Job Description
GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban WASH focusing on faecal sludge management and promoting social inclusion, empowerment and the promotion of decent work through systems-based programme approaches and community led social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Bombali, Moyamba and Kenema Districts, with funding from Irish Aid, Charity: Water FCDO and JOA.
GOAL is implementing a comprehensive Health System Strengthening (HSS) approach across 80 Peripheral Health Units (PHUs) located in Western Area Urban, Kambia, Kenema, and Bombali districts. To complement the HSS efforts, GOAL is also deploying targeted Social and Behaviour Change Communication (SBCC) interventions within the catchment communities of the PHUs. These include:
Community Dialogues to foster health awareness and collective action, Village Savings and Loan Associations (VSLA) to promote financial empowerment and access to health services, School Peer Mentorship Programs to engage adolescents in health education, Youth Centre Advocacy through YoCARE to empower young people in reproductive health and rights. Additionally, GOAL is strengthening emergency preparedness and response capacities with a focus on Risk Communication and Community Engagement (RCCE), utilizing the Community Led Action (CLA) approach to ensure community-driven and adaptive strategies.

GOAL’s Freetown Health Programs
The Programme focus on adolescent and youth comes from a deep understanding of the vulnerability and needs of this target group and is coherent with GOAL’s inclusion approach which aims to address social, economic, political, cultural and legal exclusion of vulnerable individuals or groups. This understanding is being further developed through a detailed Adolescent Sexual and Reproductive Health (ASRH) Context Analysis undertaken by the health team.
With a systems approach GOAL’s view of partnership has widened beyond partnerships with local
NGOs and CBOs and includes other key stakeholders and actors operating within the system. This includes local and national government institutions and community-based structures, as well as private sector actors and academic institutions. For the current health programme GOAL SL works closely with the Ministry of Health (MOH) at national level and the District Health Management Teams (DHMT) on health systems strengthening for improved quality of ARSH services, as well as with the Ministry of Education on capacity building of staff and teachers on Adolescent SRH issues. At community level GOAL works with Facility Management Committees (FMC), village development committees (VDCs) and school management committees where capacity building efforts aim to ultimately empower communities to be resilient and self-reliant, through increased understanding of the impact of adolescent pregnancy on their community, the need for action and taking responsibility for their own health.
Description of the Role
The Community Health Facilitator is responsible for the implementation at the community level, Community engagement activities to promote ASRH Behaviours in Western Urban, Kambia, Kenema, and Bombali Districts. S/he will work closely with the Community Health Workers and the Facility Management Committee or Village Development Committees to ensure health promotion and communities are engaged and create demand for health services through SBCC. S/he will work with Community Health Workers (CHWs) to organize community platforms and facilitate regular and frequent interface with communities, health facility staff, and schools to discuss issues around adolescent health accountability.
Key Responsibilities
- Implementation of Community Engagement Activities to Promote ASRH behaviours, including teenage pregnancy reduction.
- Together with other team members and in close collaboration with community stakeholders, map out and select adolescents who will serve as positive or role models for the promotion of ASRH, including TP reduction. • Actively participate in organizing, planning, and facilitating community engagement meetings to explain the project and its relationship with ongoing work
- Organize a community stakeholders dialogue forum to discuss ASRH issues and TP reduction • Liaise with stakeholders of schools to organize and set up school adolescent health clubs.
- Support the community resource person to facilitate community dialogues
- Support adolescent mentors to facilitate engagement with both in and out of school adolescents • Work with the FMCs to get them to organize regular meetings of the committee and interface meetings involving both facility and community members
- Organize and facilitate community dialogue sessions with teenage or adolescent girls and boys • Conduct follow-ups on the progress of agreed action plans developed by either community stakeholders or adolescent groups.
- contribute to the development of case studies and or success stories that will be used to report key achievements that are directly linked to or are a result of the project interventions
- Work closely with CHWs in his or her catchment area to refer adolescents with conditions that require immediate care or management at a health facility
- Work closely with clinical mentors to document the percentage of community referrals that go for treatment at the health facility
- Collect and submit high-quality data used to monitor the progress of the project against set objectives and indicators • Plan and undertake ongoing monitoring of project activities and share data with the MEAL team for analysis • Submit weekly, monthly, and quarterly reports to the Community engagement supervisor and or other senior members of the health team as may be deemed necessary.
- Attend all trainings required to build your capacity as a Community Health Facilitator.
- Link up with other staff working on other project to organize meetings with Facility Management committees (FMCs) and Village Development Committees (VDCs) on ASRH and teenage pregnancy reduction activities and strategies to encourage community to take actions that will address issues relating to adolescent health including teenage pregnancy.
- Properly file all field and project reports, plans and other documents in a well-organized manner that will ensure easy or user-friendly access to document as and when the need arises.
- Attend and actively participate in weekly or biweekly internal program review meetings.
- Establish and maintain excellent and professional working relationships with relevant community stakeholders, community groups, school/community authorities, PHU staff, and any other body or individual that will be essential for the progress of the project activities
- Ensure the highest standards of safe guiding by abiding to GOAL’s safe guiding Policy and Code of behaviour. Sign and commit to GOAL’s conflict of interest.
- Other responsibilities as assigned by the Community Health supervisor and by the Health Programme Manager. Data collection
- Responsible for the collection of community engagement data using Android devices
- Responsible for the verification of data collected from the field before inputting it into their Android devices. • Installation of CommCare on Android devices after training
- Daily update of Android devices when encountering a problem with troubleshooting.
- Participate in data review conducted by GOAL MEAL and Health teams.
- Responsible for attending to all kinds of training to data conducted by GOAL MEAL and Health teams.
Safeguarding
- Maintain a safe working environment for all staff/beneficiaries.
- Ensure risk mitigation measures are in place and adhered to.
- Ensure staff/beneficiaries fully understand Safeguarding reporting procedures.
- Ensure Safeguarding measures are implemented within areas of responsibility.
- Ensure do-no-harm to children and vulnerable adults we meet.
- Follow and address Safeguarding issues appropriately.
Qualifications and Experience
Diploma in Public Health, Community Development studies, or any other health or development studies with at least 2 years’ experience working with an International NGO in community health programmes. Experience working in ASRH and or TP reduction project is essential.

➢ Experience facilitating sessions with low-literate or illiterate people
➢ Excellent written and communication skills
➢ Demonstrated experience in planning and scheduling community-based programmes.
➢ Ability to multitask effectively. Strong logistics and organizational skills.
➢ Ability to quickly assess situations on the ground and solve problems creatively with limited resources & time ➢ Ability to establish positive working relationships with a wide range of stakeholders.
