3 OVERVIEWS of Requirements

Identify the system change that happened at the national and sub-national level based on the discussion with the different stakeholders and document them well to tell the stories of this system change to external stakeholders. Please note that we plan to develop a booklet of stories of system change that inform the sector about – (i) how service delivery could be improved within low-income and fragile contexts, (ii) what is the right and appropriate approach and strategy of strengthening the system for sustainable service delivery in low-income and fragile contexts, (iii) where does the lever of change exist, (iv) how this system change should be anchored etc.   

4 Conditions of Offer Submission

4.1 Offers must be completed in English.

4.2 Vendors must respond to all requirements set out in this RFO and complete their offer in the format requested

4.3 In the event of a contract being awarded to a vendor that has knowingly withheld relevant information or otherwise misled GOAL in the evaluation process in any way, then that contract will be rendered null and void.

4.4 Any conflicts of interest involving a vendor must be fully disclosed to GOAL particularly where there is a       conflict of interest in relation to any recommendations or proposals put forward by the vendor.

4.5 GOAL is under no obligation to accept the lowest or any other offer received in response to this RFO and reserves its right to reject any or all the offers (part/full) including incomplete offers without assigning reason whatsoever.

4.6 Information supplied by vendors will be treated as contractually binding.  

4.7 GOAL’s standard payment terms are by bank transfer within 30 days after satisfactory implementation and receipt of documents in order.

4.8 This document is not construed in any way as an offer to a contract 

4.9. The vendor shall seek written approval from GOAL before entering into any sub-contracts for the purpose of fulfilling this contract. Full details of the proposed subcontracting company and the nature of envisioned engagement of sub-contractor/s into this contract shall be included in vendor’s offer.

4.10. GOAL reserves the right to refuse any subcontractor that is proposed by the vendor.

4.11. GOAL and all contracted suppliers, and their subcontractors, associates or partners must act in all its procurement and other activities in full compliance with donor requirements and the highest ethical standards. GOAL has zero tolerance for fraud, bribery or corruption in any form and will reject any offers if the organization determines that the vendor, any of its personnel, or its sub-contractors, has, directly or indirectly, engaged in corrupt, fraudulent, collusive, coercive, or obstructive practices in competing for the contract in question.

4.12 Terrorism and Sanctions: GOAL does not engage in transactions with any terrorist group or individual or entity involved with or associated with terrorism or individuals or entities that have active exclusion orders and/or sanctions against them. GOAL shall therefore not knowingly purchase supplies or services from companies that are associated in any way with terrorism and/or are the subject of any relevant international exclusion orders and/or sanctions. If you submit an offer based on this request, it shall constitute a guarantee that neither your company nor any affiliate or a subsidiary controlled by your company are associated with any known terrorist group or is/are the subject of any relevant international exclusion order and/or sanctions. A contract clause confirming this may be included in an eventual purchase order based on this request.

  • Quality Control

3rd party companies may be contracted by GOAL to carry out random quality inspections of work carried out by the contracted party. The cost of the quality control inspections will be covered by GOAL.

This competition is being conducted under GOAL’s Request for Offer procedure. The Contracting Authority for this procurement is GOAL. Under this procurement process, we expect all offers received and analyzed to be the best and final offer.

7 Evaluation Process

The first phase of evaluation of the responses will determine whether the offer has been submitted in line with the administrative instructions and meets the essential criteria. Essential Criteria

Minimum mandatory requirements of specification or contract performance. Interested bidder are expected to submit the following:

  1. Master’s degree in communication, journalism, or a related field for a an individual and for a company, the lead consultant must have a master’s degree in communication, Journalism.
  2. Proven experience in audiovisual production (video documentation)
Each proposal that conforms to the Exclusion and Essential Criteria will be evaluated according to the Award Criteria given below by GOAL.

  1. Background

For GOAL, crises are defined as when local systems are unable to respond or continue to function when confronted with shocks and stresses.

 

GOAL works to understand these shocks and stresses, including conflict, climate change, environmental degradation, rapid unplanned urbanisation, weak or unstable governance, inequality, and forced displacement, all of which interact and threaten the health, safety, and well-being of affected populations.

 

GOAL’s current programming

GOAL has been implementing several projects in Sierra Leone, and these are. 

 

Global Goal 1 – People Survive Crisis: GOAL SL focuses on DRM/EWR systems, bolstering response & recovery, working with the government. An MoU was signed between GOAL SL and the National Disaster Management Agency (NDMA) to collaborate in strengthening institutional capacity and developing the country’s preparedness and response capacity. 

Global Goal 2 – People have Resilient Health: GOAL SL’s interventions support strengthening the health systems to support resilience & sustainable health through improving health WASH service delivery systems. WASH interventions are implemented in three districts, namely, Western Area Urban, Kenema, and Moyamba districts. Other WASH interventions are mainstreamed into health interventions with a focus on WASH in healthcare facilities. The Urban WASH programme focuses on providing support to Freetown City Council to improve the FSM system across the value chain, from now capture and containment products, through improved transport services (vacuum trucks) to final treatment and re-use. With financing from FCDO, GOAL SL supported the construction of the first-ever faecal sludge (FS) treatment plant in Sierra Leone. The FS Treatment Plant is a waste management centre where liquid waste is dewatered, and the separated solids are further processed in several ‘waste to value’ pilot plants. This component is funded by the ICSP. Charity funds the rural WASH: Water, and this funding, as well, is long-term funding like the ICSP. The strength of the Water Management committees has been commendable and a sustained system for the O&M would further embed the impacts gained so far. The Rural WASH programme focuses on improving access to clean drinking water using demand creation approaches to improve sanitation and hygiene behaviours through community–managed sustainability schemes.

