JHPIEGO Sierra Leone invites sealed bids from qualified and eligible suppliers to submit a tender for the supply and Installation of various Equipment and Consumables. This ITT aims to enable JHPIEGO Sierra Leone to identify suppliers capable of providing high-quality Medical Equipment, Consumables, and ICT Equipment to support JHPIEGO’s MCGL Project Health Intervention in Sierra Leone.

 

LotItem Description
Lot 1Supply and Installation of Major Clinical Equipment:

EXAMPLE:

Anti-shock garment, Autoclave sterilizers (electric), Autoclave sterilizers (manual), Clinical Chemistry Analyzer, hematology Analyzer, Oxygen concentrator, Patient monitor, Pregnancy-specific blood pressure device, Resuscitation table – neonatal, Resuscitation table- neonatal with warmer, Scale- analog-adult, Scale -analog-baby, Scale-standing-stadiometer, Theatre overhead light, Vacuum Extractor, and E-MOTIVE trolley  (Emergency resuscitation trolley).

Lot 2Supply and Delivery of Minor Clinical Equipment:

EXAMPLE:

Surgical headlight, Pulse – Oximeter adult, Thermometer, Fetal dopler, bCPAP, Pulse Oximeter + neonatal probes, Neonatal oxygen flow meter, Neonatal Ambu bag, Bulb syringes, Syring pump, Infusion Pump, Heart Rate Monitor (Neonatal), Blood Sugar Monitor + strips, Breast Pump, Sterilizer for breast pump, Refrigerator for breastmilk, Rolling Crib beds, Phototherapy Machines, Transcutaneous Bilirubin Monitor, CPAP machine, Pulse- oximeter pediatric, Glucometer + strips, Haemocue Machine, and Haemocue Machine STRIPS.

Lot 3 Supply and Delivery of Medical Consumables:

EXAMPLE:

Blood bags, adult, Blood bags-pediatric, Uterine Balon Tamponate, Cord clamps, Foleys catheter, Suction catheter, Spinal Needles, Surgical blade, Sterile gauze ,Vicryl sutures, Surgical gowns, Naso Gastric Feeding Tubes, Feeding Cups, Oxygen nasal prongs, Temperature probes for resuscitaire, Pulse oximenter neonatal prongs, Naso Gastric Feeding tubes, Paediatric face masks, Oxygen Masks and Nasal prongs.

Lot 4Supply and Delivery of ICT Equipment:

EXAMPLE:

Power stabilizers UPS 5000 and Power stabilizers UPS 3000

 

Interested bidders can obtain the bidding document at the JHPIEGO National Office at #1 Sonia Drive, Hill Station (behind City Super Market), Freetown, Sierra Leone, or by sending an email to slprocurement@jhpiego.org. Starting from the 3rd to the 23rd of March 2026, between the hrs of 8:30 am and 4:30 pm daily. Please note that the Jhpiego office will not be open during weekends or public holidays.

Notes: Bidders may submit a proposal for a single lot or partial delivery.

        1. This competition is being conducted under the Jhpiego Open National Tender Procedure.

        2. The Contracting Authority for this procurement is Jhpiego, Sierra Leone Office

        3. This procurement is funded by the United States Department

        4. Submission of Tenders

Tenders must be delivered in the following way:

Bids must be submitted in a sealed envelope marked Supply and Delivery of Medical Equipment Consumables and ICT Equipment including the LOT Number (#) with the words ‘not be opened before the deadline, Wednesday the 25th March, 2026, at 2:30 pm GMT by the tender committee’ to the Private Tender Box located at the Jhpiego office at 1 Sonia Drive, Hill Station (Behind City Super Market), Freetown, Sierra Leone.

Envelopes may be sent through postal or courier services or delivered by hand and will be accepted during normal working hours. Please note that the Jhpiego office will not be open during weekends or public holidays.

  • Evaluation Criteria

Tenderers will be considered for participation in the Contract subject to the following qualification process:  

Minimum mandatory requirements of the document to be included in your submission:

  • Business profile
  • Business registration certificate
  • Valid City council certificate
  • Valid National Revenue Authority tax clearance certificate /Country of bidder
  • Valid NASSIT clearance certificate/Country of bidder
  • Valid Certificate of Registration with the Pharmacy Board of Sierra Leone/Country of bidder. Applicable for bidders bidding for Medical Consumables. Lot 3.
  • Evidence of experience in providing similar supplies (Preferably INGOs, UN organisations, Government Agencies, and other international institutions), including signed Purchase orders, Contracts, Delivery Notes, job completion certificates, recommendation letters, and details of referees, organization, contact name, email address, and telephone number.
  • Audited Financial Statement for the last three financial years
  • Manufacture Authorization: Were applicable for Medical equipment and ICT Equipment (Lot: 1, 2, and 4).
  • Manufacture Warranty for a period of 12 months after delivery. Applicable for Medical and ICT Equipment (Lots 1, 2, and 4).
  • Validity of Bid: Bid must be valid for a period of 90 days upon the submission of bids
  • Bidder must submit a bid security of 5% of the total bid price from a reputable commercial bank.
  • Submission of detailed specification, brochure, including pictures of the medical equipment, consumables, ICT equipment, and samples wherever possible. (Lots: 1, 2, 3, and 4).
  • Delivery period: Within 4 weeks after the issuance of the PO/signing of the contract
  • Delivery place: JHPIEGO Office, Freetown, Sierra Leone
  • After-sales services: confirmation to provide training/support on the use and maintenance of major equipment within the 12-month Warranty Period.
  • Items should be of the WHO standards
