PSI Sierra Leone is implementing innovative digital health programming to improve access to and use of essential health services. PSI Sierra Leone seeks a Digital Health Officer with a strong ICT background and practical experience in DHIS2, ComEMR and SPICE to support the implementation, maintenance, user adoption, data quality and integration of digital health platforms across supported districts.
The Digital Health Officer will work closely with the Digital Health Manager, Ministry of Health/DPPI and DPHC, CHW Hub, DHMTs, digital health partners and field teams to ensure that digital platforms are functional, users are supported, devices are properly managed, and quality data flows from community and facility levels into routine health information systems.

Your contribution
The person will:
The Digital Health Officer will:
- Support the implementation and routine use of ComEMR at community and primary healthcare levels.
- Provide technical support to CHWs, Peer Supervisors, PHU staff and field officers on the use of ComEMR applications.
- Support the mapping of data flows from ComEMR → CHWs/Peer Supervisors → PHUs → DHMTs → DHIS2.
- Support ComEMR implementation, user onboarding, configuration, UAT, troubleshooting and go-live activities.
- Provide first-line technical support for application access, user accounts, synchronization, connectivity and other system issues.
- Maintain the digital device registry, including phone assignment, IMEI records, user details and device status.
- Support Mobile Device Management (MDM) enrollment, configuration and compliance for smartphones and tablets used by field teams.
- Support troubleshooting of device, application, connectivity and synchronization problems and escalate complex issues to the Digital Health Manager, Medtronic LABS or other technical partners.
- Assist with the configuration and deployment of phones for ComEMR and MDM.
- Support user verification and reconciliation against approved CHW and Peer Supervisor master lists.
- Participate in digital health training, refresher training, mentorship and supportive supervision.
- Assist with preparation of DHIS2 dashboards, ComEMR/SPICE reports, data summaries and one-page briefs for program review meetings.
- Support monthly data review meetings at chiefdom/community level and quarterly district reviews.
- Document technical issues, resolutions, system enhancements and lessons learned in a digital health issue/action tracker.
- Support adherence to data protection and information security requirements, including appropriate user access, passwords/PINs and responsible handling of personal information.
- Undertake regular field visits to support digital health implementation in districts and hard-to-reach locations.

What Are We Looking For?
We are looking for a technically strong and field-oriented professional with a background in ICT, Information Systems, Health Informatics or a related discipline, who is passionate about applying technology to strengthen public health systems.
Qualifications
- Bachelor’s degree in Information Technology, Information Systems, Computer Science, Health Informatics, ICT or a related field.
- Practical experience working with DHIS2, including data entry, validation, dashboards, Pivot Tables/Visualizations and routine reporting.
- Practical experience with community health information systems such as ComEMR.
- Experience providing ICT and digital health support to health workers, CHWs, Peer Supervisors and district health teams.
- Experience with Android devices, device configuration, MDM, mobile applications and connectivity troubleshooting.
- Experience supporting digital health training, user acceptance testing, deployment and post-deployment support.
- Understanding of HMIS, community health information systems and health data flows.
- Experience working with Ministry of Health, DHMTs, CHW programs and development/implementing partners is desirable.
- Knowledge of data protection, user access management and basic information security principles.
- Strong analytical, troubleshooting, communication and report-writing skills.
- Willingness to stay in the implementation districts and hard-to-reach communities.
Preferred Experience
The ideal candidate should be able to demonstrate practical experience in:
ICT → DHIS2 → ComEMR → MDM/Devices → Data Quality → Field Support
Suggested Reporting Line
Works closely with: MOH/DPPI, DPHC, CHW Hub, DHMTs, M&E team, ICT team, Medtronic LABS and other digital health partners.
This framing makes the position much closer to an ICT/Digital Health implementation officer, which fits someone with strong ICT training plus practical DHIS2, ComEMR, device/MDM and field implementation experience
