Background

The EpiC Project, in collaboration with the Ministry of Health (MoH), the National Public Health Agency (NPHA), and District Health Management Teams (DHMTs), is supporting the pilot implementation of the Integrated Sample Transportation and Referral System (ISTS) in six high-priority districts. The pilot adopts a Hub-and-Spoke public/private courier model to strengthen the timely, safe, and efficient movement of diagnostic and public health samples from peripheral health facilities to district hubs and onward to designated testing laboratories. The system is designed to improve turnaround time, maintain sample integrity, strengthen chain of custody, and enhance outbreak detection and routine laboratory services. 

Position Summary

The Logistics/Transportation Assistant will support the day-to-day coordination and monitoring of sample transportation activities within the assigned district. Working closely with the DHMT, laboratory focal persons, contracted riders, transport providers, and health facilities, the incumbent will ensure the timely, safe, and efficient collection, referral, tracking, and documentation of samples in accordance with the Integrated Sample Transportation and Referral System guidelines.

Key Responsibilities

• Coordinate daily sample collection and referral between health facilities, district laboratory hubs, and designated testing laboratories. 
• Liaise with contracted motorcycle riders, transport providers, laboratory focal persons, and DHMTs to ensure timely sample movement. 
• Monitor adherence to transportation schedules, turnaround times, biosafety, cold-chain, and chain-of-custody requirements. 
• Track sample movement and maintain complete transportation records and documentation. 
• Support troubleshooting of transportation and logistics challenges and promptly escalate operational issues. 
• Prepare routine logistics and transportation performance reports and submit them to the Project and relevant government counterparts. 
• Support orientation and continuous engagement of transport providers, District Laboratory Leads, and facility focal persons on standard operating procedures. 
• Perform any other logistics-related duties assigned by the supervisor. 

Required Qualifications and Experience

• Diploma or Bachelor’s degree in Logistics, Supply Chain Management, Public Health, Laboratory Sciences, Business Administration, or another relevant field. 

• At least two (2) years of progressively responsible experience in logistics, transportation, supply chain and emergency response  programme operations. 
• Demonstrated experience coordinating transportation or field logistics, preferably within the public & private sectors. 
• Experience in fuel management, including fuel planning, consumption monitoring, reconciliation, and record keeping. 
• Ability and willingness to ride a motorcycle over long distances, including inter-district travel, to support field operations. 
• Possession of a valid motorcycle riding license and a clean driving record is mandatory. 
• Basic computer literacy, including proficiency in Microsoft Word, Excel, and email applications. 
• Strong organizational, communication, and problem-solving skills, with the ability to work independently under minimal supervision. 
• Willingness to undertake frequent and extensive travel to project implementation sites, including remote and hard-to-reach areas.
