the local context essential, familiarity with USG programs preferred.
 Previous experience providing M&E expertise on donor-funded programs, especially PEPFAR will be an added
advantage.
Preferred Abilities/Skills:
 Familiarity with Sierra Leone health systems and reporting structure and demonstrated ability to collaborate with government-level officials to strengthen program implementation
 Demonstrated ability in working and collaborating with a wide range of local and international partner organizations
 Excellent skills in facilitation, team building, and coordination
 Excellent writing and communications skills including analytical skills and experience to identify, evaluate and
document best practices
 Ability to work effectively with diverse international teams and willingness to learn and empower others
 Be cooperative, hardworking, flexible and dependable
 Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
 Ability and willingness to travel frequently to implementation districts, regions, and health facilities providing HIV prevention and treatment services
