Construction companies are invited to site visit on the (25TH and 26^th of September 2026) where they are privileged to ask questions for better clarification.

This bid will be closed on the 30^th of September 2026 at around 5 PM. All the bidders are required to submit their bid documents at the MDM office, Makeni Highway, Kabala, Koinadugu District.

SCOPE OF WORK AND SPECIFICATION FOR THE REHABILITATION /CONSTRUCTION WASH FIT INFRASTRUCTURE AT KOINADUGU DISTRICT – GBENIKOROR CHP AND YIFFIN CHC.

INTRODUCTION

MDM is looking to engage local contractors for the rehabilitation/construction of WASH Component at Gbenikoro CHP and YIFFIN CHC – koindugu District. The work includes Rehabiltation/Construct a new well to provide a more reliable water source. Deepen the well by approximately one metre • Repair cracks in the well protection fence. • Install a new security gate and manhole cover. • Install a solar-powered submersible pump. • Connect the pump to the existing 5,000-litre storage tank. • Install complete plumbing to toilets and handwashing stations. • Install handwashing basins in the labour room and at the hospital entrance.• Disinfect the water source after rehabilitation.

OVERVIEW OF THE PROJECT.

MDM Sierra Leone is soliciting the services of qualified local service providers for the rehabilitation/construction of WASH Component at Gbenikoro CHP and YIFFIN CHC – koindugu District.

SCOPE OF WORK

The scope of work includes rehabilitation/construction of WASH Component at Gbenikoro CHP and YIFFIN CHC – koindugu District.

The works as described in the specifications and schedule of bill of quantities contained in the tender documents will consist of, but not be limited to, the works and activities mentioned below:

SITE MOBILIZATION:

Site Preparation hand dug well sites, clearing of well sites of trees, bush, undergrowth or other vegetation obstructing the execution of all contractual works

EXCAVATION AND CLEARING OF WELL;

Clearing of water Hand dug well facility to remove objects and mud served as a settlement in the water facility. Excavate bedrock Ditto, maximum depth not exceeding 6.00m.

CONCRETE WORKS;

Reinforced in-situ concrete (1:2:4-20mmaggregate) in 1200mm internal diameter circular caisson with 100mm thick walls and weep holes and cutting edge poured in segments not exceeding 1m high. Reinforced in-situ concrete (1:2:4-20mmaggregate) Concrete work on apron.

BLOCK WORK;

Demolish damaged section of the exisiting fence and use sandcrete 6inches block beded with cement and sand mortar to construct perimeter fence around the well.-GBENIKORO. Also use the Sandcrete blocks bedded in cement mortar (1.6) for drainage channel 300mm wide and a 1x1m soak-away pit. Plastered on both faces.

METAL INSTALLATIONS.

Provide and fix metal gate to fence 0.9m x 1.0m complete with fixing accessories & padlock. Metal manhole cover with padlock, Overall size 600mm x 600mm.

SUBMERSIBLE PUMP AND PLUMBING INSTALLATION.

supply and install water level sensor pump 2.5 hp pressure aiding the flow of water from the source to the elevated tank.

Provision for plumbing installation enabling reticulation of water to the labour ward, toilet  and hand washing facilities, and other critical location within the health facilities as directed by the supervisor

Provision for the replace of damaged toilet, shower and hand washing components within the labour room and other locations within the facility.

SOLAR ELECTRIFICATION TO SUPPORT HEALTH FACILITY AND WATER SYSTEM

Solar hybrid inverter  controller AC with soft start and frequency drive  for the above pump.

Supply and installation of solar batteries

1500 Watt mono or poly crystalline solar modules(6 solar panel 250W each)

MATERIAL REQUIREMENT

Where possible, locally available materials of approved quality will be used for the construction work. In absence of availability of approved material, additional materials should be purchased from local suppliers.

HEALTH AND SAFETY AT SITE

The health and safety plan for the construction phase, which is to be prepared by the Contractor, shall meet with international standards and the safety plan shall be approved by the

Employer before physically commencing works at Site. Contractor’s health and safety plan shall be guided by the issues of this subsection and the otherwise contained information and requirements of the Contract. The bidder has to submit along with the bid a written project specific Health and Safety Policy.

