Request for Proposal (RFP)
Integration of the POE Travel Portal with DHIS2 for Real-Time Surveillance Reporting in Sierra Leone
Background
Sierra Leone, like all nations, remains vulnerable to the rapid spread of infectious diseases through cross-border movement. To address this, the National Public Health Agency (NPHA) has developed and deployed a digital Travel Portal System that supports public health screening and risk assessment of all travellers at various crossing points:
- Airports (e.g., Lungi International Airport)
- Seaports
- Land borders
The system enables travellers to pre-register and generate a QR code, which is then verified by health officers upon arrival or departure. Critical information is collected, including:
- Traveller identity and contact details
- Travel history and country of origin
- Symptoms and temperature screening
- Exposure risks and laboratory test requirements
Despite its effectiveness in operational screening, this screening data is not automatically and consistently shared with DHIS2, Sierra Leone’s primary national disease surveillance platform. Instead, some data is manually extracted or delayed in transmission, creating gaps in national situational awareness.
This affects real-time decision-making at the Emergency Operations Centre (EOC) and delays escalation of potential public health events detected at the borders.
Objective
The primary objective of this consultancy is to design, develop, test, secure, and operationalize a fully automated data integration service between the National Public Health Agency (NPHA) Point of Entry (PoE) Travel Portal System and the national DHIS2 surveillance platform. The integration will utilize the DHIS2 Tracker/Event model to ensure standardized, timely data flow, enabling national-level visibility and early detection of cross-border health threats.

Starting from the 21st January to the 4th February 2026, between the hrs. of 8:30 am and 4:30 pm daily. Please note that the Jhpiego office will not be open during weekends or public holidays.
