Position: National Consultant – Human Rights Specialist

Assignment: Development of Sierra Leone’s Human Rights Multi-Year Plan (2026–2030)

Location: Sierra Leone

Duration: 25 working days

Overview

Human Rights-related barriers continue to hinder access to prevention, treatment, and care for HIV, TB, and malaria. The multilateral and bilateral funders, including the Global Fund to fight AIDS/HIV, TB and Malaria, recognize these challenges whilst facilitating interventions to mitigate the impact of HR and improve program effectiveness. . One such program, developed and implemented by the Global Fund, is Breaking Down Barriers.

Sierra Leone was selected among 20 countries to receive intensive support to scale up such programs. In 2017, a baseline assessment was conducted to identify barriers to HIV services and existing interventions. This informed the development of the country’s first Multi-Year Plan in 2019, to anchor the implementation of HR activities targeting improved service uptake. This was launched in 2021 under the leadership of the Human Rights Commission of Sierra Leone, covering 2020–2024, with an extension to 2025 to align with the National Strategic Plan (NSP).

The plan’s implementation has been supported by the Global Fund, civil society, affected communities, bilateral and multilateral partners, and technical experts through the Global Fund Grant Cycle 6 and Grant Cycle 7. The Steering Committee oversees the strategic planning, implementation, and annual performance scoring (KPI E1), which tracks progress implementation.

The current plan expired on 31 December 2025, a necessitating the development of a new multi-year plan to cover the period 2026 to 2030

The National HIV/AIDS Secretariat in Sierra Leone, under the leadership of the PR2 (World Vision International Sierra Leone), with support from the Global Fund and technical partners, invites applications from qualified national consultants with expertise in Human Rights and health systems to lead the process of the development of the new multi-year plan.

The selected consultant will support the development, validation, and launch of the 2026–2030 Multi-Year Plan to reduce Human Rights-Related barriers to HIV, TB, and Malaria services.

The consultant will work under the guidance of Global Fund Technical Advisors (national and international), NAS, and PR2 (World Vision International Sierra Leone), led by the Chief of Party, to come up with a comprehensive document that is context-specific in addressing SL HR challenges

 

Objectives

To support the development and validation of the 2026–2030 Multi-Year Plan to reduce human rights-related barriers to HIV TB and malaria services.

To develop an implementation plan/operation plan of the new multi-year plan

To facilitate the validation of the new HR multi-year plan and launch of the new Multi-Year Plan

 

Period of performance -25 working days

 

Scope of Work

The consultant will:

Develop a clear roadmap for completing the assigned task within the specified period

Create a stakeholder matrix that focuses on human resources in Sierra Leone.

Conduct consultative meetings with relevant stakeholders on HR implementation in Sierra Leone to gather information for developing the plan

Review key HR resources in Sierra Leone, covering current GF issues on RH, KPI E1 scores, BBD documents, the expired Plan, GF GC7 implementation work plan, and recent national strategic plans for the three diseases.

Convene meetings with stakeholders to share drafts and receive feedback on the progress of work

Facilitate validation of the completed new multi-year plan

Deliverables

Develop and submit the 2026-2030 multi-year HR plan

Develop the operational plan

 

Qualification and Experience

The candidate must have a minimum of 5 years of human rights implementation experience, preferably a Sierra Leonean

Candidate must be a graduate of a recognized institution from any of the following: disciplines: Law, international relations, epidemiology. Economics, Sociology and Political Sciences

A master’s degree in public health or MBA will be an added advantage

Excellent knowledge of MSW, PP, Excel, etc.

Must be fluent in English and also a creative writer

Excellent understanding of the Sierra Leone HIV and TB program implementation, including the community systems

Excellent understanding of the Rights to services charters including Key population program and ability to retrieve relevant information.

The candidate will submit a comprehensive CV reflective of past experience in completing related tasks

The candidate will create a two-page technical proposal outlining the steps necessary to complete the assigned task, including a detailed work plan.

The candidate will submit a detailed financial proposal upon completing the task

The candidate will share samples of developed documents in the past written in English of not less than 20 pages – this could be a report or similar work relevant to this task