The Contractor shall take all measures to safeguard the health and welfare of the persons entitled to be at Site and shall ensure that the Works are carried out in a safe and efficient manner. The Contractor shall install proper barriers to separate working area from the surrounding areas.

The health and safety plan must be aimed at improving the overall management and coordination

of health, safety and welfare throughout the Works to avoid serious and fatal accidents and cases of health challenges and requires the production of certain documents, namely the health and safety plan. Contractor shall ensure that everybody is aware and informed of the plan and moreover that everybody is reminded of the health and safety plan.

The Contractor is required to develop the health and safety plan before work starts.

SPECIFICATION OF MATERIALS AND PROCEDURES.

The contractor is responsible to procure all the materials needed for the rehabilitation/construction of WASH Component for the work. All the materials especially the submasive water pump need to deliver at the MDM Logistics office for inspection before conveying it to the site.

FORMWORK

The formwork shall be of , steel or other suitable and approved material, impervious and resistant to the action of cement. The formwork shall be constructed and

supported in such a way that there is no crack around the fence of the wells. The installation of solar-powered pumping systems, rehabilitation of civil structures, extension of

plumbing networks, installation of handwashing facilities, and implementation of water quality

monitoring will substantially improve the availability and safety of water at both facilities and to reduce water shortages during the dry season.

Inspection of Formwork during rehabiliation.

The engineer and Logistics team shall be responsible to inspect all the rehabilitation work of the WASH Component at these two communities. The Formwork shall be continuously inspected by experienced staff of the Contractor for undue settlement or distortion.

Code of Ethics and Good Commercial Practices – MdM-ES

 Introduction:

 Medicos del Mundo-España (MdM-ES) is an independent organisation that seeks to implement the right to healthcare for everyone, in particular for populations at risk, who suffer discrimination or who are victims of natural disasters, famines, illnesses, armed conflicts or political violence. The main mission of the volunteers and the professionals who are part of our organisation is to work towards achieving the fundamental right of health and for the promotion of a decent life for all humans.

 Principles of the procedures of procurement of MdM-ES and criteria for selection:

• Transparency
• Equal treatment for suppliers

The standard criteria for selecting a supplier are as follows:

• The authorisation to sell goods/services in the country
• The technical expertise
• The economic and financial capacity
• The validation of quality standards by independent bodies (especially regarding pharmaceuticals, hardware and medical equipment)

The common criteria for awarding contracts are as follows:

• Automatic assignment (the most economic offer meeting all the required conditions)
• Best quality-price ratio
• Product quality
• Traceability of products
• Compliance with the rules on RSC (Corporate Social Responsibility)
• Environmental criteria

Section 1: Obligation of confidentiality

The supplier of goods or services agrees to keep strict confidentiality and not to disclose any information, document, data or concept that came to its knowledge within the framework of its business relationship with MdM-ES, except for verification and audit procedures that may be conducted pursuant to the section 4 of the present Code of Ethics. The supplier takes responsibility for itself and for its potential staff and subcontractors.

Any information submitted in any medium whatsoever regarding MDM-ES, its delegations or its staff, as well as the databases created by MDM-ES are confidential for the Supplier, who agrees to not to disclose or publicize them.

The Supplier agrees to keep strictly confidential all the documents and information of any nature whatsoever that were received from MDM-ES.

In general terms, for the duration of the contract and within ten (10) years following the termination of the contract for any reason whatsoever, the supplier renounces, on behalf of itself and its staff, to any disclosure and to make any private or public statement that may adversely affect MDM-ES, its activities, its image, etc. or which could breach the aforementioned obligation of confidentiality.

