REQUEST FOR EXPRESSION OF INTEREST (EOI)
PREQUALIFICATION OF VENDORS

BACKGROUND
The Clinton Health Access Initiative, Inc (CHAI) is a global health organization committed to
saving lives and reducing the burden of disease in low and middle-income countries. CHAI
began working in Sierra Leone in 2015, supporting the government to rebuild its health
systems following the devastating Ebola outbreak and has since expanded it programs to
support the Government of Sierra Leone.

PURPOSE OF THE EXPRESSION OF INTEREST (EOI)
CHAI seeks to identify, assess and prequalify capable service providers and suppliers who
can consistently deliver quality goods and services in support of CHAI’s operations and
programs in Sierra Leone. Consistent with CHAI’s procurement policy, vendors successfully
shortlisted through this process will form part of the CHAI’s prequalified vendor list and may
subsequently be invited to participate in competitive procurement processes where
successful bidders may be contracted for one-time engagements or Long-Term Agreements,
depending on the nature of the services required.

SCOPE OF SERVICES AND SUPPLIERS REQUIRED
Interested vendors may express interest in one or multiple categories or subcategories listed
below. Each submission must clearly state or indicate the category or subcategory number
being applied for.

HOW TO APPLY:
All interested vendors and suppliers are invited to submit their Expression of Interest
documents/proposal no later than March 18th, 2026. Submission received after the
deadline will not be considered.
All submissions must be sent to SLProcurement@clintonhealthaccess.org with the category
numbers(s) indicated in the subject line.
In order to be eligible, Interested Vendors/Service providers should submit their Expression
of Interest with the following indications and documents for consideration. Failure to provide
all the information and documents listed below may result in the rejection or disqualification
of the EOI:
 Category/categories and subcategories of interest
 Cover Letter expressing the interest in working with CHAI
 Business Registration Certificate/Certificate of Incorporation
 Company profile (Detailing services, key staƯ, list of all registered owners/directors
and relevant experience)
 Tax Clearance Certificate
 NASSIT Clearance Certificate
 Proof of physical address (e.g. Utility bills or others)
 OƯerors must provide three to five examples of past performance, with information
for a point of contact that CHAI could contract for reference.
 Withholding Tax (WHT) exemption letter where applicable.

All inquiries regarding this EOI should be addressed to
SLProcurement@clintonhealthaccess.org no later than March 18th, 2026. Questions and
CHAI responses will be circulated among those who have submitted questions. CHAI will
only consider written requests for clarification. Only written answers from CHAI will be
considered oƯicial and carry weight in the EOI process and subsequent evaluation.
Answers or guidance received outside of the oƯicial channel from employees or
representatives of CHAI will not be considered oƯicial information regarding this EOI.
Ethical Conduct and Conflicts of Interest
In accordance with CHAI’s Global Code of Conduct and Conflicts of Interest Policy, CHAI is
committed to conducting procurements with integrity and objectively selecting suppliers
and vendors. CHAI maintains a zero-tolerance policy for acts including but not limited to
collusion among vendors, submitting falsified bids, bribery, and/or other forms of fraud.

Vendors engaging in such conduct will be disqualified from current and future
opportunities. CHAI employees and others acting on CHAI’s behalf are prohibited from
accepting or asking for bribes, gifts, fees, or any other object of value or compensation

This request for Expression of Interest (EOI) does not obligate CHAI to make an award or fund
an applicant, nor does it commit CHAI to reimburse for the costs incurred for EOI
preparation. . CHAI reserves the right to amend or cancel this request at any time during the
procurement process and may require compliance with additional conditions during the
evaluation process. Submission of proposal does not constitute, nor does it guarantee
automatic enlistment for participation in subsequent procurement process, as final
selection will depend on the outcome of an evaluation process conducted and approved by
the evaluation committee and the Country Director, in accordance with CHAI’s procurement
policy. CHAI will accept no fee for the submission of these applications. CHAI makes no
representations or warranties and will not incur any liability under any law as to the accuracy,
