CONSULTANCY ADVERSTISEMENT

 

FOR ENGINEER FOR SUPERVISION OF REHABILITATION AND CONSTRUCTION OF HEALTH FACILITIES WASH INFRASTRUCTURE

Service description: Engineer (CIVIL  Engineer) or engineering consultancy company to supervise rehabilitation and construction work.

 

Duty Station: Kabala, with frequent travel to selected PHUs in Koinadugu District
Type of Contract: Consultancy / Service Contract

Duration of the assignments: 3 months

 

  1. Background Activities.

Medicos del Mundo (MdM) Sierra Leone intends to rehabilitate WASH infrastructure in two primary healthcare facilities, to improve access to safe and reliable water Koinadugu District. The intended scope of work includes the rehabilitation/construction of two (2) wells to provide more reliable water supply with other specific details outlined below: 

  • Repair cracks in the well protection fence
  • Install a new security gate and manhole cover
  • Install a solar power submersible pump.
  • Connect the pump to the existing 5000-liter storage water tank
  • Install complete plumbing to the toilet and handwashing stations.
  • Install handwashing basins in the labor room and at the hospital entrance.
  • Conduct pre- and post-rehabilitation water quality testing
  • Disinfect water source after rehabilitation.

 

MdM seeks to recruit a qualified Engineer (Civil Engineer or Architect) to provide technical design support and supervision of the rehabilitation and construction works, ensuring compliance with Ministry of Health  (MoH) standards, local council requirements, and MdM quality and safety standards.

 

  1. Objective of the Assignment

The overall objective is to ensure that all rehabilitation and construction work is:

  • Technically sound and compliant with Sierra Leone building regulations and MoH norms; and with district councils standards.
  • Completed within three months September 2026 to 30th November 2026 within budget and required quality standards.
  • Implemented following environmental, WASH, safety, and infection prevention standards applicable to health facilities.
  • To ensure there is adequate running water within the facilities.
  • To ensure all the background activities are fully implemented.

 

  1. Scope of Services and Responsibilities

The Engineer will be responsible for planning, technical design support, tendering assistance, and supervision of construction and rehabilitation WASH system in the health facilities.

 

Specifically, the Engineer shall:

  • Provide technical oversight for the rehabilitation of two wells at the two (2) health facilities in Koinadugu Districts ( Yiffin CHC and Gbenikoro CHP
  • Ensure compliance with MoH infrastructure guidelines, WASH standards, environmental regulations, and MdM internal procedures;
  • Support MdM in the preparation of technical documents and tender dossiers for selection of contractors.
  • Supervise contractors and ensure quality control throughout project implementation.

 

  1. Specific Duties

4.1 Construction and Engineering Supervision

  • Conduct technical assessments, feasibility studies, and site investigations for the targeted health facilities;
  • Provide technical advice and assistance in the preparation, coordination, and submission of the administrative and regulatory authorizations required for the implementation of the defined works.
  • Review and/or develop architectural and structural designs, drawings, and technical specifications in line with MoH WASH standards;
  • Prepare or validate Bills of Quantities (BOQs) and technical inputs for tender dossiers where necessary.
  • Support and supervise tendering and contractor(s) selection processes in collaboration with MdM staff.
  • Carry out regular site supervision visits to the two sites of rehabilitation Gbenikoro CHP and Yiffin CHC at least 3 time per month to monitor progress, and ensure adherence to approved specifications, timelines, and budgets;
  • Certify completed works and verify contractor payment requests;
  • Identify, document, and ensure correction of any defects or quality and safety deficiencies;
  • Coordinate closely with MdM staff, contractors, and suppliers;
  • Participate in technical meetings with District Health Management Teams (DHMTs), District Council, local authorities, and other stakeholders as required;
  • Prepare and submit monthly technical progress reports to the Country Coordinator.

 

4.2 Additional WASH Components

  • Assess, design, and supervise Water, Sanitation and Hygiene (WASH) components within health facilities, including water supply systems, sanitation facilities, drainage, and waste management;
  • Ensure WASH infrastructure meets MoH, WHO, and national IPC standards for health facilities;
  • Supervise and support the work of the WASH and Construction Supervisor, ensuring tasks are executed correctly;
  • Promote and integrate Community-Led Total Sanitation (CLTS) approaches where relevant;
  • Participate in district-level WASH coordination meetings when required;
  • Compile and submit progress reports as part of monthly reporting.

 

  1. Reporting:

 

The Engineer will report directly to the Country Coordinator and will submit:

  • Monthly technical progress reports;
  • Site visit reports and photographic documentation;
  • Final completion and handover reports for each facility.

 

  1. Confidentiality and Conduct:
  • Maintain strict confidentiality of all project documents and information;
  • Comply with MdM staff regulations, safeguarding and PSEAH policies, and code of conduct;
  • Perform additional related tasks as reasonably requested by MDM

 

  1. Required Qualifications and Experience
    • University degree or professional qualification in Civil Engineering or Architecture.
    • Registered with a recognized professional body in Sierra Leone (advantage);
    • Minimum 5 years’ experience in construction and rehabilitation of public or health infrastructure;-WASH
    • Demonstrated experience in health facility construction and/or WASH infrastructure;
    • Experience working with INGOs or NGOs and familiarity with donor-funded construction projects;
    • Proven experience in tendering procedures and contractor supervision;
    • Strong knowledge of MoHS standards, WASH norms, and occupational health and safety;
    • Experience working in rural and hard-to-reach areas of Sierra Leone;
    • Proficiency in Microsoft Office and basic reporting tools;
    • Fluency in English and Krio (written and spoken);
    • Strong communication, organizational, and reporting skills;
  • High level of professionalism, flexibility, and commitment to humanitarian principles.

 

  1. Financial Proposal (Price Quotation):

Interested candidates/suppliers must submit:

    • A financial quotation, inclusive of all applicable taxes;
    •  Action Plan for the supervision of the two projects site in Koinadugu District ( Gbenikoro CHP and Yiffin CHC respectively. Confirmation that the quoted price includes all professional fees, transportation fees, or any other costs related to the service;
    • MdM will not cover accommodation, food, or transportation costs. Furthermore, no equipment will be provided by MdM, and the consultant shall be responsible for having all equipment required for the proper execution of this assignment
  • Transportation to project sites may be facilitated using MdM vehicles for the site visit but for subsequent supervision or monitoring the work will or Bikes based in Kabala, subject to availability.