Section 2: Ethics and Practices

The supplier of goods or services certifies on signing the contract and agrees throughout its entire execution to what follows:

• Not to have a personal relationship with an employee of MdM-ES or of a member structure of the MdM network and not to be directly or indirectly involved in a conflict of interests.
• In the event of any such relationship, the supplier shall promptly notify so that measures can be implemented to rectify any conflict-of-interest situation that may arise.
• Abstain from any relationship that could jeopardize its self-sufficiency and that of its collaborators.
• Not to be in one of the following situations: cessation of work, criminal conviction or serious misconduct due to non-compliance with its contractual obligations in accordance with the contract in force.
• Prevent, denounce and take strong and effective actions against sexual assault, harassment and exploitation, gender discrimination, moral harassment, abuse of authority and, more broadly, against any conduct referred to in the Protocol of Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) that the supplier expressly states to have faced or known before signing a contract with MdM-ES, with regard to any person involved in the business activity (employee, volunteer, partner…) under the terms described in the aforementioned Protocol or in any other policy and following any equivalent protective mechanism implemented by the supplier within the organisation;
• Respect in all cases the regulations applicable to the prevention of money laundering, money laundering and the financing of terrorism, applying the levels of due diligence required by the regulations in this area.
• Not to use the funds allocated in virtue of the contract for conducting terrorist activities or giving financial support to partners who commit them.
• Not to enter into a business relationship with a person, group or entity listed for international financial sanctions (particularly including the lists created to fight against terrorist financing);
• To fulfil its legal duties in relation to the payment of taxes and social security contributions in accordance with the applicable laws.
• During the execution of the contract, to comply with all the legislation, decisions and any other regulations of the Country or Countries where the supplier is registered and those of the country where the provision of services and/or the delivery of purchased products is conducted which are likely to affect it in any way whatsoever or to be applied to the operations and activities established in the contract.
• To observe and to ensure the observance by its employees of the fundamental rights, the human dignity and, most notably, the regulations of the international labour law from the International Labour Organisation with regard to social issues, health and security; to comply with the conventions on freedom of association and collective bargaining, on abolition of forced and compulsory labour, on eradication of discriminatory behaviours in respect of employment and occupation and on abolition of child labour;
• Not to contravene the religious, cultural and political customs and practices pertaining to the country or the countries where the contract shall be executed.
• Avoid any relationship with a party to a conflict and not to be involved in the provision and transportation of weapons and/or landmines and the unethical exploitation of natural resources, especially regarding sensitive goods such as precious metals and stones and rare earths.
• To prohibit itself and its employees from engaging in corrupt practices of any nature whatsoever within the framework of the awarding and execution of the present contract. The supplier of goods or services guarantees full transparency in the implementation of the procurement procedures.

In general terms, to enforce the principles of transparency and against fraud and corruption in any activity performed under the terms of the present contract. For this purpose, the supplier shall apply its own policy on fraud and corruption or, alternatively, the policy of this Code of Ethics and Good Commercial Practices of MdM-ES, which the supplier declares to have received and read.

Any evidence of non-compliance with the clauses of a contract and its schedules, particularly with those stipulated in the present Code of Ethics, as well as any failure to fulfil its obligations during the execution of a contract would constitute reasons for its cancellation by MdM-ES without prior written notice.

The supplier of goods or services agrees to do everything in its power so that the suppliers who participate in the execution of the Project and incur costs within the framework of the project’s budget comply with these ethical rules.

Unless previously authorised in written by MDM-ES, the Supplier/ Service Provider and its employees or any other company to which the Supplier/ Service Provider is linked or associated, do not have standing to conduct services, perform works or deliver supplies other than those provided for in the Contract.

This prohibition also applies, if necessary, to other projects that could, given the nature of the contract, lead the supplier of goods or services to a situation of conflict of interests.

The supplier of goods or services agrees to act impartially at all times and as a loyal advisor in conformity with the code of ethics or of good practices concerning its profession where appropriate. Furthermore, the supplier abstains from making public statements regarding the projects and the supply of goods or services subject to this contract without prior approval by MdM-ES and agrees to not to engage MdM-ES in any way whatsoever without its prior permission in written.

MDM-ES reserves the right to use international supplier screening tools in order to verify whether they are involved in unethical or illegal activities.

Section 3: Anti-corruption policy

MdM-ES has a Procedure against fraud, corruption, and irregular conduct that serves to guarantee the confidentiality of reports. It can be used by anyone who wishes to report irregular conduct (fraud, corruption, collusion, criminal organization, immoral practices, etc.).

