4. Background
Trócaire has worked in partnership with local and national civil society organisations for over 50 years.
These partnerships include local and national NGOs, church-based organisations, and civil society
networks working on humanitarian and development efforts in their own contexts. Over the past
number of years there is increased interest in and focus on the effectiveness of locally led responses.
As part of the recent Strategic Plan review and through feedback with external donors, it is clear that
we have not done enough to document the impact of this approach.
In this context, Trócaire is now developing a number of case studies that will document changes and
outcomes emerging from our partnerships with local and national organisations. These case studies
will inform organisational learning on partnership practice and contribute to evidence to support
discussions on locally led humanitarian and development processes with donors and other
stakeholders.
In Sierra Leone, Trócaire works with 17 local and national organisations, three of which have been
selected for this initiative. This consultancy will support the documentation of partnership experiences

partnership with Trócaire.
• Programme-level outcomes emerging from these organisational changes within ICSP.
