PROCUREMENT OFFICER

Jhpiego is an international, non-profit health organization affiliated with Johns Hopkins University. For 40 years and in over 155 countries, Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe for the past 40 years in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and AIDS, maternal and newborn health, health workforce capacity development (both pre-service and in-service), family planning, malaria, and IPC/WASH.

 

Position Summary

The Procurement Officer, under the supervision of Procurement Manager will support the implementation of efficient, transparent, and compliant procurement systems in line with organizational policies and donor regulations (e.g., Department of state, CDC, Global Fund). The role ensures timely acquisition of goods and services while maintaining best value for money, accountability, and audit readiness. This includes sourcing, completing Basis for Vendor Selection (BVS), raising Purchase Orders (POs)/contracts, and ensuring implementation of Procurement processes and procedures according to the Jhpiego Procurement Manual. The procurement officer will also coordinate closely with the finance team to provide support in ensuring invoices are valid and paid promptly on time.

 

Key Responsibilities

  1. Procurement Planning and Implementation

Support the execution of annual procurement plans aligned with program needs.

Coordinate with program and operations teams to ensure timely procurement of goods and services.

Track procurement requests and ensure proper documentation and approvals.

 

  1. Procurement Processes
  • Prepare and issue Requests for Quotations (RFQs), Invitations to Bid (ITBs), and Requests for Proposals (RFPs).
  • Conduct bid evaluations in collaboration with evaluation committees.
  • Ensure procurement processes comply with organizational and donor regulations.
  • Maintain proper audit trails for all procurement transactions.
  • Implement the procurement policies/procedures as outlined in Jhpiego Procurement Manual.
  •   Monitor open POs and advice on their status.

 

  1. Vendor Management
  • Maintain a prequalified database of reliable vendors/suppliers.
  • Ensure fair competition and transparency in vendor selection.
  • Monitor supplier performance and address any issues related to delivery, quality, or service.

 

  1. Contracting and Purchase Orders
  • Prepare purchase orders, contracts, and service agreements in line with policy requirements.
  • Follow up on contract execution and ensure compliance with terms and conditions.

 

  1. Inventory & Asset Coordination
  • Work closely with logistics teams to track deliveries and stock levels.
  • Ensure proper documentation of received goods and handover processes.
  1. Compliance and Documentation
  • Ensure adherence to internal procurement policies and donor guidelines 
  • Maintain organized procurement files (both physical and electronic).
  • Prepare reports for internal and external audits.

 

  1. Risk Management
  • Identify procurement risks and propose mitigation measures.
  • Ensure ethical procurement practices and avoid conflicts of interest.

 

Required Qualifications

Education

Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or related field.

Professional certification (e.g., CIPS) is an added advantage.

 

Experience

Minimum of 3–5 years’ experience in procurement, preferably in an NGO or donor-funded project.

Experience with USAID/Department of state and other donor procurement regulations is highly desirable.

Supervision

The Procurement Officer works under the supervision of the Procurement Manager and Finance & Operations Director and collaborates closely with program, finance, and logistics teams.
