JOB DESCRIPTION

 

JOB TITLE Information Technology Officer
LOCATION Freetown, Sierra Leone, with occasional travel to district offices,  schools, partner institutions and programme locations as required.
REPORTING AND  MANAGEMENTReports to the IT Manager and works closely with all programme,  finance, operations, MERL and leadership teams.  

Collaborates with external service providers, software vendors,  telecommunications providers, government counterparts and other  stakeholders on technology-related matters.

JOB SUMMARY This role sits within the forthcoming Leaders in Teaching (LiT) Sierra  Leone programme, a Government of Sierra Leone initiative to be  implemented by Lɛ Wi Lan (LWL), in partnership with Transforming  Teaching, Education and Learning (T-TEL) and other partners, with  funding support from the Mastercard Foundation.  

LWL is a Sierra Leonean-led organisation committed to advancing  education transformation nationally. Its vision is transformed  education for development in Sierra Leone, and its mission is to  provide educational technical assistance in close partnership with  government to promote quality education and inclusive growth. 

The Information Technology Officer will provide day-to-day technical  support and contribute to the effective management of the  organisation’s ICT infrastructure, systems, networks, hardware,  software and digital platforms. The role will ensure that staff have  secure, reliable and efficient technology services to support  programme delivery and organisational operations.  

The post-holder will support cybersecurity, user support, systems  administration, data management, technology procurement and  digital transformation initiatives while promoting compliance with  organisational IT policies and best practices.

ESSENTIAL JOB  

RESPONSIBILITIES  (Will include but not  be limited to)

1. IT Support and Service Delivery 

• Provide first and second-line technical support to staff. • Install, configure and maintain computers, printers and peripherals. • Troubleshoot hardware, software and connectivity issues. 

2. Systems and Network Administration 

• Support administration of networks, servers, cloud platforms and  communication systems. 

• Monitor system performance and service availability. 

• Maintain user accounts, permissions and access controls. • Support the management of internet service provider relationships,  connectivity performance, service issues and related documentation.

 

3. Cybersecurity and Data Protection 

• Implement cybersecurity controls and good practices. • Support backup, disaster recovery and business continuity  processes. 

• Monitor and report security incidents and vulnerabilities. 

4. Digital Systems and Information Management 

• Support organisational databases, collaboration platforms and  business applications. 

• Assist with data management, storage, security and accessibility. • Support adoption of digital tools and technology solutions. 

5. Asset Management and Procurement 

• Maintain ICT asset inventories and equipment records. • Support procurement, installation and replacement of ICT  equipment and services. 

6. Training and Capacity Building 

• Deliver user orientation and training on ICT systems and  applications. 

• Develop user guides and technical documentation. 

7. Other Duties 

• Undertake any other reasonable duties assigned by the IT Manager.

CANDIDATE  

SPECIFICATION

• Bachelor’s degree in Information Technology, Computer Science,  Information Systems, Computer Engineering or related field. • Minimum 5 years of relevant professional experience in ICT support  and systems administration. 

• Experience managing Microsoft 365, Windows environments and  cloud-based systems. 

• Knowledge of networking, cybersecurity, data protection and ICT  infrastructure. 

• Strong troubleshooting, problem-solving and customer service skills. • Experience supporting organisational databases, collaboration  platforms and business applications. 

• Excellent communication and documentation skills. 

• Relevant professional certifications are an advantage. • Commitment to safeguarding, data privacy and ethical use of  technology.