 

Global Goal 3 – People have food and nutrition security: GOAL SL Food Security & Livelihoods (FSL) & Climate change (CC) adaptation Programmes complement GOAL 2 and provide the basis for establishing resilient livelihoods. Under Goal 3, the Blue Economy programme focuses on small Fishery systems and is being rolled out. 

 

GOAL has been awarded a project, WASH system strengthening for health, which aims to strengthen the service delivery system and enable the authorities at all levels to achieve SDG-6. One of the key components of this project is to develop a solution for sanitation in urban slums (high-density and hard-to-reach areas).  Hence, to understand the condition in the urban slums and identify the potential sanitation solution, an assessment/study is required for which GOAL is looking for a consultancy agency/consultant to support in this regard. 

 

  1. Purpose of the consultancy

The purpose of this consultancy is to document learnings and lessons that emerged during the process of strengthening the system at the national and sub-national levels since 2024. This includes – (i) developing stories of the system change achieved at the national, district and field level (healthcare facilities), (ii) developing audiovisual content with the stories of system change, and (iii) learning related to an appropriate strategy and approach for system change in the low-income and fragile context like Sierra Leone. The consultants will therefore need to engage with the diverse stakeholders at the national level and in five districts, i.e., Bombali, Kemena, Kambia, Moyamba and Kono, to document these lessons and learnings. The consultant also needs to visit the selected healthcare facilities in these five districts to document the system change happened, challenges that prevail, and the appropriate approach to system change for sustainable service delivery.   

 

  1. Specific scope of work, methodology, and Key deliverables

 

1.0 Document stories of system change

Identify the system change that happened at the national and sub-national level based on the discussion with the different stakeholders and document them well to tell the stories of this system change to external stakeholders. Please note that we plan to develop a booklet of stories of system change that inform the sector about – (i) how service delivery could be improved within low-income and fragile contexts, (ii) what is the right and appropriate approach and strategy of strengthening the system for sustainable service delivery in low-income and fragile contexts, (iii) where does the lever of change exist, (iv) how this system change should be anchored etc.   

 

1.1 Interview/engagement with the stakeholders

Engage with the concerned stakeholders at the national and sub-national levels to understand the system change happened at the national and sub-national levels. This includes interviewing the key stakeholders at the national level, such as the MoH, MoWRS, EPA, FCC, and district level, such as District Council DHMT, Paramount Chief, Chiefdom health supervisor, Healthcare Facility staff, etc. 

 

1.2 Visiting Healthcare Facilities and document change

The scope of this consultancy also includes visiting the healthcare facilities to understand how the system change is happening at the grassroots level and how this is impacting the service delivery and the lives of people. This visit should aim to develop excellent stories of system change happening at the grassroots level (healthcare Facilities) to inform the sector about how to bring change in the service delivery/system at the grassroots level in such a low-income and fragile context. 

  

1.3 Audiovisual documentation

The scope of work of this consultancy also includes developing an audio-visual document to tell the stories of how system change can happen in a low-income and fragile context, how this system change should be anchored, and the steps involved in bringing such system change, appropriate strategies and approaches to bring such system change and how the service delivery can be improved in a low-income and fragile context, etc. 

 

  1. Involvement of the project team 

 

The project team will be providing all necessary support that the consultant requires to conduct the consultation with the stakeholders at the national and district levels, as well as during the process of documenting the stories. 100% of the MEAL officer’s time will be allocated to support this consultant for this task in addition to the rural WASH PM, Assistant WASH&CC Coordinator and WASH&CC Coordinator, who will come into support whenever needed.   

 

  1. Timeline of Deliverables 

 

The Consultant will provide: 

  1. By 15th June 2026: 

At least 10 to 12 stories of system change happening or happened at the national/ sub-national and grassroots levels that inform the – (i) improved service delivery, (ii) appropriate strategy and approach for system change or improving service delivery in low-income and fragile contexts, (iii) lever of change for bringing such system change, (iv) potential challenges that one may face while anchoring system change in such context etc. 

 

  1. By 15th June 2026: 

A clipping of audiovisual (15 minutes) that tells the story of system change, approach and strategy of system change, lever of change, challenges and ground-level impact due to this system change. 

  1. By 20th June 2026: 

Present all these stories to the GOAL-SL team for feedback and finalisation. 

  1. By 30th June 2026: 

Finalise all stores and audiovisual based on the feedback 

 

  1. Technical requirements, qualifications, and requirements  

 

GOAL Sierra Leone invites qualified professionals to undertake this task of documenting lessons and learning in Kenema, Moyamba, Bombali, Kono, Kambia and Freetown, Sierra Leone. The qualifications, experience and expertise required for this task are:

  1. Master’s degree in communication/journalism or a related field 
  2. Prior experience in documenting lessons and learning as narrative stories, as well as audiovisual 
  3. Prior experience in developing audiovisual stories and documentation. 
  4. Have a good understanding of the work of NGOs/ INGOs/ CSOs
  5. Prior experience in the field of WASH and health
  6. Communication experts who can craft stories in a very attractive way and write stories in English 
  7. Professional videographers who can develop the audiovisual content of stories 

 

Note: to take up this task, a team of experts (one to two involved in narrative documentation and the other for audiovisual documentation) can apply for this.
