JOB DESCRIPTION 

JOB TITLE: Finance and Admin Officer 

LOCATION: Freetown 

REPORTS TO: Finance and Operations Manager 

DURATION: 1year, with possible extension, starting as soon as possible

Purpose of Job 

To support our growing financial, accounting and administrative work ensuring compliance with BBC Media Action’s Finance, HR, and Operations policies and procedures as well as requirements from donors and Government of Sierra Leone.

Who we’re looking for 

  • Relevant accounting qualifications. 
  • At least 2 -3 years’ financial management experience, preferably with an NGO. 
  • Proven ability to manage multiple priorities at the same time. 
  • Experience of managing multiple budgets at the same time. 
  • Experience of working with and reporting to international donors 
  • Working knowledge of donor compliance rules and regulations 
  • Good interpersonal skills to establish effective working relationships with financial and non-financial staff within the organisation and key stakeholders externally. 
  • Able to communicate effectively at all levels within the organisation. 
  • Excellent IT skills with experience of operating computer-based financial management systems. 
  • Competent to an advanced level in Microsoft Excel. 
  • Strong team player: able to work effectively under pressure, demonstrate patience to team members, explain financial responsibilities to team members, train others in financial management 
  • Willingness and ability to take the initiative in identifying problems, suggesting solutions, and implementing agreed solutions. 
  • Fluency in written and spoken English.
  • An eye for detail and a concern for accuracy, together with the ability to keep sight of the broad picture. 

Main Finance Duties: 80%

  • Accounting: Payment processing, expenditure tracking, compliance.
  • Cash & Bank: Liaise with banks, reconcile accounts, manage petty cash.
  • Budgeting & Reporting: Assist in Preparing forecasts, monitor usage, assist in donor reporting.
  • Payroll: Manage payroll and related matters.
  • Compliance: Ensure statutory (taxes, NASSIT), donor, and internal policy compliance.
  • Capacity Building: Train non-Finance staff on compliance.

Administration Duties 20%

  • Oversee office resources (vehicles, IT equipment, stationery).
  • Maintain fuel stock level and support with asset register.
  • Provide administrative support for meetings, including minute-taking.
  • Coordinate vehicle servicing and usage reports.
