Job title:   Administrative and Human Resource Manager

Report to: Executive Director

Location: Main Office, Freetown with occasional visit to the field offices

Start date: October 2026

Job summary

The Administrative and Human Resource Manager to oversee the organization’s administrative and human resource functions. He/She will play a key role in ensuring efficient office operations, effective human resource management, and compliance with organizational policies and labour laws. He/she will be a member of the senior management team.

Main job responsibilities

  • Manage all administrative operations to ensure efficient office management.
  • Develop/review and implement HR policies, procedures, and systems.
  • Coordinate recruitment, selection, onboarding, staff orientation and performance evaluation.
  • Oversee employee performance management, training, and professional development.
  • Maintain personnel records and ensure compliance with labour laws and organizational policies.
  • Prepare HR reports, budgets, and administrative reports.
  • Manage employee relations, disciplinary matters, and conflict resolution.
  • Coordinate procurement, asset management, and office logistics.
  • Supervise administrative staff and ensure high standards of service delivery.
  • Ensure Management and Board minutes are prepared and submitted on time. 
  • Negotiate related contracts, manage relevant vendor relationships.
  • Perform any other duties assigned by Management.

Qualifications

Education:

An Admin and Human Resource Manager role is well suited to candidates with university qualifications of Master’s Degree in Social Sciences, Professional qualification such as Human Resource Management, Business Administration, Public Administration, Governance, or a related fields.

 

Experience:

Minimum of five (5) years’ proven experience in Administration and Human Resource Management and personal attributes to include the following below:

 

  1. Proven work experience as an Administrator and Human Resource Manager or similar roles. 
  2. Proven experience in developing and/or reviewing organizational policies and procedures.
  3. Strong knowledge of HR best practices and labour laws.
  4. Strong knowledge of procurement laws and procedures.
  5. Sharp ethics, with an ability to manage confidential documents.
  6. Integrity in the handling of the organizational resources.
  7. Excellent leadership, communication, interpersonal, problem-solving, and organizational skills.
  8. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
  9. Ability to work independently and under pressure while meeting deadlines.
