Job Summary: 

The GIS Officer supports CRS business systems by managing desktops, laptops, peripheral devices, and local file servers to ensure reliable user access and daily operations. The GIS Officer assists in managing geospatial data and mapping functions to enhance visibility, support evidence-based planning, and improve coordination among development actors. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. 

 

Roles and Key Responsibilities:

Database Administrator

  • Support the creation, configuration, and loading of development, test, and production databases based on established procedures.
  • Assist with database migration, data cleansing, and data preparation activities.
  • Maintain all spatial datasets, including administrative boundaries, partner activity locations, and hazard layers, and support 3W/4W mapping. 
  • Manages test and production database access controls.
  • Monitors production database performance and tunes databases to optimize performance.
  • Performs database maintenance, backup, and recovery tasks.
  • Assist in responding to database failures by performing initial troubleshooting and logging incidents for escalation.
  • Implement minor database changes as assigned.

Desktop Administrator

  • Install, configure, and maintain desktops, laptops, mobile devices, and peripheral devices following standard configurations.
  • Apply desktop/mobile configuration changes based on approved requests.
  • Follow documented installation, configuration, and maintenance procedures.
  • Assist in monitoring device performance and report capacity issues to senior administrators.
  • Support software inventory tracking, license monitoring, and compliance checks.
  • Run security updates, antivirus updates, and apply system patches as instructed.
  • Perform file server backups and routine maintenance tasks.

Networks, Servers, and Telecommunication Administrator

  • Assist in the installation, configuration, and routine maintenance of data networks, servers, and telecommunication systems based on predefined standards.
  • Apply approved network/server configuration changes under supervision.
  • Perform monitoring on network and server performance using standard tools.
  • Support troubleshooting for network/server incidents
  • Maintain hardware/software inventory records and support compliance checks.
  • Run routine security updates, patching, and antivirus deployments.
  • Perform basic backup and recovery procedures for network/server systems.
  • Work with service providers for basic issue resolution as requested.

Basic Qualifications

  • Bachelor’s degree in geography, geospatial science, GIS, environmental science, remote sensing, or a related field.
  • Two years’ experience in related area. Fresh graduates may be considered for the role.
  • Experience in in GIS mapping and analysis, geospatial data management, interactive digital maps for development or humanitarian applications.  
  • ITIL Foundation certification.

 

Preferred Qualifications

  • Successful completion of ITIL Practitioner: Planning, Protection and Optimization Exam desirable.

 

Knowledge, Skills and Abilities

  • Ability to configure and administer databases including MS SQL server databases.
  • Ability to maintain database documentation.
  • Proficient in QGIS or ArcGIS, Spatial analysis, geodatabase management, GPS/GNSS data collection and cleaning, and Web mapping (optional: Leaflet, Mapbox, ArcGIS Online).
  • Understanding of hazard mapping, land-use mapping, and development-sector 3W/4W mapping. 
  • Track record of reliable and consistent performance.
  • Team Player.
  • Good interpersonal and communication skills.
  • Flexibility.
  • Interest in evolving technologies.

 

Required Languages: Strong written and oral communication skills in English required.

Travel: Must be willing and able to travel up to 20%.

 

Supervisory Responsibilities: None

 

Key Working Relationships:  

Internal: Country Manager, MEAL Manager, Program Manager I & II, Safeguarding Technical Advisor, Local Leadership Coordinator, Finance Manager, Procurement Manager, Human Resources Manager, and Regional Technical advisors. 

External: Key coordination forums, donors, government ministries.
