CALL FOR PROPOSALS

CONSULTANCY SERVICES FOR THE INDEPENDENT EXTERNAL MID-TERM ASSESSMENT OF THE ANTIMICROBIAL RESISTANCE (AMR) PROJECT

  1. Background

The Christian Health Association Sierra Leone (CHASL) invites qualified and experienced independent consultants or consulting firms to submit technical and financial proposals to conduct an independent external mid-term assessment of its project, “Preventing Anti-Microbial Resistance amongst CHASL Network for Improved Health and Longevity of the People in Sierra Leone” (Project No. A-SLE-2024-3133). The project is financed by Bread for the World – Protestant Agency for Diakonie and Development.

The project seeks to improve health, wellness and longevity through quality care that responds to antimicrobial resistance (AMR), infection prevention and control (IPC), and water, sanitation and hygiene (WASH) challenges within the CHASL health network. The project targets 14 CHASL member hospitals and their catchment communities.

  1. Purpose of the Assignment

The purpose of the mid-term assessment is to provide an independent, learning-oriented and accountability-focused review of project progress, identify implementation strengths and bottlenecks, assess the likelihood of achieving intended results, and provide practical recommendations for improvement during the remaining implementation period.

  1. Scope of Work

The assessment will examine, among other areas:

  • Relevance and coherence of the project design and its alignment with target-group needs, national priorities and related interventions;

  • Progress towards project outputs, outcomes and indicators, including the functionality of Drugs and Therapeutics Committees (DTCs), infection prevention and control (IPC) and quality-improvement structures;

  • Quality and coverage of training, coaching, supportive supervision, IPC/WASH inputs, maternity-related equipment, community awareness, advocacy and coordination activities;

  • Efficiency of the use of human, financial and material resources, including implementation timeliness, procurement and budget utilisation;

  • Emerging intended and unintended effects, sustainability, institutional ownership and resilience;

  • Monitoring and evaluation systems, data quality, gender equality, inclusion, safeguarding and environmental considerations.

The assessment must apply the OECD/DAC evaluation criteria and the evaluation rating approach required by Bread for the World, using a mixed-method approach that triangulates document review, interviews, group discussions, facility observation and quantitative data.

  1. Required Deliverables
  • Inception report, including the evaluation matrix, methodology, sampling approach, data-collection tools, ethics and work plan;

  • Finalised data-collection tools and fieldwork plan;

  • Final assessment report incorporating consolidated comments, with an executive summary, evidence-based findings, conclusions, prioritised recommendations and completed evaluation rating grid;

  • Complete anonymised evaluation data package, codebook, tools and relevant supporting files, transferred securely to CHASL.

  • The final report should be submitted in editable Word and PDF formats. The assignment must be completed within a maximum of 30 working days.