The procedure is explained in detail in the document ‘Anti-Fraud and Corruption/Irregular Conduct Procedure of Médicos del Mundo‘ which is available on the MdM-ES website (in Spanish). For external complaints, a reporting channel has been enabled on the organization’s website, accessible through the Home menu >> Quiénes somos>> Transparencia >> Gestión Ética, or with a direct button to the reporting channel in the footer of Médicos del Mundo’s homepage (URL: https://www.sofidya.com/medicosdelmundo/canal-denuncias).

In view of processing the received information, notifications must be as accurate as possible, providing personal data, locations, dates, amounts, values, etc. If this does not pose a danger, and as long as it is done legally, gather as much evidence as possible. All reporting will be processed confidentially to the extent permitted by law.

The supplier expressly declares having received and read the MDM-ES’ policy against fraud and corruption before having signed any contract.

The remuneration of the supplier of goods or services within the framework of a contract is its only remuneration in virtue of the signed contract or purchase order.

The supplier of goods or services and its staff must abstain from conducting any activity or obtaining any advantage that may conflict its obligations towards MdM-ES.

The supplier certifies not to be involved in legal proceedings or in any legal action on behalf of the company or on behalf of any other person or entity, against the company, on the grounds of fraud, corruption, bribery or any other illegal activity. Furthermore, the supplier certifies not to have been convicted of any of the aforementioned practices on any occasion whatsoever.

In the event of finding corrupt practices of any type whatsoever at any stage during the supplier selection process, the signing and the execution of the contract, MdM-ES reserves the right to cancel the contract and, when appropriate according to the seriousness of the facts found, to permanently exclude the supplier from the contracts signed with MDM-ES.

For the purpose of the present provision, a corrupt practice refers to any proposal to offer or any consent to offer to anyone an illegal payment, gift, bonus or commission as an inducement or reward for committing or for refraining from committing acts in relation to the awarding or the execution of a contract with MdM-ES.

Any offer shall be rejected and any contract shall be cancelled if it is found that its awarding or execution led to the payment of extraordinary business expenses. Extraordinary business expenses is used to refer to any commission not mentioned in the contract, any commission that does not pay a real and legitimate service, any commission diverted to a tax haven, sent to a recipient who is not clearly identified or to a company with the appearance of a shell company.

The supplier of goods or services agrees to provide MdM-ES, upon its request, all the supporting documentation related to the conditions of execution of the contract.

MdM-ES can conduct any documentary inspection and on-site inspection that it may deem necessary for collecting evidence of a presumption of extraordinary business expenses.

The supplier who incurs extraordinary business expenses within the framework of projects funded by MDM-ES may be subject to, according to the seriousness of the found facts, the cancellation of the contract or its permanent exclusion from the contracts signed with MDM-ES.

Section 4: Verification and audit

In order to authorise the verification of the aforementioned items and to allow audits, the supplier of goods or services guarantees an appropriate right of access to its financial and accounting documents to MdM-ES and, if necessary, to the European Commission, the European Anti-fraud Office and the Court of Auditors, as well as to any other institutional funder of projects or programmes where the present contract or purchase order is included.

Supplier Screening Procedure

To prevent risks related to money laundering, the financing of illicit activities, and support for terrorism, Médecins du Monde carries out a screening procedure before signing any firm order or contract with suppliers of services, works, or goods whose economic commitment exceeds €10,000, or for lower amounts if required by the donor. This verification, managed by the Logistics and Procurement Unit, covers the company (name, country, date of incorporation) as well as its legal representatives (identity, nationality, residence). Written consent for this screening is also requested. The screening is repeated annually at the beginning of each year.

Section 5: Sanctions

The non-compliance of a one or more ethical clauses could constitute reasons for the exclusion of the supplier of goods or services from other contracts signed with MdM-ES and the imposition of sanctions and, most notably, the cancellation of the contract establishing its business relationship with MdM-ES.

The motif of misconduct by the supplier shall be notified to the relevant civil or trade authorities.

The supplier declares to have read, understood and accepted the present Conditions of Ethics and Good Commercial Practices of MdM-Spain attached to the contract and purchase orders signed with MdM-ES. MdM-ES reserves the right to cancel the contract(s) and any order made at any time. This cancellation shall not generate any right or remuneration in favour of the supplier if the supplier implemented practices that do not comply with the present Conditions of Ethics and Good Commercial Practices of MdM-ES.
