The MOMENTUM Country and Global Leadership (MCGL) project, funded by the U.S. Government, aims to save lives and improve access to quality, integrated health and nutrition services for women, newborns, and children. The project supports safe childbirth, management of childhood illnesses, prevention and management of life-threatening health conditions, and malnutrition by strengthening health systems and service delivery across 3 districts in Sierra Leone. 

Position Overview

Jhpiego is hiring for the position of a Technical Director to provide overall technical leadership, strategic guidance, and quality assurance for MCGL in Sierra Leone. The Technical Director will ensure technical excellence, evidence-based programming, and alignment with government priorities. Working under the leadership of the Chief of Party and as part of the project senior management team, the Technical Director will lead the design, implementation, and monitoring of integrated maternal, newborn, child health, and nutrition (MNCHN) interventions in collaboration with government and partners.

Duties and Responsibilities  

Technical Leadership and Strategic Direction

• Provide technical oversight and strategic direction for all program components to ensure the quality, integration, and sustainability of MCGL interventions.
• Lead the design and adaptation of evidence-based service delivery models and innovations to improve MNCH&N outcomes.
• Oversee the development, updating, dissemination and implementation of MNCHN guidelines, standards, job aids, standard operating procedures (SOPs) and training curricula.
• Ensure that all technical interventions are grounded in current global and national best practices and aligned with the Government of Sierra Leone (GoSL) and USG priorities.

Capacity Strengthening and Systems Support

• Lead capacity-building for managers and health care workers across system levels to enhance service quality and program management.
• Provide technical assistance to strengthen referral systems, improve the quality of care, and address service delivery bottlenecks.
• Oversee technical assistance to strengthen data systems and data use to optimize MNCHN services and systems
• Mentor and coach project and government staff to build local capacity and ownership, and sustainability.

Collaboration, Representation, and Partnership Management

• Serve as a senior technical liaison to the Ministry of Health, development partners, and professional networks.
• Actively participate in national technical working groups, policy dialogues, and coordination platforms.
• Collaborate with USG, implementing partners, and civil society organizations to ensure synergy and avoid duplication of efforts.

Knowledge Management, Learning, and Documentation

• Lead documentation and dissemination of project results and learnings, best practices, and innovations to inform national and local strategies and elevate donor’s visibility.
• Oversee donor reports, work plans, and success stories, ensuring timely, accurate, and high-quality deliverables.
• Support adaptive management of project approaches and activities through routine monitoring, data use, and feedback loops.

Supervision and Team Management

• Supervise and mentor technical staff, providing regular feedback and fostering a culture of high performance and learning.
• Contribute to strategic planning, resource allocation, and performance monitoring to ensure technical integrity and cost-effectiveness.

Required Qualifications: Knowledge, Skills, and Abilities

• Advanced degree in Medicine, Nursing, Public Health, Epidemiology, or related health sciences field.
• Minimum of 9–10 years of progressive technical leadership experience in international health projects, with at least five years in senior management.
• Demonstrated expertise in two or more MNCHN technical areas: maternal health, newborn health, child health, nutrition, or related areas
• Experience providing MNCHN services at primary and referral levels preferred 
• Experience supporting quality improvement preferred
• Proven experience working with the Government of Sierra Leone, demonstrating knowledge of national and local health structures, policies, and priorities.
• Experience managing multi-partner, USG-funded projects, with a deep understanding of USG compliance, reporting, and performance standards.
• Strong interpersonal, representational, and diplomatic skills, with the ability to build and maintain relationships with diverse stakeholders, including government, donors, NGOs, and communities.
• Experience translating research and evidence into practice and designing adaptive, data-driven interventions.
• Excellent analytical, writing, presentation, and communication skills in English.
• Proficiency in Microsoft Office Suite.
